Strengthening public inspection, contributing to rectifying state management work

(Baonghean.vn) - Chairman of the Provincial People's Committee Nguyen Duc Trung requested the Provincial Inspectorate to strengthen public service inspection work to raise awareness and responsibility of leaders, cadres and civil servants. In particular, it is necessary to make agencies and units aware that they are being inspected, not being inspected.

On the afternoon of May 6, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee had a working session with the Provincial Inspectorate on the results of the Inspectorate's task performance in 2020 and the first quarter of 2021, and directions and tasks in the coming time.

CONTRIBUTING TO RECTIFYING STATE MANAGEMENT WORK

Recently, the Provincial Inspectorate has continued to advise the Provincial People's Committee to direct the entire Inspection sector to shift from conducting individual, discrete inspections to conducting thematic and large-scale inspections in areas prone to violations and of public interest.

Thereby, promptly detecting loopholes, having synchronous measures to rectify state management work; enhancing the responsibility of unit heads and cadres, civil servants and public employees; shortening the time to perform tasks and public duties; limiting the occurrence of negativity as well as complaints, denunciations, recommendations and reflections from citizens, organizations and enterprises.

In 2020 and the first quarter of 2021, the whole sector conducted 283 administrative inspections at 540 units; 911 specialized inspections and examinations of 10,967 individuals and organizations and 98 public service inspections and inspections of the responsibilities of heads at all levels and sectors in implementing legal provisions on inspection, complaints, denunciations and corruption prevention and control at 130 units.

Through inspection, 289/540 units were found to have committed administrative violations with a total amount of 55 billion 882 million VND; recommended administrative sanctions against 68 organizations and 179 individuals with violations, and transferred 2 cases to the investigation agency. The Inspectorate issued 3,285 decisions on administrative sanctions against 2,690 individuals and 595 organizations with a total fine of 14 billion 790 million VND, and a total amount of 2 billion 171 million VND for handling violated assets. The Inspectorate also discovered 59 units with violations in the performance of public duties.

In 2020 and the first quarter of 2021, State administrative agencies at all levels in the province received 6,769 citizens coming to make complaints, denunciations, recommendations and reflections, down 28% over the same period. At the same time, they received 9,574 petitions of all kinds and so far the settlement rate has reached 91.3%.

Through the settlement of complaints and denunciations, violations were discovered and recommendations were made to recover 77.29 million VND and 328 million VND to the state budget.2 land; recommend administrative discipline for 9 individuals with violations, protect the rights of 21 people; transfer 2 cases to the investigation agency.

The work of preventing and combating corruption has been paid attention to by heads of agencies and socio-political organizations. The solutions to prevent corruption have been deployed promptly, synchronously, and with quality, contributing to the fight against corruption. The measures to prevent corruption have been implemented well and effectively.

However, the Provincial Inspectorate also said that the recovery and post-inspection handling of inspection decisions and conclusions effective from December 31, 2020 and earlier still faces many difficulties. Of the more than VND 8.7 billion in violations that are being urged to be recovered, nearly VND 4 billion is impossible to recover or difficult to recover.

In addition, some agencies and units have not arranged staff to receive citizens and resolve complaints and denunciations in a way that does not meet the actual situation, limiting the quality of resolving complaints and denunciations; they have not really paid attention to organizing dialogues to listen to citizens' opinions and wishes, leading to the resolution of cases being prolonged and complicated.

EFFECTIVE DEPLOYMENT,QUALITY OF CALLSINSPECT

After comments from several departments and branches, concluding the working session, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee highly appreciated the spirit and responsibility of the Provincial Inspectorate in the past time. This is a hard-working and difficult agency but also a source of pride when in 2005, the President awarded the title "Hero of Labor in the Renewal Period" and many other noble awards.

In the past time, the Provincial Inspectorate has performed well the functions, tasks and powers as prescribed by the law on inspection, demonstrated in three major tasks: inspection work; citizen reception, complaint and denunciation settlement and anti-corruption work. In particular, the Provincial Inspectorate has advised the Provincial Party Committee and the Provincial People's Committee on many issues related to the tasks of the sector and especially linked with implementation solutions.

