Arrested a subject specializing in selling beautiful sim numbers
(Baonghean.vn) - Vinh City Police have just issued a decision to prosecute the case, prosecute the accused and detain Hoang Tran Cuong (born in 1989), residing in Dang Son commune, Do Luong district (Nghe An) to investigate the act of "Fraudulent appropriation of property".
Previously, Vinh City Police received a complaint from Mr. Dung (born in 1982), residing in Nghi Phu commune (Vinh city), about a subject named Hoang Tran Cuong inviting him to contribute money to buy and sellnice sim number, then appropriated 135 million VND.
After verification and investigation, Vinh City Police clarified the nature of the case, collected sufficient documents and evidence, and arrested Hoang Tran Cuong for the act of "Fraudulent appropriation of property".
Accordingly, Hoang Tran Cuong is a freelancer. Through social networks, Cuong learned that 24h Telecommunication Service Company Limited called "24h Sim Market" sells beautiful sim numbers. At the end of 2020, Cuong got to know Mr. Dung and had the intention of defrauding and appropriating this person's property by contributing money to buy and sell beautiful sim numbers and then appropriating the contributed capital. To gain Mr. Dung's trust, Cuong introduced himself as a shareholder of "24h Sim Market" Company, managing 2,000 sim cards and knowing someone with a position in the company so he could buy beautiful sim numbers at a cheap price and invited Mr. Dung to join in contributing capital.

The first scam committed by Cuong was on February 22, 2021. Cuong told Mr. Dung that he had a nice sim number ending in "373737" with a purchase price of 5 million VND, while the market price was 20 million VND, and the profit after the sale would be split in half. Mr. Dung agreed and transferred 5 million VND to Cuong. To gain trust, Cuong told Mr. Dung that there was a customer renting the sim for 2 million VND/month and gave Mr. Dung 2 million VND from the money he received from Mr. Dung.
Next, with the same trick, when he had gained trust, Cuong began to "increase the price" of buying and renting SIM cards, only needing to invest from 25 to 50 million VND per beautiful SIM card number, selling it at a price many times higher.
In early March 2021, Cuong told Mr. Dung about having a "Four of a Kind 9" sim card for 50 million VND that could be sold on the market for 250 million VND. Cuong asked Mr. Dung to contribute 30 million VND to buy the sim card and Mr. Dung agreed and transferred the above amount to Cuong. Cuong told Mr. Dung that because the customer did not have enough money, he did not buy the sim card but only rented it for 20 million VND/month, the profit was divided in half, so Cuong transferred 10 million VND to Mr. Dung from his own money.
With the above tricks, Vinh City Police investigated and clarified that from February 22, 2021 to April 1, 2021, Cuong had 8 times committed fraud against Mr. Dung to appropriate 135 million VND. In the fraud cases carried out by Cuong, in fact, no customer rented or bought a SIM card. Through verification at 24h Telecommunication Service Company Limited, the police determined that Hoang Tran Cuong was not an employee of the company, all the beautiful SIM cards were created by Cuong himself to deceive and appropriate money from the victims.
On April 7, 2021, Hoang Tran Cuong was arrested by Vinh City Police for "Fraudulent appropriation of property".
