The Standing Committee of the Provincial Party Committee issued regulations on a number of policies for cadres and party members.

I- Cadres and civil servants when coming to practicedrivei retire

1. Determine retirement date, announcement date and retirement decision

Comply with current regulations on procedures andretirement agefor officials and civil servants.

1.1. Time of retirement announcement:

Six months before the retirement date of a cadre or civil servant (the 1st day of the month following the month the civil servant reaches retirement age according to regulations), the agency or unit managing the cadre or civil servant shall issue a written notice of the retirement date to the cadre or civil servant, and at the same time notify the agency employing the cadre or civil servant and prepare a replacement.

1.2. Time to decide to retire

Three months before the date of retirement of the cadre or civil servant, the competent authorities shall issue a retirement decision for the cadre or civil servant. The retirement decision must clearly state the date of retirement and the social insurance benefits.

2. Authority to issue notices and decide on retirement of cadres and civil servants

2.1. Authority to issue retirement notice

-Standing Provincial Party CommitteeAnnouncement of retirement for a number of positions of cadres under the direct management of the Provincial Party Committee Standing Committee as prescribed in Article 9, Article 10, Chapter IV of Regulation No. 3703-QD/TU, dated July 9, 2020 of the Provincial Party Committee Standing Committee on decentralization of cadre management and appointment, introduction of candidates (except for positions under vertical sectors managed and appointed by ministries and central branches) including: Member of the Provincial Party Committee Standing Committee, member of the Provincial Party Executive Committee; Vice Chairman of the Provincial People's Council, Vice Chairman of the Provincial People's Committee; Heads and Deputy Heads of Party Building Committees and Chief and Deputy Chiefs of the Provincial Party Committee Office; Chief and Deputy Chiefs of the Provincial People's Council Office; Heads and Deputy Heads of the Provincial People's Council's specialized committees; Chief and Deputy Chiefs of the Provincial People's Committee Office, Directors and Deputy Directors of Departments and agencies at the same level as Departments; Chairman and Vice Chairman of the Provincial Fatherland Front Committee and heads and deputy heads of provincial-level socio-political organizations; Principal, Vice Principal of the Provincial Political School; Editor-in-Chief, Deputy Editor-in-Chief of Nghe An Newspaper; Director, Deputy Director of the Provincial Radio and Television Station; Chairman, Vice Chairman of the Cooperative Union; Chairman, Vice Chairman of the Literature and Arts Association, Red Cross Society; member of the Provincial Party Committee's Inspection Committee; Secretary, Deputy Secretary of the District, City, Town Party Committees and Party Committees of the provincial blocs; Chairman of the People's Council and People's Committee of districts, cities, towns; Principals, Vice Principals of public universities and colleges under the province, heads and deputy heads of public service units under the province: Pu Mat National Park, Provincial Investment, Trade and Tourism Promotion Center; Provincial Project Management Board for Investment and Construction of Civil and Industrial Works; Nghe An Publishing House...

- In addition to the above-mentioned positions, the issuance of retirement notices for cadres and civil servants shall comply with current regulations on decentralization of cadre management.

2.2. Authority to decide on retirement

2.2.1. For cadres under the management of the Politburo and the Secretariat

Implementation procedures follow the content of Instruction No. 19-HD/BTCTW, dated July 31, 2008 of the Central Organizing Committee.

2.2.2. For officials and civil servants in the State sector

- The Chairman of the Provincial People's Committee decides on retirement for the following positions: according to the announcement of the Standing Committee of the Provincial Party Committee and other positions appointed by the Chairman of the Provincial People's Committee.

- Department directors and equivalents decide on retirement for positions: From department head level and equivalent and below.

- The Chairman of the People's Committee of the district, city, town decides on retirement for the following positions: From Vice Chairman of the People's Council, People's Committee of the district, city, town and below.

