The five candidates from electoral district No. 4 are: Mr. Do Van Chien - Chairman of the Central Committee of the Vietnam Fatherland Front, Vice Chairman of the National Election Council; Ms. Ngo Thi Thu Huong - Deputy Head of the Preschool Education Department - Nghe An Provincial Department of Education and Training; Mr. Thai Thanh Quy - Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Nghe An Provincial Party Committee; Mr. Thai Van Thanh - Member of the Provincial Party Committee, Director of the Nghe An Provincial Department of Education and Training; and Ms. Vo Thi Thuy Vinh - Nghe An Center for Scientific and Technological Information and Informatics.
Constituency No. 2 has 5 candidates for the 18th term of the Provincial People's Council, including: Mr. Tran Van Duan (Venerable Thich Tho Lac), Head of the Central Culture Committee of the Vietnam Buddhist Association, Deputy Head of the Standing Committee of the Vietnam Buddhist Association of Nghe An province; Mr. Nguyen Thanh Dan - Specialist in the Ethnic and Religious Affairs Department, Provincial Party Committee's Mass Mobilization Department; Mr. Phan Duc Dong - Member of the Provincial Party Committee Standing Committee, Secretary of the Vinh City Party Committee; Ms. Nguyen Thi Huong Giang - Secretary of the Youth Union of Block 9, Le Loi Ward; Ms. Tran Thi Khanh Linh - Member of the Ward Party Committee, Secretary of the Ho Chi Minh Communist Youth Union of Le Loi Ward (Vinh City).

According to the Provincial Election Committee's overall assessment, the election implementation in the province has met all requirements and there have been no errors or shortcomings so far. Particularly in light of the complex developments of the Covid-19 pandemic, the Provincial Election Committee has promptly directed and guided the implementation of election preparations in a flexible and creative manner. The Standing Committee of the Vietnam Fatherland Front Committee of Nghe An province has also issued a document adjusting the schedule for voter outreach and election campaigning for candidates running for the 15th National Assembly and the 18th Provincial People's Council, term 2021-2026.

Based on the province's socio-economic development goals and the public investment objectives and orientations for the 2021-2025 period, the projected total medium-term public investment plan from the provincial budget for the 2021-2025 period in Nghe An province is 39,154.4 billion VND, of which 11,278.6 billion VND comes from the central government budget and 27,875.8 billion VND comes from the local budget.

The two citizens fined are Hoa Thi Hoai, born in 1996, and Moong Thi Nhien, born in 1995, both residing in Binh Son 1 village, Ta Ca commune.
