Prosecution and detention of the suspect who fired a gun, killing two people in Nghe An

Previously, as reported, at around 8:00 a.m. on April 30, 2021, a shooting occurred at the gate of Cao Trong Phu's private home (born in 1962), in Hamlet 7, Nghi Kim Commune, Vinh City, Nghe An Province, causing Dang Ngoc Anh (born in 1956), residing in Ward 1, Binh Thanh District, Ho Chi Minh City and Ngo Quang Hung (born in 1979), residing in Vinh Tan Ward, Vinh City, Nghe An Province to die later. The shooter took the gun into the house after committing the crime and barricaded himself in.
After receiving the report and determining the seriousness of the incident, the leaders of the Provincial Police were directly present at the scene to direct the forces of the Provincial Police to urgently arrange forces; On the one hand, quickly take the 2 victims to the emergency room; deploy plans to surround and isolate the subject, block the subject's house, protect the scene and ensure the safety of the surrounding area, prevent the subject from escaping and bad situations that may occur.
At the same time, the force was organized to propagate and persuade the subject to surrender. After nearly 6 hours of using sharp professional measures, especially with the consent of the Provincial Police Leadership, Colonel Pham Hoa Nam, Head of PC01, cleverly and bravely approached and directly persuaded the subject to lay down his weapon and surrender.

Although the incident occurred during the April 30 - May 1 holiday, with the spirit of resolutely attacking and suppressing crime, ensuring security and order in the area so that people can rest assured during the holiday, the leaders of Nghe An Provincial Police directed the forces to promptly intervene, resolve the incident quickly and ensure safety.
From the initial investigation results and the suspect's testimony, it is known that Cao Trong Phu mainly lives in Ho Chi Minh City, has business and trading relationships in Ho Chi Minh City, Tay Ninh Province and the Kingdom of Cambodia. Due to business losses and the impact of the Covid-19 epidemic, Cao Trong Phu recently returned to his hometown.
During his time living in the locality, the subject operated normally, mainly in real estate business, and showed no suspicious signs. However, since returning to the locality from Ho Chi Minh City, the subject has shown signs of depression and paranoia, always fearing that businessmen in the South would come back to find and kill him.
By the morning of April 30, 2021, there were 3 subjects, including: Dang Ngoc Anh; Ngo Quang Hung and Nguyen Duc Nghi (born in 1970), residing in block 17, Hung Binh ward, Vinh city, Nghe An province, came to meet Cao Trong Phu to settle debts during the time Cao Trong Phu was in Ho Chi Minh City. At the gate of Phu's private house, there was a conflict and disagreement between the two sides. Cao Trong Phu thought that the subjects would beat and kill him, so he used a gun to shoot at the 3 subjects mentioned above, causing Ngo Quang Hung and Dang Ngoc Anh to be shot, Nguyen Duc Nghi was able to run away.
With the spirit of urgency, timeliness and strict handling, Nghe An Provincial Police initiated a case, prosecuted the accused and issued an order to detain Cao Trong Phu for the crime of "murder", according to Clause 1, Article 123. The decisions were approved by the Procuracy on the morning of May 3.
The case is still under further investigation.