2.2.3. For cadres and civil servants of Party agencies, the Fatherland Front and socio-political organizations

- The Standing Committee of the Provincial Party Committee issues retirement decisions for the following positions: Heads and deputy heads of Party building committees and Chief and Deputy Chiefs of the Provincial Party Committee Office; members of the Provincial Party Committee's Inspection Committee, Chairman and Vice Chairman of the Provincial Fatherland Front Committee; heads and deputy heads of provincial-level socio-political organizations; Principal and Vice Principal of the Provincial Political School; Editor-in-Chief and Deputy Editor-in-Chief of Nghe An Newspaper; secretaries and deputy secretaries of district and municipal Party Committees and Party Committees directly under the Provincial Party Committee within the Party and mass organization system.

- Heads of Party building committees and Chief of the Provincial Party Committee Office; Chairman of the Provincial Fatherland Front Committee, heads of provincial-level socio-political organizations and equivalent issue retirement decisions for positions: from department head level and equivalent and below.

- The Standing Committee of the district, city, town Party Committee and its subordinate Party Committees shall decide on retirement for the following positions: Standing Committee members, heads and deputy heads of Party building committees; heads and deputy heads of Party Committee offices and equivalent; Chairmen of the Fatherland Front Committee and heads of political and social organizations at district level and below.

3. Organize meetings and give souvenirs before retirement

- The Standing Committee of the Provincial Party Committee organized a meeting and presented souvenirs to the following positions: Member of the Standing Committee of the Provincial Party Committee, Member of the Provincial Party Executive Committee; Vice Chairman of the Provincial People's Council, Vice Chairman of the Provincial People's Committee; Chief and Deputy Chief of the Provincial Party Committee Office; Head and Deputy Head of the Provincial Party Committee's Party Building Committee; Chairman and Vice Chairman of the Provincial Fatherland Front Committee; Head and Deputy Head of provincial-level socio-political organizations; Principal and Vice Principal of the Provincial Political School; Editor-in-Chief and Deputy Editor-in-Chief of Nghe An Newspaper; Secretary and Deputy Secretary of district, city, town Party Committees and Party Committees directly under the Provincial Party Committee within the Party and mass organization system (prepared by the Provincial Party Committee's Organization Board and the Provincial Party Committee Office).

- The Chairman of the Provincial People's Committee organized a meeting and presented souvenirs to officials holding the following positions (not members of the Provincial Party Executive Committee): members of the Provincial People's Committee, directors and deputy directors of departments and agencies at the same level as departments; Chairman of the Literature and Arts Association, Red Cross Society; Chief and Deputy Chief of the Provincial People's Committee Office; full-time Chairmen of the People's Council and Chairmen of the People's Committees of districts, cities and towns (prepared by the Department of Home Affairs and the Provincial People's Committee Office).

- The Standing Representative of the Provincial People's Council organized a meeting and presented souvenirs to the following positions: Heads and Deputy Heads of specialized departments of the Provincial People's Council; Chief and Deputy Chief of the Provincial People's Council Office (prepared by the Provincial People's Council Office).

- Other subjects: The Party Committee, leaders of agencies and units where cadres and civil servants work organize meetings and give souvenirs before retirement.

4. Organization of retirement decision awarding

When there is a decision to retire: Representatives of the Party Committee, professional level, and trade union of the agency where the cadre or civil servant works will organize a meeting and directly present the retirement decision.

5. Souvenir level when officials retire

- Secretary, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Chairman of the Provincial People's Committee: 8 million VND.

- Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council, Vice Chairman of the Provincial People's Committee, Chairman of the Provincial Fatherland Front Committee: 6 million VND.

- Members of the Provincial Party Executive Committee; Members of the Provincial People's Committee; Chief and Deputy Chief of the Provincial Party Committee Office; Heads and Deputy Heads of the Provincial Party Committee's Party Building Committees; Chief and Deputy Chiefs of the Provincial People's Council Office and the Provincial People's Committee; Heads and Deputy Heads of the Provincial People's Council's Committees; Directors and Deputy Directors of Departments and Department-level Agencies; Heads and Deputy Heads of Provincial Armed Forces; Vice Chairman of the Provincial Fatherland Front Committee; Heads and Deputy Heads of Provincial Socio-political Organizations; Principal and Deputy Principal of the Provincial Political School; Editor-in-Chief and Deputy Editor-in-Chief of Nghe An Newspaper; Secretary and Deputy Secretary of District, City, Town Party Committees and Party Committees directly under the Provincial Party Committee; Chairmen of District, City, Town People's Councils and People's Committees: 5 million VND.

