Do Luong promotes the implementation of Central Resolution 4 (term XII)

PV:It is known that Do Luong is a district that has well implemented Resolution No. 04-NQ/TW of the Party Central Committee (12th tenure) on strengthening Party building and rectification; preventing and repelling the degradation of political ideology, morality, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party. Could you tell us about the results achieved?
Comrade Phung Thanh Vinh:With the attention, leadership, direction and specific guidance of the Provincial Party Standing Committee, the Provincial Party Organization Committee; provincial departments, agencies, branches and unions, along with a complete system of directive and guidance documents from higher levels... have contributed to helping Party committees and Party organizations from the district to the grassroots level.Do Luongdeploy, implement promptly and effectively in terms of learning, understanding and implementationCentral Resolution 4(12th term) of the Party.

During the implementation process, the Standing Committee of the District Party Committee has proactively developed, issued and promptly and fully deployed guiding documents and implemented the Resolution, organized dissemination and study at the district level seriously, directed grassroots Party organizations to deploy and disseminate to cadres, party members, union members and association members promptly and with quality; after dissemination and study, directed Party committees and grassroots Party organizations to seriously deploy for cadres, party members, union members and association members to write review articles in accordance with regulations.

In particular, annually, the Standing Committee of the District Party Committee has led and directed Party committees and organizations from the district to the grassroots level to seriously implement the implementation for cadres, party members, civil servants and public employees in agencies and units to well implement the Commitment to "Cultivate, practice and strive" according to the instructions of superiors.

The preparation and organization of the review at the district level were carried out seriously and in accordance with the procedures under the guidance of superiors. After the review, a plan was developed and issued to promptly overcome and correct the shortcomings of the collective and individuals. Working groups were established to direct and guide grassroots Party organizations to conduct the review on schedule, seriously, and ensure the required quality. Collectives and individuals who were suggested to review voluntarily, seriously, and frankly acknowledged the suggested contents to conduct the self-review and after the review, there were many positive changes in terms of awareness, consciousness, responsibility, and work efficiency.

In conjunction with annual review, assessment and classification, the Standing Committee of the District Party Committee has led and directed Party committees and organizations at all levels to effectively review and evaluate the results of overcoming limitations and shortcomings drawn after the review according to the Resolution and the contents committed at the beginning of the year by collectives and individuals from the district to the grassroots level.

The Standing Committee of the District Party Committee has done a good job of inspection and supervision; at the same time, it has focused on taking care of leadership and direction of Party committees, Party organizations and Inspection Committees from the district to the grassroots level to deploy and seriously implement the inspection and supervision of the implementation of the Resolution, especially the overcoming of shortcomings and shortcomings of collectives and individuals drawn out after the review through the inspection and supervision program of the district-level Party Committee; on the other hand, it has directed the District Party Committee's Inspection Committee and the Party Building Committees of the District Party Committee to include the implementation of the Resolution in the content of regular inspection and supervision.
Annually, in conjunction with the preliminary and final review of Party building work, the Standing Committee of the District Party Committee has led, directed and seriously organized the assessment of the results of the implementation of the Resolution; thereby, promptly commended and rewarded collectives and individuals who performed well, and suggested and seriously criticized collectives and individuals who did not perform well.

In particular, through the 5-year review of the implementation of the Party's Resolution, in addition to directing grassroots Party committees to carry out emulation and reward work, the Standing Committee of the District Party Committee awarded Certificates of Merit to 17 collectives and 19 individuals, and proposed that the Standing Committee of the Provincial Party Committee consider awarding Certificates of Merit to 1 collective and 1 individual with outstanding achievements in deploying and organizing the implementation of the 4th Central Resolution (term XII) of the Party.

PV:Could you please tell us more about some of Do Luong's tasks and solutions in the coming time to improve the quality and effectiveness of implementing Resolution 4 of the Central Committee (term XII)?

Comrade Phung Thanh Vinh:The Standing Committee of the District Party Committee continues to lead and direct the implementation of propaganda work well to raise awareness of cadres, party members, union members, association members and the masses about the Resolution, so that each cadre, party member and the masses fully, comprehensively and deeply understand the purpose, meaning and importance of the Resolution for the work of Party building and rectification, thereby raising the spirit, consciousness and responsibility of Party committees at all levels, Party organizations, cadres and party members in the work of building increasingly clean and strong Party cells and Party organizations.
Directing Party committees from district to grassroots levels to continue to strengthen the work of grasping developments in the ideological situation and relationships of cadres and Party members, promptly detecting, preventing and repelling signs of degradation in ideology, politics, ethics, lifestyle, "self-evolution", "self-transformation", strictly handling cases of violation of Party directives, resolutions and State laws.
Strengthen leadership, direction, deployment and timely, serious and effective implementation of the review and correction of shortcomings and defects of collectives and individuals drawn from the review according to the Resolution and the implementation of committed contents according to the annual plan.

Continue to strengthen the inspection and supervision work of Party committees, Party organizations, Party Committee Inspection Commissions and Party Building Committees in the implementation of the Resolution at grassroots Party organizations and for cadres and Party members. Review and promptly criticize collectives and individuals who have not performed well; resolutely and promptly handle Party organizations and cadres and Party members who violate Party regulations in general and Resolution of the 4th Central Committee (12th tenure) of the Party in particular.

Continue to promote the implementation of Directive No. 05-CT/TW, dated May 15, 2016 of the Politburo on "Promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle" in conjunction with the implementation of Regulation No. 47-QD/TW dated November 1, 2011 of the Central Executive Committee on things that party members are not allowed to do, Regulation No. 08-QDi/TW, dated October 25, 2018 of the Central Executive Committee on "Responsibility to set an example of cadres and party members, first of all members of the Politburo, members of the Secretariat, members of the Central Executive Committee" and Regulation No. 09-QD/HU, dated August 7, 2019 of the Standing Committee of the District Party Committee on the responsibility to set an example of cadres and party members, first of all members of the Standing Committee of the District Party Committee, members of the District Party Committee, and key leaders at all levels of Do Luong district.

Continue to deploy and seriously and effectively implement the Party's regulations on personnel work, especially Regulation No. 205-QD/TW, dated September 23, 2019 of the Politburo "On controlling power in personnel work and combating the abuse of power and positions". Focus on taking care of the deployment and organizing the good implementation of internal political protection work according to Regulation No. 126-QD/TW, dated December 28, 2018, regulating a number of issues on internal political protection of the Party.
