Which production and business establishments are allowed to operate under Directive 16?

According to Official Dispatch No. 2151/UBND-KT dated June 18, 2021 of Nghe An Provincial People's Committee, production, business establishments and construction works that are allowed to continue operating include:

1-Gasoline, oil, gas, flammable gas, fuel.

2-Electricity, water for production and daily life.

3-Services to support transportation, import and export of goods.

4-Banking services, treasury, securities.

5-Business establishments providing services directly related to banking activities and business support (notary, lawyer, vehicle inspection, secured transaction registration...)

6-Service business establishments (postal, telecommunications, television, computers, cameras, online conference equipment, office equipment)

7- Factories, production facilities, traffic and construction works.

8-Business establishments: Fertilizers, pesticides, vaccines, medicines for livestock, poultry and aquatic products.

9- Establishments producing and trading essential goods (such as rice; glutinous rice; sesame; peanuts; beans; wheat flour and wheat flour products; milk and dairy products; meat and meat products; eggs and egg products; seafood and seafood products; vegetables, tubers, fruits and products from vegetables, tubers, fruits; spices; sugar; cooking oil; bottled drinking water; some other food and foodstuff items serving daily essential consumption needs).

10- Production and business establishments: Medicines for disease prevention and treatment, medical equipment, medical examination and treatment services, masks, cleaning products, antibacterial products...

11-General supermarkets, mini supermarkets (except for on-site entertainment and food services); Commercial centers (including general supermarkets as above, offices for rent).

12-Folk marketh(including stalls: food, vegetables, fruits, dried goods, essential goods).

13-Convenience stores, grocery stores, agricultural and food products stores.

14-Educational institutions (conduct online teaching and learning according to the instructions of the Department of Education and Training)..

15-Goods and services for funerals.

16-Waste collection, transportation and treatment facilities.

17-Transportation services: Official vehicles, shuttle vehicles for workers, experts, quarantined people, vehicles transporting raw materials, fuel, production materials, goods, vehicles transporting materials for traffic and construction projects.

18-Materials for construction and transportation projects (cement, steel, bricks, stones...)

19-Other emergencies (Emergency, natural disasters, fires...)

The heads of the above-mentioned establishments are responsible for ensuring absolute safety and fully implementing anti-epidemic measures, including the following measures: a) Strictly wearing masks, fully arranging means and materials for epidemic prevention and control according to regulations and recommendations of health agencies; b) Requiring workers to make medical declarations, comply with measures to limit movement, contact and communication. c) Temporarily suspend non-urgent activities, reduce the concentration of workers; d) Organize and strictly manage the transportation of workers (if any) to the workplace to ensure prevention of the risk of disease infection.

In case the above requirements are not met, operations must be stopped. Local health authorities shall guide, inspect and supervise the prevention and control of epidemics at the above facilities.