- Member of the Provincial Party Committee's Inspection Committee; Standing member of the Provincial Fatherland Front Committee and standing members of provincial-level socio-political organizations; Chairman and Vice Chairman of the Vietnam Literature and Arts Association, Red Cross Association; People's teachers, People's doctors, People's artists, heroes of the armed forces, heroes of labor; principals and vice principals of universities and colleges in the province; heads and deputy heads of public service units in the province: Pu Mat National Park, Provincial Investment, Trade and Tourism Promotion Center, Provincial Project Management Board for Investment and Construction of Civil and Industrial Works, Nghe An Publishing House: 4 million VND.

- Other subjects, as prescribed by the agency or unit. But must not exceed this prescribed level for the direct superior position.

- For members of the Provincial Party Executive Committee, when they retire or transfer to work outside the Party Committee, they will be given a souvenir with the inscription "Nghe An Provincial Party Committee presents to comrade... Member of the Nghe An Provincial Party Executive Committee (Member of the Standing Committee of Nghe An Provincial Party Committee) term..., term..." (prepared by the Provincial Party Committee's Organization Committee); the value of the souvenir will be considered and decided by the Standing Committee of the Provincial Party Committee.

6. Cases where civil servants quit their jobs

When officials and civil servants leave their jobs, they will enjoy benefits according to current regulations.

II- Lunar New Year gift regime, vacation and sightseeing; visiting and subsidizing sick officials

1. Subjects and gift-giving regime on Lunar New Year, annual sightseeing and vacation

Cadres holding the following positions (including those from central agencies and those holding equivalent positions in other provinces) who retire, have transferred their household registration and party activities to reside in Nghe An (except in cases of disciplinary action from dismissal or higher) are entitled to the following regime:

1.1. Giving gifts on Lunar New Year

- Secretary, Deputy Secretary of the Provincial Party Committee, Member of the Provincial Party Standing Committee; Chairman of the Provincial People's Council, Chairman of the Provincial People's Committee (including those who do not reside in Nghe An): 2,500,000 VND and gifts in kind worth 500,000 VND. In case of death but still having a wife or husband: 1,500,000 VND and gifts in kind worth 500,000 VND. In addition, these comrades who are retired and reside and participate in Party activities in Nghe An will be given gifts to celebrate their 70th, 80th, 90th birthdays,...: 2,000,000 VND and a birthday card.

- Vice Chairman of the Provincial People's Council, Vice Chairman of the Provincial People's Committee; Head and Deputy Head of the National Assembly Delegation, Chairman of the Provincial Fatherland Front Committee, Member of the Provincial Party Executive Committee, Member of the Provincial People's Committee, veteran revolutionary cadres: 2,000,000 VND.

- Pre-uprising cadres and comrades holding the following positions (not members of the Provincial Party Executive Committee): Chief, Deputy Chief of the Provincial Party Committee Office, deputy heads of the Provincial Party Committee's Party building committees; heads and deputy heads of the Provincial People's Council's committees; Chief, Deputy Chief of the Office of the National Assembly Delegation, the Provincial People's Council, the Provincial People's Committee; Directors, Deputy Directors of departments and agencies equivalent to departments, provincial armed forces; Vice Chairman of the Provincial Fatherland Front Committee, heads and deputy heads of provincial-level socio-political organizations and equivalent; Principal, Deputy Principal of the Provincial Political School; Editor-in-Chief, Deputy Editor-in-Chief of Nghe An Newspaper; Secretary, Deputy Secretary of the District, City, Town Party Committees and Party Committees directly under the Provincial Party Committee; Chairman of the People's Council and People's Committee of districts, cities, towns; Chairman, Vice Chairman of the Literature and Arts Association; Principals, Vice Principals of universities and colleges in the province; Heads and deputy heads of public service units in the province: Pu Mat National Park, Provincial Investment, Trade and Tourism Promotion Center, Provincial Project Management Board for Investment and Construction of Civil and Industrial Works...: 1,500,000 VND.

