Nghe An: State budget revenue in the first 6 months of 2021 is estimated at more than 9,500 billion VND
(Baonghean.vn) - State budget revenue in the area in the first 6 months of 2021 is estimated at 9,504 billion VND, reaching 67.7% of the estimate assigned by the Provincial People's Council for the whole year of 2021 of 14,032.3 billion VND and an increase of 30.4% over the same period in 2020.
On the morning of June 11, under the chairmanship of comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, the Provincial People's Committee held a thematic meeting in June 2021 to listen to and give opinions on important reports and drafts.

BUDGET REVENUE IN 6 MONTHS IS ESTIMATED AT MORE THAN 9,500 BILLION VND
At the meeting, the Department of Finance reported on the implementation of the State budget revenue and expenditure estimates for the first 6 months of the year, and tasks and solutions for the last 6 months of 2021.
Accordingly,State budget revenue in the area in the first 6 months of 2021 is estimated at 9,504 billion VND, reaching 67.7% of the estimate assigned by the Provincial People's Council for the whole year of 14,032.3 billion VND and increasing by 30.4% over the same period in 2020.
In which, domestic revenueEstimated revenue for the first 6 months reached VND 8,634 billion, reaching 67.6% of the estimate and increasing by 27.4% over the same period in 2020. Excluding land use fees and lottery revenue, domestic revenue reached VND 5,919 billion, reaching 60.7% of the estimate and increasing by 24.9% over the same period in 2020.

Estimated revenue from import-export activities in the first 6 months reached 850billionVND, equal to 69.6% of the estimate and increased by 71.1% over the same period in 2020. The total budget revenue of the district block in the first 5 months reached 83.1% compared to the estimate assigned by the Provincial People's Council, mainly due to the sharp increase in land use fees collected by the district block, reaching 110.4% of the estimate assigned by the Provincial People's Council.
According to the Department of Finance,The budget revenue for the first 6 months of 2021 is expected to reach and exceed the estimated progress assigned by the Provincial People's Council. The reason is that in the first 6 months of 2021, there were some unexpected revenue items from land revenue and registration fees. In addition, environmental protection tax and non-agricultural land use tax collection did not meet the estimated progress.
Despite drastic implementation of tax debt collection measures, tax debt remains high, with tax debt as of May 31, 2021: VND 853.4 billion, an increase of VND 29.8 billion compared to December 31, 2020, a decrease of VND 536.9 billion over the same period.

Regarding local budget expenditure, in the first 6 months of 2021, it is estimated that 12,439 billion VND was implemented, reaching 48.4% of the estimate assigned by the Provincial People's Council. Of which, development investment expenditure was 3,400 billion VND, reaching 52.3% of the estimate; Regular expenditure8,919 billion VND, reaching 47.5% of the estimate; budget reserve expenditure 120 billion VND, reaching 27.3% of the estimate; Payment of advance debt of the State budget 141.6 billion VND, reaching 55.6% of the estimate.
In the first 6 months of the year, the province also carried out a number of spending tasks to ensure social security, urgent spending tasks on giving Tet gifts, taking care of the lives of the poor and social protection beneficiaries; supporting the prevention and control of Covid-19; preventing diseases in livestock; spending on investment in natural disaster prevention projects, defense zone drills...
INCREASING BUDGET SAVINGS
The Department of Finance also reported a summary of the draft Report on the results of practicing thrift and combating waste in the first 6 months of the year and the direction and tasks for the last 6 months of 2021.
Accordingly, in the investment sector, 246.47 billion VND has been saved and cut. Of which, the work of appraising investment projects, technical economic reports, and designing construction drawings - estimates has been cut by 198.33 billion VND; Bidding work has been cut by 3.22 billion VND; Appraisal and approval of completed project settlement has been reduced by 37.12 billion VND.
Regarding thrift practice and anti-waste in the preparation, appraisal, approval of estimates, final settlement, management and use of state budget funds, 228.32 billion VND has been saved. Thrift practice and anti-waste in the management, exploitation and use of natural resources has recovered 3.77 billion VND and 192.05 hectares of land.

Practicing thrift and fighting waste in valuation, management and procurement of public assets achieved 2.9 billion VND; in the field of Tax, in the organization of apparatus, management, use of labor and working time in the state sector also achieved quite good results...
According to the leader of the Provincial Tax Department, the State budget revenue in the first 6 months of 2021 of Nghe An province is expected to reach the 13th position in the country. Regarding tax arrears as of May 31, it was 853 billion VND, down 150 billion compared to May; the ratio of total debt to total revenue is below 5%, so the tax arrears situation is not a cause for concern.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Le Ngoc Hoa said that revenue from land fees still accounts for a high proportion, with some localities collecting over 80% of total budget revenue from land fees. Revenue from dividends, profits, and sale of state shares in state-owned enterprises is low, so the policy is to divest state capital in these companies. The high increase in revenue from non-state service sectors is a good sign, compared to domestic revenue reaching nearly 50%.
ENHANCE BUSINESS SUPPORT TO BOOST INCREASE INCOME
After listening to opinions from the sectors and Vice Chairman of the Provincial People's Committee, Chairman of the Provincial People's Committee Nguyen Duc Trung assessed that, in the context of the complicated developments of the Covid-19 epidemic, the results of the estimated revenue and expenditure of the State budget in the first 6 months of 2021 of the province were very positive.
Of which, domestic revenue was high, if excluding land use fees and lottery revenue, domestic revenue was also high and increased by 24.9% over the same period in 2020. In addition, revenue from the non-state industrial, commercial and service sector reached VND 2,739 billion, reaching 63.8% of the estimate, up 46.4% over the same period. However, the proportion of revenue from land in many localities is still high.
Regarding state budget expenditure, the Chairman of the Provincial People's Committee assessed that it basically met the requirements. In particular, expenditure for Covid-19 prevention and control and social security was ensured; however, development investment expenditure from public investment capital sources did not achieve high results.

After pointing out the shortcomings and limitations, the Chairman of the Provincial People's Committee requested all levels and sectors to continue to step up the review of revenue sources, focusing on effective solutions to achieve and exceed the revenue target as assigned by the Provincial People's Council. However, it is not necessary to collect revenue at all costs but to ensure support for businesses in the difficult context caused by the Covid-19 pandemic.
In particular, it is necessary to focus on removing obstacles and difficulties for businesses, promoting administrative reform to support businesses to have the capacity and conditions to overcome difficulties, thereby contributing better to the State budget revenue. In addition, continuing to promote investment attraction, contributing to increasing budget revenue.
Regarding budget expenditure, the Chairman of the Provincial People's Committee requested to focus on strict and effective management of expenditures; strictly implement savings on unnecessary expenditures. In particular, it is necessary to focus on ensuring expenditure for Covid-19 prevention and control and social security expenditure to ensure stable conditions for people, especially those in difficulty, meritorious people and the poor.
Besides, focus on promoting disbursement of public investment capital and development investment expenditure, striving for the disbursement rate of public investment capital to reach 100% in 2021.
Regarding the practice of thrift and waste prevention, the Chairman of the Provincial People's Committee requested attention to the contents to implement thrift more effectively in the field of using budget capital and budget expenditure estimates to achieve thrift results in accordance with the set goals./.
