The 'shuttle' party members

Mr. Tran Huu Son is currently the Director of Nghia Thuan Agricultural Cooperative (Thai Hoa town) and is a Party member active in the Party branch of Hamlet 5 - where he resides in Nghia Thuan commune. In practice, the participation of cooperative party members in the village party branches has proven to be more effective.
Like Party member Tran Huu Son, six other Party members in the management of Nghia Thuan Agricultural Cooperative also registered to participate in activities at five local Party branches. Annually, based on feedback from these branches, the cooperative's Party members are evaluated as having excellently fulfilled their duties and maintaining close ties with the local people.
During the discussion, Mr. Tran Huu Son stated: “In principle, cooperatives can establish Party branches. However, in practice, the participation of cooperative Party members in the Party branches of the hamlets has proven more effective. Through Party activities in residential areas, we can gather more information and understand the aspirations of the people and Party members regarding economic development, thereby incorporating this into the daily discussions of the cooperative's management board. Conversely, these activities also allow for timely coordination with the Party branches in disseminating information about the cooperative's development directions and plans so that Party members and the people can participate. This kind of ‘shuttle’ activity yields practical results.”
The Party Committee of Nghia Thuan commune (Thai Hoa town) has 15 branches with 467 party members. Currently, schools and the People's Credit Fund of the commune maintain independent branches, while all party members who are civil servants and non-professional workers in the commune are assigned to participate in activities in 7 village and hamlet branches. Comrade Bui Van Chinh - Standing Deputy Secretary of the Party Committee of Nghia Thuan commune, said that all Party members who are civil servants and non-professional workers of the commune have effectively fulfilled their roles and responsibilities, working together with the Party branches to effectively implement directives and resolutions of the Party at all levels, gradually improving the material and spiritual lives of the people.
In Vinh City, the dissolution of 25 Party branches in ward and commune offices was implemented later than in districts and towns (from June 2019). Currently, there are over 520 Party members who are officials and civil servants in the city's wards and communes, now participating in activities in residential areas and hamlets. According to the Vinh City Party Committee's Organization Department, depending on the specific circumstances, each ward and commune has its own way of assigning Party members to residential areas and hamlets to maximize effectiveness and contribute to positive changes at the grassroots level.
Party member Nguyen Thanh Hai, Deputy Head of the Urban Order Management Team of Nghi Phu Commune (Vinh City), now also holds the position of Secretary of the Party Branch of Hamlet 5 in the commune. The difference is that this is not where Mr. Hai resides (his house is in Hamlet 17, Nghi Phu Commune). Due to job requirements, Mr. Hai and six other party members working in the commune are assigned to participate in Party activities in the Party Branch of Hamlet 5, an area where over 85% of the population are Catholic. Because he participates in Party activities and serves as the Party branch secretary in an area different from his residence, in addition to fulfilling his professional duties well, Mr. Hai must invest more time in working with the Party committee and organizations in Hamlet 5 to understand the situation and discuss solutions to implement the assigned tasks.

It is important that each party member in the branch truly engages with organizations and associations, strengthens meetings and conversations with the people, and thereby supplements activity plans to be more relevant to reality.
Performing such a "dual" task, Mr. Hai's responsibilities are heavier than those of other officials and civil servants. However, he has managed his time effectively; alongside fulfilling his professional duties, Mr. Hai and the "reinforced" Party members have closely coordinated with the Party committee and organizations in the hamlet to increase interaction and exchange with the people, jointly organizing many emulation movements and actively participating in social welfare work. Mr. Hai believes that he and his colleagues strive to achieve the highest possible efficiency in their assigned tasks. The important thing is that each Party member in the branch truly connects with organizations and associations, increasing interaction and conversation with the people, thereby supplementing activity plans to better suit practical realities.
Conclusion No. 134-KL/TU of the Standing Committee of the Provincial Party Committee dated March 5, 2019, on solutions for reorganizing the organizational structure and restructuring the staff of officials and civil servants of the commune-level political system in Nghe An province to be streamlined, effective, and efficient, is being implemented synchronously in localities. Regarding the reassignment of officials, civil servants, and non-specialized personnel at the commune level, the Standing Committee of the Provincial Party Committee clearly stated: For other positions receiving allowances according to the Provincial People's Council resolution, they should not be assigned separately but must be linked to at least 1-2 other positions, such as: commune-level civil servants holding concurrent positions, or linked to positions in blocks, hamlets, villages, and communities (secretaries, hamlet heads, heads of associations, etc.). This content has been applied in many localities, with Party members who are officials and civil servants assuming the position of Party branch secretary in blocks and hamlets, contributing positively.improving the quality of Party branch activitiesat the local level. This is one of the solutions to implement the motto of building a strong Party in terms of politics, ideology, and organization, focusing on improving the leadership capacity and fighting strength of Party organizations and Party members.
Nghe An province currently has 193,515 Party members; of which, over 15,000 are officials, civil servants, and non-professional workers at the commune, ward, and town levels, as well as workers in cooperatives and enterprises in districts and communes, who are active in 5,630 Party branches at the block, hamlet, and village levels.