- In addition, the above subjects when visited by a delegation from the province will be given gifts in kind worth 500,000 VND.

- Every year, depending on specific conditions, the Provincial Party Committee Office presides over and advises the Provincial Party Committee Standing Committee to organize meetings with former Secretaries, Deputy Secretaries, and members of the Standing Committee of the Nghe An Provincial Party Committee; Chairmen and Vice Chairmen of the People's Council and People's Committee of Nghe An Province; and Heads of the National Assembly Delegation of Nghe An Province who have retired in the province on the occasion of the Lunar New Year.

- On the occasion of the anniversary of the Party's founding and the Soviet movement - Nghe Tinh 1930-1931, based on the specific situation, the Provincial Party Committee's Organizing Committee advised to give gifts to veteran revolutionary cadres, pre-uprising cadres, and Party members who were awarded the badge of 70 years of Party membership or more.

- Depending on specific conditions, the Provincial Party Standing Committee organizes gift giving to a number of subjects: People with meritorious services to the country, Vietnamese Heroic Mothers, patriotic intellectuals, lonely elderly people, poor households, policy families... maximum gift money of 1,000,000 VND/person (household) and gifts in kind worth 500,000 VND.

1.2. Domestic tourism

- Depending on specific conditions, the Provincial Party Committee organizes a number of delegations to visit domestic provinces for the following subjects: Secretary, Deputy Secretary of the Provincial Party Committee, member of the Standing Committee of the Provincial Party Committee, member of the Provincial Party Executive Committee; Chairman, Vice Chairman of the Provincial People's Council, Chairman, Vice Chairman of the Provincial People's Committee; Chairman of the Provincial Fatherland Front Committee; Head, Deputy Head of the full-time National Assembly Delegation; member of the Provincial People's Committee. After retirement, cadres are invited to visit once, for no more than 15 days, with a gift of 1,000,000 VND/person. The Provincial Party Committee's Organizing Committee develops a plan to submit to the Standing Committee of the Provincial Party Committee and organizes its implementation.

- The subjects who are allowed to stay at the Central resort are implemented according to the regulations of the Central Organizing Committee. Officials who are invited to go on vacation will receive a gift of 1,000,000 VND/person.

1.3. Annual summer vacation

- Secretary, Deputy Secretary of the Provincial Party Committee, member of the Standing Committee of the Provincial Party Committee, member of the Provincial Party Executive Committee; Chairman, Vice Chairman of the Provincial People's Council, Chairman, Vice Chairman of the Provincial People's Committee; Chairman of the Provincial Fatherland Front Committee; Head, Deputy Head of the full-time National Assembly Delegation; Member of the Provincial People's Committee and equivalent: Every summer, the Provincial Party Committee invites them to vacation in Cua Lo town for 5 days.

- Comrades holding the following positions (not members of the Provincial Party Executive Committee): Deputy Chief of the Provincial Party Committee Office, Deputy Chief of the Provincial Party Committee's Party Building Committee; Head and Deputy Head of the Provincial People's Council Committees; Chief and Deputy Chief of the Office of the National Assembly Delegation, the Provincial People's Council, the Provincial People's Committee; Directors and Deputy Directors of Departments and Department-level agencies, provincial armed forces; Vice Chairman of the Provincial Fatherland Front Committee, Heads and Deputy Heads of provincial-level socio-political organizations and equivalent; Principal and Deputy Principal of the Provincial Political School; Editor-in-Chief and Deputy Editor-in-Chief of Nghe An Newspaper; Secretary and Deputy Secretary of District, City, Town Party Committees and affiliated Party Committees; Chairman of the People's Council and People's Committee of District, City, Town; Chairman and Vice Chairman of the Vietnam Literature and Arts Association; Principals and Vice Principals of universities and colleges in the province; Heads and deputy heads of public service units in the province: Pu Mat National Park, Provincial Investment, Trade and Tourism Promotion Center, Provincial Project Management Board for civil and industrial construction investment. Every summer, the Provincial Party Committee invites them to spend 4 days in Cua Lo town.

Officials invited to go on vacation in Cua Lo town will receive a gift of 1,000,000 VND/person. Any comrade invited to go on vacation in Cua Lo town due to poor health or a legitimate reason for not being able to go will be paid for meals and gifts according to the standards during the vacation.

