(Baonghean.vn) - Working with the Department of Construction of Nghe An, Chairman of the Provincial People's Committee Nguyen Duc Trung suggested that the Department needs to improve the quality of construction planning work in the direction of: Paying attention to urban planning with vision and modernity; promoting administrative reform with the spirit of strongly supporting people and businesses.

IMPROVED PLANNING APPRAISAL QUALITY
In the first quarter of 2021, the total GRDP of the construction industry reached more than 2,400 billion VND, with a growth rate of 7.94%. The total production value of the industry reached nearly 8,000 billion VND, up 7.16% over the same period. By the end of 2020, the urbanization rate reached 32%; tap water reached 32 million m3; the rate of urban residents using clean water by May 2021 was more than 70%...
In recent times, the Department of Construction has improved the quality of planning appraisal. Adjustment of project planning is only allowed when the adjustment plan is better, ensuring the standards and norms on construction planning. Up to now, the work of urban and rural construction planning has been basically covered, the coverage rate of general planning for existing urban construction and main urban areas has reached 100%.

In 2020 and the first 5 months of 2021, the Department appraised 673 investment project dossiers, appraised basic designs, and estimated construction drawing designs with a total investment of over 23,000 billion VND. The time for appraising investment projects was reduced by 20-30%, contributing to increasing the disbursement rate of public investment capital. Construction quality management was enhanced, increasing the efficiency of public investment.
The Department of Construction has also advised the Provincial People's Committee to issue 7 sets of construction unit prices, facilitating construction investment in the area and contributing to preventing loss and waste in investment. Organize the appraisal of documents and promptly resolve problems in compensation for site clearance, especially for key projects.
Advise the Provincial People's Committee to adjust and add 69 construction material mines to the Mineral Planning, serving the construction of technical infrastructure works in the area. Strictly control the real estate market, limit illegal transactions, contributing to social stability.

Identifying administrative reform as a key task, the Department of Construction has issued 7 documents on the administrative reform plan. Reorganizing and perfecting the organizational structure to ensure streamlining, effective and efficient operations. Applying level 3 online public services for 34/47 administrative procedures in the construction sector, fully publicizing administrative procedures at the department and on the electronic information page.
Speaking at the meeting, Vice Chairman of the Provincial People's Committee Le Ngoc Hoa agreed on the need to create favorable conditions for capital sources for localities to establish and manage planning. However, it is necessary to limit overlapping planning to reserve land for trees and public works. In his concluding remarks, Comrade Nguyen Duc Trung - Chairman of the Provincial People's Committee highly appreciated and acknowledged the results of the Construction sector in recent times, contributing positively to the socio-economic development results and the overall growth rate of the province.
In the spirit of looking directly at the limitations to propose solutions to overcome them for the development goals of the province, the Chairman of the Provincial People's Committee said that although the industry has made efforts and made positive changes in the past, there are still many shortcomings to meet the requirements of rapid and sustainable development.
For example, there are still many shortcomings in urban planning and construction; appraisal of district planning has not ensured progress; housing and urban area projects are slow to be implemented; construction order management still has many shortcomings... In particular, administrative reform and improvement of the business environment have not met requirements and have not made any breakthroughs.

The Chairman of the Provincial People's Committee said that 2021 is the first year of implementing the Resolution of the 19th Provincial Party Congress, the Resolution of the Party Congress of the Department of Construction for the 2020-2025 term. In the context of the complicated developments of the Covid-19 epidemic, the general spirit is to make greater efforts to make up for the difficulties encountered.
"The Department of Construction must have high determination, great efforts, breakthrough thinking, and the spirit of serving people and businesses to carry out its tasks, to improve the management efficiency of the industry, and to contribute more to the development of the province."
The key task in the coming time, the head of the Provincial People's Committee requested the Department of Construction to closely follow the content of the Resolution of the 19th Provincial Party Congress and develop specific plans to carry out tasks for each month, quarter and year.
In particular, the focus is on closely coordinating with the Planning and Investment sector, sectors and localities to develop the Provincial Planning for the period 2021-2030, with a vision to 2050, ensuring progress and quality, meeting development requirements in the coming time. In particular, strong attention is paid to spatial development planning, urban planning, regional planning, rural planning, etc.
Continue to research and advise on the completion of legal documents, directives and instructions in areas in accordance with legal regulations on planning and construction investment, promptly detect conflicts, problems and difficulties in the implementation process to advise on solutions.
Affirming that construction planning is an important task, a prerequisite for implementing development tasks and goals, the Chairman of the Provincial People's Committee requested the Department of Construction to focus on improving the quality of this work. Planning must be managed in accordance with the principles with a flexible and reasonable method, in the spirit of only adjusting the planning when it is more reasonable, more valuable, and contributes more to the development of the province.

In particular, we must pay attention to urban planning with vision, synchronization, and modernity so that Nghe An has modern urban areas, not allowing the subdivision and division of lots to affect the urban appearance. Strive to achieve an urbanization rate of 36% by 2025, but more importantly, ensure urban quality.
