BRINGING THE LAW TO THE HANDS OF WORKERS
Lack of full awareness of the purpose, meaning, benefits and legal policies on social insurance is a common reason leading to the current situation where many workers and laborers are confused when resolving issues related to their rights. To overcome this, the social insurance agency and the trade union have developed a coordinated program to propagate legal policies on social insurance.Social insurance, health insurance, unemployment insuranceto workers, especially workers in private enterprises. This coordination is not only at the provincial level but also widely and strongly implemented down to district and sector units.

TowardsWorkers' Month 2021In early April, the Tan Ky District Labor Federation in collaboration with the district Social Insurance organized a dialogue conference to disseminate social insurance, health insurance, and unemployment insurance policies to 300 workers and laborers in the area. At the conference, many questions related to the policies were directly answered and resolved by representatives of the two sectors.
Attending the conference, Ms. Hoang Thi Van (worker) asked about the conditions for enjoying maternity benefits. After receiving specific advice and enthusiastic support from the organizers, Ms. Van confided: "Now I have fully understood the conditions for enjoying maternity benefits. With the characteristics of enterprises with many female employees, this is a content that many women are interested in, but up to now we have not had the conditions to fully grasp the policy". According to Ms. Van, some workers have tried to look up information on the internet before but were not very confident because they did not know if the content was updated and complete.

Not only wondering about her own problems, at the conference, Ms. Le Thi Ngoc Mai (teacher) had questions related to the issue of voluntary social insurance payment for her relatives. This is also the content that received the attention of many union members and workers. Attending the conference, Mr. Tran Van Thang (worker) also raised questions related to the issue of closing social insurance books, merging social insurance books and carefully recorded the necessary procedures to guide colleagues. In addition to dialogue and consultation, workers were also updated on new points about social insurance, health insurance, and unemployment insurance policies.
Previously, in the program of coordination between the two units, the Labor Federation and Social Insurance of Do Luong district conducted training on implementation.VssID application- Digital social insurance for local workers. With the VssID application, workers can track their payment process, enjoy social insurance regimes, and medical examination and treatment books on their mobile phones, and will gradually replace the current paper health insurance cards and social insurance books.
As one of the highly appreciated units in the work of propagating and disseminating laws and social insurance policies to workers, Dien Chau District Labor Federation often chooses one of two forms: centralized propaganda or going to enterprises to bring knowledge to workers.

Sharing about the effectiveness of these two forms, Chairman of the District Labor Federation Pham Duc Cuong said: “The biggest difficulty when organizing these programs is finding a way to arrange time. Due to the nature of working in shifts, high requirements on production progress, each time we organize a program, we have to negotiate for a long time with business owners to create conditions for workers to participate. Dialogue conferences on social insurance, health insurance, unemployment insurance policies are not only an opportunity for workers to receive direct advice, but also an opportunity for them to update information on legal policies on social insurance, health insurance, unemployment insurance, employment law, ... gain more knowledge about regimes such as working days, overtime, extra hours, work stoppage, working hours, rest hours, maternity regime...”.
ENHANCED COOPERATION
Sharing about the interdisciplinary coordination program, Mr. Nguyen Chi Cong - Vice ChairmanProvincial Federation of Laborhighly appreciated the responsibility and timeliness of the Social Insurance agency in resolving the regime for employees. At the same time, it is believed that the two units need to further promote the effectiveness of the form of dialogue propaganda at enterprises. Contribute to raising awareness and understanding of employees about social insurance, health insurance, unemployment insurance policies, increasing the rate of participation in compulsory social insurance and reducing the situation of receiving social insurance one time.
From the program of coordination between the Labor Federation and Social Insurance at the provincial level, from 2017 to 2020, 19 conferences were held to disseminate and discuss the Law on Social Insurance for employees at the units. These dissemination sessions were often held at enterprises with 1,000 employees or more, each dialogue session attracted about 200 employees to participate.

At the district level, every year, agencies have coordinated to organize dozens of conferences to disseminate new points of the Labor Code and the Social Insurance Law for social insurance officers at schools, wards, communes, and towns, and dialogue conferences with workers at industrial parks and enterprises in districts, cities, and towns.
Specifically, in 2018, the Provincial Federation of Labor organized mobile legal dissemination on the 2012 Labor Code and the 2014 Social Insurance Law for 1,180 workers at 8 units and enterprises; In 2019, the Trade Unions at all levels organized mobile legal consultation and dissemination on the 2012 Labor Code and the 2014 Social Insurance Law for 1,750 workers of 25 enterprises at 14 units.
In 2020, due to the impact of the Covid-19 pandemic, the forms of propaganda and legal advice at businesses, boarding houses, etc. were limited. This is also the time for online propaganda and consultation via media and telephone to promote their strengths.

Since the Covid-19 outbreak, the legal advice hotline of the Provincial Federation of Labor has received more phone calls from workers. In the "Legal Advice" section on the electronic information portal, Nghe An Newspaper, and the union television page, many questions have been received regarding social insurance, unemployment insurance, and other policies and regimes for workers.
Similarly, the legal advice hotline of the Yen Thanh District Labor Federation has also become "hotter" during the outbreak. "Some businesses in the area have had to cut staff due to the impact of the Covid-19 epidemic, so many workers need advice on policies related to their rights as well as content related to voluntary social insurance contributions and unemployment insurance benefits..." - Mr. Nguyen Manh Tuan - Vice Chairman of the Yen Thanh District Labor Federation said.
The coordination between the two sectors not only enhances the role of trade unions but also creates trust among workers, thereby developing and expanding the number of participants in social insurance and health insurance.
The close coordination between the two sectors helps us solve many important issues, especially in ensuring the rights of employees and minimizing the outstanding social insurance and health insurance debts in enterprises. In the coming time, the provincial Social Insurance will continue to proactively coordinate with the provincial Labor Federation in implementing the goals for the period 2021-2025. At the same time, this coordination program will be widely deployed to district and sector units to achieve the best results.