The cost of serving the annual summer vacation for cadres in Cua Lo town depends on the specific situation and will be assigned to the Provincial Party Committee's Organizing Committee to consult and submit to the Provincial Party Committee's Standing Committee for decision.

2. Subjects and visiting regime when sick (in office and retired)

2.1. The Standing Committee of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee shall visit or authorize the Provincial Party Committee's Organizing Committee to visit the following subjects (including retirees living outside the province - if possible) who are seriously ill and being treated in hospital or at home, up to 02 times/person/year:

- Member of the Party Central Committee, alternate member of the Party Central Committee, Secretary, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Chairman of the Provincial People's Committee. Visiting allowance of 3,000,000 VND.

- Member of the Provincial Party Standing Committee; member of the Provincial Party Executive Committee, Head of the National Assembly Delegation, Vice Chairman of the Provincial People's Council, Vice Chairman of the Provincial People's Committee; Chairman of the Provincial Fatherland Front Committee. Visiting allowance of 2,000,000 VND.

- Deputy of the National Assembly Delegation in full-time; Member of the Provincial People's Committee; Deputy Chief of the Provincial Party Committee Office, Deputy Head of the Provincial Party Committee's Party Building Committee; Head and Deputy Head of the Provincial People's Council's Committees; Chief and Deputy Chief of the Office of the National Assembly Delegation, Provincial People's Council, Provincial People's Committee; Directors and Deputy Directors of Departments and Department-level Agencies; Heads and Deputy Heads of Provincial Armed Forces; Vice Chairman of the Provincial Fatherland Front Committee; Heads and Deputy Heads of Provincial Socio-political Organizations; Principal and Deputy Principal of the Provincial Political School; Editor-in-Chief and Deputy Editor-in-Chief of Nghe An Newspaper; Secretaries and Deputy Secretaries of District, City, Town Party Committees and affiliated Party Committees; Chairmen of People's Councils and People's Committees of Districts, City, Town; Chairman and Vice Chairman of the Vietnam Literature and Arts Association; Principals and Vice Principals of Universities and Colleges in the province; Heads and deputy heads of public service units in the province: Pu Mat National Park, Provincial Investment, Trade and Tourism Promotion Center, Provincial Project Management Board for Investment and Construction of Civil and Industrial Works... Visiting allowance of 1,500,000 VND.

2.2. The Provincial Party Standing Committee authorizes the Standing Committees of district, city and town Party Committees, and leaders of agencies and units to visit

- Revolutionary cadres before August 1945; People's Teachers, People's Doctors, People's Artists; Vietnamese Heroic Mothers, Armed Forces Heroes, Labor Heroes. Visiting allowance of 1,000,000 VND.

- The subjects include the remaining positions as prescribed in Article 9, Article 10, Chapter IV of Regulation No. 3703-QD/TU, dated July 9, 2020 of the Provincial Party Standing Committee on decentralization of cadre management and appointment, introduction of cadres for election; Party members with a badge of 70 years of Party age or more residing in districts, cities and towns. The minimum visiting allowance is 1,000,000 VND (as prescribed by the unit or locality but must not exceed the level prescribed in this Regulation compared to the direct superior position).

2.3. Notification

When the above subjects are sick, the family, agency and locality managing the above subjects must notify the organizing committee of the same-level and higher-level Party Committees to organize visits.

3. Policy on subsidy for difficulties in treating serious illnesses (according to regulations on the list of serious illnesses eligible for subsidy)

The subjects mentioned in Clause 2.1, Point 2, Section II of this Regulation, when suffering from a serious illness requiring surgery, intervention, use of special medicine as prescribed by the Professional Council, and proper treatment, in addition to the costs paid under the health insurance regime, if in difficult circumstances, they will be considered for support of a portion of the remaining costs, but one person will only be supported a maximum of 02 times.

3.1. Subjects and levels of support

- The beneficiaries are members of the Party Central Committee, alternate members of the Party Central Committee, Secretary, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Chairman of the Provincial People's Committee, and members of the Provincial Party Standing Committee. The support level does not exceed VND 30,000,000/time (thirty million VND).

