In the leadership process, the Party must conduct inspection and supervision. This is an extremely important factor, ensuring the success of leadership work.

President Ho Chi Minh pointed out that principled issue: No inspection means no leadership. He also wrote: “Inspection has the effect of promoting and educating party members and cadres to fulfill their duties towards the Party and the State, and to set a good example for the people. Therefore, it contributes to strengthening the Party in terms of ideology and organization.”

Inspection and supervision are to carry out “Building” and “Fighting”. “Building” is to build the leadership capacity and fighting strength of the Party organization and Party members; to build solidarity and unity, to build discipline and order of the Party,... “Fighting” is to fight corruption and waste; to fight against authoritarianism, arbitrariness, to fight against the pursuit of positions and power, to fight against “evolution” in personnel work,...

Strict and regular inspection and supervision are also to correctly evaluate the movement and cadres; to correct and handle shortcomings and violations of the Party organization and cadres and Party members. Through inspection and supervision, it is also to discover, affirm, and set examples of new actions, new factors, good people, good deeds,... to replicate and spread within the Party and in society.

In recent years, the inspection and supervision work, especially the anti-corruption campaign of our Party and State, has achieved important results. Many major cases have been brought to light, contributing to strengthening the people's trust in the Party.

Certainly, all true cadres and party members are fully aware that implementing disciplinary measures against party organizations and cadres and party members is a last resort. On the other hand, it must be said that inspection and supervision work in general, and disciplinary action against party organizations and party members in particular, are very important in "treating illnesses and saving people", preventing wrong perceptions, plots and behaviors, and even promptly saving some cadres who are teetering "on the edge of the abyss"!

In fact, there have been comrades who are leaders of localities and units, due to inadequate awareness, weak will, limited capacity, lack of experience, etc., who have committed violations in land and financial management or made mistakes in personnel work. Through inspection and supervision, the violations have been analyzed and pointed out. Some cadres have been properly disciplined by warning or dismissal, or transferred to other suitable jobs.

To be fair, there are many cases where inspection, supervision, and disciplinary action have alerted and prevented groups and individuals from getting bogged down and going too far, creating opportunities and conditions for them to continue working. Such a handling is in line with the motto of “treating the sick and saving people”, and people are convinced by word and heart.

However, there are many cases of “peace is precious”, being considerate and evasive. Party discipline has four forms: Reprimand, warning, dismissal from office, and expulsion from the Party. Correctly detecting shortcomings and mistakes but being considerate, “kicking the ball up the ladder”; the level should be dismissal but only voted as reprimand or warning,... then let the superiors “judge”! Such cases need to be seriously reviewed, including the possibility of disciplining both the collective and the individuals responsible for making that decision.

This phenomenon is not uncommon. Through the press and information, it is known that there are cases awaiting the decision of the inspectors, examination of violations or have just been "encountered" with discipline but are still included in the list of candidates, nominated for Party committees, People's Council delegates at all levels, even National Assembly delegates. There are high-ranking officials with assets of hundreds of billions of dong that cannot be explained but are only warned... Meanwhile, a grassroots official who embezzles several million dong is dismissed.

Remember that a diligent civil servant, working all his life, mainly takes care of food, clothing, basic living facilities for his wife, husband and a few children, has very normal assets, and receives a pension of five or six million. Many people do not have a car, a big house, or savings for "retirement".

That said, the punishment of violations after inspection and supervision is still not strict in many places, not deterrent enough, and the level of punishment is also unfair.

Uncle Ho pointed out: “A Party that conceals its shortcomings is a rotten Party. A Party that has the courage to admit its shortcomings, clearly point out those shortcomings, the reasons for those shortcomings, clearly examine the circumstances that gave rise to those shortcomings, and then seek every way to correct those shortcomings. That is a progressive, bold, steadfast, and genuine Party.”

If rewards are given at the right time, the scholars will risk their lives to contribute. If punishments are carried out in the right place and strictly, the cruel will be afraid and avoid them. Whatever is proposed must be implemented publicly, objectively, strictly, in accordance with the Charter and the law. Only then will inspection and supervision truly be the "sacred sword" of Party building work!
