Yen Thanh speeds up progress of key projects

(Baonghean.vn) - Yen Thanh district is focusing on efforts to clear the land and speed up the construction of key projects, aiming to soon complete infrastructure to create favorable conditions to promote sustainable socio-economic development.

Prioritize investment in synchronous infrastructure

In order to develop urban areas in a sustainable rural direction, Yen Thanh town (Yen Thanh district) has now built a fairly synchronous inner-city traffic system. However, to expand the urban space, Yen Thanh district is investing in building a number of inner-city roads in the form of (BT), building urban areas and resettlement areas.

Mr. Nguyen Dinh Toan - Commander of Hung Son Investment and Trading Joint Stock Company (construction unit) said: Currently, the project is implementing the construction of 2 roads about 1 km long connecting from National Highway 7B to the infrastructure of Yen Thanh town, designed to be 23m wide, asphalted. The construction of these two roads has reached over 70% progress, however, the difficulty is that there are still more than 10 households that have not yet been cleared. At this time, the unit is actively constructing a resettlement area of ​​about 50 plots of land for resettled households.

To serve rescue work during flood season,Yen Thanh districtis actively urging the progress of the project: "Rescue and rescue road from the left bank of So River, Phu Thanh Commune, along Vach Bac Canal to Bau Chen River, Lien Thanh Commune" constructed by Tan Nam Construction Joint Stock Company. According to the Yen Thanh District Construction Project Management Board, this is a key project of Yen Thanh District with a total value of over 200 billion VND, with a length of 14 km connecting Lien Thanh Commune to Do Thanh Commune, with a road width of 6.5 meters. This project started construction in 2011. However, due to the poor capacity of some construction units, this package has been unfinished for many years. Faced with this situation, since 2020, the People's Committee of Yen Thanh District has terminated the contract with the above contractors and transferred it to Tan Nam Construction Joint Stock Company for construction.

The representative of Tan Nam Construction Joint Stock Company added: After receiving the project, the unit mobilized all resources, machinery and equipment, and human resources for construction. Up to this point, the unit has completed over 85% of the volume; Currently, the project is still stuck with land acquisition and clearance for the section passing through Yen Thanh town. The construction unit proposed that the People's Committee of Yen Thanh district promptly compensate for land acquisition and clearance to strive to complete this project by the end of 2021 as planned. After this route is put into use, it will not only effectively serve rescue and relief efforts during the rainy and flood season, but also contribute to promoting the socio-economic development of the communes in the North of Yen Thanh district.
In addition, some other projects are being accelerated during the rainy season, such as the "Project to upgrade and reinforce the flood drainage system and flood protection dykes in Yen Thanh district, phase I". This project belongs to the target program to respond to climate change, mainly focusing on dredging canals, constructing a number of bridges with a length of over 4.5 km, and has now completed over 95% of the volume. This year's rainy season will effectively drain floods for the communes of Van Thanh, Nhan Thanh, Tang Thanh, etc.

Mr. Phan Huy Hai - Director of Yen Thanh District Construction Project Management Board added: In recent years, basic construction investment in Yen Thanh district has been implemented quite well and synchronously, thanks to good planning, survey and design, project appraisal and strengthening construction management, especially the progress of key projects. The district has strengthened supervision, improved the quality of construction investment management associated with preventing loss and waste. The progress of public investment disbursement has always been the highest in the province, from the beginning of 2021 to now, Yen Thanh district has disbursed over 43%. Thanks to that, the construction works have all met the progress and quality, and have been effective after being put into use.

A typical example is the rural traffic route connecting Khanh - Nam - Ly - Minh communes from Co quarry, Nam Thanh commune to hamlet 8, Minh Thanh commune. This route is more than 4.5 km long, with a total investment of more than 19 billion VND, the road is designed to be 5m wide and poured with concrete. Since February 2021, this route has been put into effective use, creating favorable conditions for people in Nam Thanh and Minh Thanh communes to shorten the distance.
Some other projects have been effective such as the Bau Chen - Trung Long flood drainage project, the Chua Goc to Ru Gam traffic project in Xuan Thanh commune, the infrastructure road of the town's industrial cluster, the park associated with the Phan Dang Luu Monument...

Focus on removing obstacles in land acquisition and clearance

In 2021, the capital allocation plan for projects invested by the District People's Committee is 189.5 billion VND. However, Yen Thanh district is still facing many difficulties in site clearance work in a number of projects. Specifically, the rescue road project of Song So commune, Phu Thanh, along Vach Bac canal, the main road in the first phase of Yen Thanh town, is still stuck with site clearance for over 20 households, 2 BT roads in Yen Thanh town with about more than 10 households...
Mr. Phan Van Tuyen - Chairman of Yen Thanh District People's Committee said: In fact, site clearance work is always a difficult and complicated field, but Yen Thanh district has focused on explaining and mobilizing the people and promptly finding solutions to remove obstacles, speeding up the progress of each key project.

As for the "Project to build a number of inner-city roads to develop traffic infrastructure to develop traffic infrastructure under the form of a build-transfer (BT) contract". Yen Thanh District assigned the People's Committee of Yen Thanh Town and related sectors to review and classify each specific case to propose to the Compensation Council for Land Acquisition and Site Clearance a handling plan, ensuring compliance with legal regulations. Organize dialogues with households to propagate and clearly explain policies related to land acquisition and site clearance so that households know and comply with the policy...

Regarding the project "Some main roads in the first phase of Yen Thanh town, Yen Thanh district, Nghe An province", the district assigned the Compensation Council for Land Acquisition and Site Clearance to ensure the construction of the road surface and the drainage system along both sides. The Town People's Committee arranged counterpart funds to implement the compensation for this section, ensuring 50% of the total cost. Regarding the project of the Phan Dang Luu Monument and the Central Park in Yen Thanh town: Based on the design of the construction drawings, the Compensation Council for Land Acquisition and Site Clearance assigned the project to declare, count, plan and approve the compensation plan for 1,740 m2agricultural land north of the festival grounds and 11,735m2agricultural land south of the festival grounds (total recovered area 13,475 m2) completed in the third quarter of 2021.