- The remaining subjects are subject to the visit of the Provincial Party Standing Committee or authorized by the Provincial Party Organizing Committee to visit. The support level does not exceed VND 20,000,000/time (twenty million VND).

- Subjects that are visited by the standing committees of districts, cities, management agencies and authorized agencies, are determined by the standing committees of districts, cities or leaders of agencies and units based on the actual situation of the locality or unit.

3.2. Documents and procedures for considering support for critical illness

- Application from the patient (or the patient's family), certified by the head of the agency or unit (for incumbent officials), or by the Party Committee of the commune, ward or town where the person resides (for retired officials).

- Original or photocopy of invoices and documents from the hospital where the treatment was performed, certified by the head of the workplace (for incumbent officials) or the Party Committee of the commune, ward or town where the person resides (for retired officials).

- The dossier is sent to the Provincial Party Committee's Organizing Committee for appraisal and submission to the Provincial Party Committee's Standing Committee for consideration and support on a case-by-case basis. The funding source from the Party budget is managed annually by the Provincial Party Committee's Organizing Committee.

III- Organizing funerals when officials pass away (in office and retired)

When a cadre passes away, the cadre management agency coordinates with the local authorities, Party committees of the place of birth, residence and family to organize the funeral according to State regulations. The organization of funerals when a cadre passes away, on the basis of Regulation No. 184-QD/TW, dated April 10, 2013 of the Central Party Secretariat and Regulation No. 09-QD/VPTW, dated September 22, 2017 of the Central Party Office, the Standing Committee of the Provincial Party Committee specifically stipulates as follows:

1. First subject

- Member of the Party Central Executive Committee, alternate member of the Party Central Executive Committee, Secretary, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Chairman of the Provincial People's Committee.

- Retired Deputy Ministers and equivalent (including those in the armed forces) residing in Nghe An (have transferred their household registration and party activities to their place of residence in Nghe An).

Funeral organization:

- The delegation of the Provincial Party Committee, People's Council, People's Committee, and Provincial Fatherland Front Committee, led by a Standing Member of the Provincial Party Committee, has a wreath and 3,000,000 VND in condolence money.

- There were delegations from localities, agencies, units where the deceased comrade worked and the Party committees, authorities, and local Fatherland Front committees of his birthplace and residence.

2. Second object

- Retired Department Head and equivalent, residing in Nghe An (have transferred household registration and party activities to residence in Nghe An).

- Member of the Provincial Party Standing Committee; Head of the National Assembly Delegation; Vice Chairman of the Provincial People's Council, Vice Chairman of the Provincial People's Committee; Chairman of the Provincial Fatherland Front Committee.

- General officers of the armed forces.

Funeral organization:

- The delegation of the Provincial Party Committee, People's Council, People's Committee, and Provincial Fatherland Front Committee, led by a Standing Member of the Provincial Party Committee or a member of the Standing Committee of the Provincial Party Committee (one level above or equivalent), has a wreath and a condolence payment of VND 2,500,000.

- There were delegations from localities, agencies, units where the deceased comrade worked and the Party committees, authorities, and local Fatherland Front committees of his birthplace and residence.

3. Third party

- Retired Deputy Director and equivalent, residing in Nghe An (has transferred household registration and party activities to residence in Nghe An).

- Member of the Provincial Party Executive Committee; Deputy Head of the National Assembly Delegation; member of the Provincial People's Committee; Deputy Chief of the Provincial Party Committee Office, Deputy Head of the Provincial Party Committee's Party Building Committee; Head and Deputy Head of the Provincial People's Council; Chief and Deputy Chief of the Office of the National Assembly Delegation, the Provincial People's Council, the Provincial People's Committee; Directors and Deputy Directors of Departments and Department-level agencies; Heads and Deputy Heads of Provincial Armed Forces; Vice Chairman of the Provincial Fatherland Front Committee; Heads and Deputy Heads of Provincial Socio-political Organizations; Principal and Deputy Principal of the Provincial Political School; Editor-in-Chief and Deputy Editor-in-Chief of Nghe An Newspaper; Secretaries and Deputy Secretaries of District, City, Town Party Committees and affiliated Party Committees; Chairmen of People's Councils and Chairmen of District, City, Town People's Committees; Chairman and Vice Chairman of the Vietnam Literature and Arts Association; Principals and Vice Principals of Universities and Colleges in the province; Heads and deputy heads of public service units in the province: Pu Mat National Park, Provincial Investment, Trade and Tourism Promotion Center, Provincial Project Management Board for Investment and Construction of Civil and Industrial Works...; veteran revolutionary cadres, Heroic Vietnamese Mothers, Colonels of the Armed Forces through two resistance wars, Heroes of the Armed Forces, Heroes of Labor; outstanding intellectuals; professors, People's Artists, People's Teachers, People's Physicians.