During the implementation of the task, the Provincial Inspectorate has summarized, evaluated, and selected key areas to conduct inspection, especially sensitive areas that are prone to violations. On that basis, it has detected, handled, and recommended to the relevant levels for handling, in order to rectify state management in a number of areas.

The inspection work has been linked with public service inspection and inspection of the responsibilities of leaders at all levels and sectors in all three key areas of the sector. Thereby, enhancing the responsibility of leaders in performing their duties, creating a change in the awareness, attitude and responsibility of the staff, civil servants and public employees.

Regarding the work of receiving citizens, resolving complaints and denunciations, the Provincial Inspectorate has advised provincial leaders, heads of all levels and sectors to effectively carry out this work. On that basis, there is a system to handle appropriately the nature of each unit, closely advising to resolve issues that citizens complain about.

Regarding the work of preventing and combating corruption, the Provincial Inspectorate has initially implemented it in a synchronous, systematic and effective manner. Timely implementing the documents guiding the Law on Prevention and Combating Corruption, especially controlling the assets and income of those who are obliged to declare.

In particular, the Chairman of the Provincial People's Committee highly appreciated the thinking, working methods, and innovation in inspection methods of the Provincial Inspectorate. Thereby, many cases were handled promptly, synchronously, and effectively. At the same time, attention was paid to the training and development of staff because this is a difficult field, requiring qualifications, capacity, and courage of inspectors.

However, the Chairman of the Provincial People's Committee also noted that the Provincial Inspectorate needs to propose more effective solutions in handling decisions and complaints after inspections; in inspection work, it is necessary to ensure principles and strictness but also harmony and humanity. Pay attention to handling and resolving backlog and long-standing cases. In addition to programs and plans, it is necessary to conduct surprise inspections and new arising points.

Regarding the tasks in the coming time, Chairman of the Provincial People's Committee Nguyen Duc Trung requested the Provincial Inspectorate to closely follow the goals, tasks and solutions in the Resolution of the 19th Provincial Party Congress. And especially, it is necessary to make agencies and units aware that they are being inspected, not being inspected, through inspections to overcome and resolve existing problems, limitations and violations.

The provincial inspectorate needs to do a good job in inspection and anti-corruption work, the important thing is to effectively and qualitatively implement inspections. Pay attention to the handling of decisions and conclusions after inspections, and have measures to both strengthen correction and overcome violations.

Regarding the work of receiving people, handling complaints and denunciations, the head of the Provincial People's Committee requested the Provincial Inspectorate to pay attention, resolve synchronously, advise on timely and lawful resolution of cases under its jurisdiction, and strive to resolve them thoroughly when new cases arise at the grassroots level. Coordinate with departments, branches and localities to resolve urgent, prolonged cases and mass complaints.

In addition, it is necessary to strengthen inspection and examination of responsibilities at all levels and sectors in the work of receiving people, handling complaints and denunciations of citizens. Continue to coordinate with agencies in the Internal Affairs sector and the Provincial Citizen Reception Committee to resolve issues related to petitions, complaints and denunciations of complicated cases, especially during the election of deputies to the 15th National Assembly and People's Council deputies at all levels, term 2021-2026.

Comrade Nguyen Duc Trung also requested the Provincial Inspectorate to strengthen the application of IT, carry out digital transformation, and build a database to serve inspection work more effectively and more appropriately in the new trend. Pay attention to the work of building a team of officials, improving the quality of the inspection team. Pay attention to the regime and policies for inspection officers in the process of performing public duties.

Regarding the recommendations of the Provincial Inspectorate, the Chairman of the Provincial People's Committee agreed in principle and assigned the departments, branches and sectors to coordinate with the Provincial Inspectorate to advise the Provincial People's Committee and the Provincial Party Committee to resolve according to their authority.
