On May 6, 2021, the Chairman of Dien Chau District People's Committee issued 4 decisionsadministrative sanctionsin the medical field for 4 subjects in Dien Lien commune, Dien Chau district for the act of "Evading the application of medical isolation measures, forced medical isolation by competent state agencies", each subject 7,500,000 VND.

Specifically: 04 citizens including: Ph.X.Th (born 2000), VTL (born 1997), Tr.VQ (born 1999), Ph.V.Th (born 1989), all residing in Dien Lien commune, are citizens returning from working in Laos, with a Decision of Dien Lien Commune People's Committee on applying quarantine measures at the Commune Health Station. However, during the centralized quarantine period, the above subjects returned home to do some personal work.

As soon as the violation was discovered, the working group of the Covid-19 Prevention and Control Steering Committee of Dien Lien commune drew up a record and forced the above citizens to continue to be quarantined at the commune health station according to regulations.

According to the provisions of Point b, Clause 1, Article 11 of Decree 117/2020/ND-CP of the Government on administrative sanctions for violations in the health sector, the act of "Evading the application of medical isolation measures, forced medical isolation by competent state agencies" has a fine ranging from VND 5,000,000 to VND 10,000,000.

Specifically: “1. A fine of VND 5,000,000 to VND 10,000,000 shall be imposed for one of the following acts:

a) Not organizing medical isolation or enforcing medical isolation in cases where medical isolation is required according to the provisions of law, except for the case specified in Point a, Clause 2 of this Article;

b) Refusing or evading the application of medical isolation measures or forced medical isolation by competent state agencies, except for the cases specified in Point b, Clause 2 of this Article;

c) Failure to make a list and monitor the health of people in contact with people subject to medical isolation or forced medical isolation as prescribed by law."