Funeral organization:

- There were delegations from localities, agencies, units where the deceased comrade worked and the Party committees, authorities, and local Fatherland Front committees of his birthplace and residence.

- The Provincial Party Standing Committee authorized the Provincial Party Organizing Committee to organize a funeral delegation, with wreaths or banners from the Provincial Party Committee, People's Council, People's Committee, Provincial Fatherland Front Committee and funeral money of VND 2,000,000 (VND 2,500,000 for members of the Provincial Party Executive Committee).

- In case a delegation cannot be sent to pay their respects, the Provincial Party Committee Standing Committee will authorize the Standing Committees of the district, city and town Party Committees to pay their respects, with wreaths or banners and a condolence payment of 2,000,000 VND.

4. Fourth subject

- Member of the Standing Committee of provincial-level mass organizations; Standing Member of the Provincial Fatherland Front Committee; Chairman and Vice Chairman of the Provincial Red Cross Society; Member of the Provincial Party Committee's Inspection Committee.

- Pre-uprising cadres; lieutenant colonels of the armed forces through two resistance wars; Meritorious Artists, Meritorious Teachers, Meritorious Doctors who do not hold the above positions (retired), party members awarded the 70-year Party membership badge or more.

Funeral organization:

- The Funeral Organizing Committee shall notify the sad news to the local Party Committee, authorities or the agency or unit where the deceased comrade worked and the Party Committee, authorities, and Fatherland Front Committee of the commune or ward where he or she was born and resided.

- The Provincial Party Standing Committee assigned the local Party committee, government or the agency or unit where the deceased comrade worked to organize a funeral procession. There will be a banner or wreath and a condolence payment of 1,500,000 VND.

5. Other objects

Party members who are awarded the 55-year Party membership badge or more (except for those who have been applied in Point 4, Section III) and pass away: The Organizing Committee of the district or city Party Committee, the Department of Labor - Invalids and Social Affairs of the district, city or town will send representatives to pay their respects, with a banner or wreath and a condolence payment of VND 1,000,000.

6. Announcing the sad news and organizing the funeral

- When there is sad news, the family and the agency managing the above subjects shall notify the superior Party Committee's organizing committee. Depending on the deceased subject, the Provincial Party Committee's Organizing Committee shall report to the Provincial Party Committee's Standing Committee for opinions on organizing a funeral delegation and coordinate with the Provincial Party Committee's Office to notify relevant departments and branches to visit or attend the funeral.

- The funeral is organized in accordance with Decree No. 105/ND-CP dated December 17, 2012 of the Government and Regulation 2841-QDi/TU dated April 22, 2019 of the Provincial Party Standing Committee.

IV- Some other regulations (incumbent and retired)

- Biological parents, parents-in-law, spouses, and children of officials holding the positions of members of the Party Central Committee, alternate members of the Party Central Committee, Secretary, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Chairman of the Provincial People's Committee, and Head of the National Assembly Delegation: The Standing Committee of the Provincial Party Committee visits or authorizes the Provincial Party Committee's Organizing Committee to visit 2,000,000 VND when sick and needing treatment in the hospital (no more than 2 times per year/person); with a banner or wreath and 2,000,000 VND in funeral expenses when they pass away.

- Biological parents, parents-in-law, spouses, children of members of the Standing Committee of the Provincial Party Committee, members of the Provincial Party Executive Committee; Deputy Head of the full-time National Assembly Delegation; member of the Provincial People's Committee; Deputy Chief of the Provincial Party Committee Office, Deputy Head of the Provincial Party Committee's Party Building Committee; Heads and Deputy Heads of the Provincial People's Council's committees; Chief and Deputy Chief of the Office of the National Assembly Delegation, the Provincial People's Council, the Provincial People's Committee; Directors and Deputy Directors of Departments and Department-level agencies; Heads and Deputy Heads of provincial-level armed forces; Vice Chairman of the Provincial Fatherland Front Committee; Heads and Deputy Heads of provincial-level socio-political organizations; Principal and Deputy Principal of the Provincial Political School; Editor-in-Chief and Deputy Editor-in-Chief of Nghe An Newspaper; Secretaries and Deputy Secretaries of district, city, town Party Committees and affiliated Party Committees; Chairmen of People's Councils and People's Committees of districts, cities, towns; Chairman and Vice Chairman of the Vietnam Literature and Arts Association; Principals and vice principals of universities and colleges in the province; heads and deputy heads of public service units in the province: Pu Mat National Park, Provincial Investment, Trade and Tourism Promotion Center, Provincial Project Management Board for Investment and Construction of Civil and Industrial Works...: The Standing Committee of the Provincial Party Committee visits or authorizes the Provincial Party Committee's Organizing Committee to visit 1,500,000 VND when sick and needing treatment in the hospital (no more than 2 times per year/person); with a banner or wreath and a condolence payment of 1,500,000 VND when deceased.

When a relative of a cadre in the above category becomes ill and must be treated in hospital or passes away, the agency managing the cadre's relative must notify the superior organization to visit and pay their respects.

- In each case, depending on specific conditions:

+ The Standing Committee of the Provincial Party Committee can visit and pay respect to some cadres under the management of the Provincial Party Committee, policy families in some districts, cities, towns (or under the management of the Central Government living and working in the province) when they are sick or have passed away. The visiting and paying respect regime is implemented according to the direction of the Standing Committee of the Provincial Party Committee.

+ The leaders of the Provincial Party Committee's Organizing Committee can visit and pay their respects to a number of subjects: Revolutionary cadres before the August 1945 General Uprising; leaders of districts, cities, and towns when they are sick or have passed away; members of the Standing Committee of the District, City, and Town Party Committee; Chairman and Vice Chairman of the People's Council and People's Committee of the District, City, and Town. Visiting allowance is 1,000,000 VND.

When there are fluctuations in prices, the Provincial Party Standing Committee authorizes the Provincial Party Standing Committee to decide on specific appropriate spending levels.

V- Finance

- Funding source:

+ For subjects belonging to the Party and mass organizations, the Provincial Party Committee's Organizing Committee and the Provincial Party Committee Office will make annual plans to arrange from the provincial budget.

+ For subjects belonging to the State sector, the Provincial People's Committee Office and the Department of Home Affairs will advise on annual planning.

- The source of funding for implementing the expenditure regime in this regulation is guaranteed by the state budget and implemented according to the current budget management decentralization.

VI- Implementation

- The Provincial Party Standing Committee assigns the Provincial People's Committee, departments, branches, the Fatherland Front Committee, provincial-level socio-political organizations, Party committees and affiliated units to organize implementation based on the Regulations.

- The Provincial Party Committee Office coordinates with the Provincial Party Committee's Organization Board to develop annual budget plans, monitor and coordinate with relevant departments and branches to implement this regulation.

- The Office of the Provincial People's Committee and the Department of Home Affairs develop a budget plan and advise the Chairman of the Provincial People's Committee according to regulations.

- For localities and units: Based on the actual situation, prescribe policies for subjects under their management according to their authority.

- This regulation takes effect from the date of signing (May 6, 2021); replaces Regulation No. 2318-Qdi/TU dated September 18, 2018 of the Provincial Party Standing Committee on "a number of policies and regimes of the Nghe An Provincial Party Committee".

During the implementation process, if there are any problems, agencies and units should report to the Provincial Party Committee's Organizing Committee for synthesis and reporting to the Provincial Party Committee's Standing Committee for consideration and decision.
