The Standing Committee of Nghe An Provincial Party Committee gives opinions on the socio-economic situation
(Baonghean.vn) - Nghe An is the locality with the GRDP growth rate in the first 6 months of the year ranked 2nd in the North Central region, ranked 14th out of 63 provinces and centrally-run cities. State budget revenue is estimated at 9,504 billion VND, the highest compared to the same period of previous years.
On the morning of June 24, at the regular June meeting, the Standing Committee of Nghe An Provincial Party Committee gave opinions on the socio-economic situation, budget collection, administrative reform in the first 6 months of the year and tasks and solutions for the last 6 months of the year.

MANY ECONOMIC AND SOCIAL BRIGHT SPOTS
In the first 6 months of the year, despite difficulties due to the impact of the Covid-19 epidemic, the growth rate of the province's gross regional domestic product (GRDP) is estimated at 7.58%/scenario 7.61% (in the same period in 2020, it increased by 2.97%).
Of which, the agriculture, forestry and fishery sector is estimated to increase by 4.58%; the industry - construction sector is estimated to increase by 13.8% (industry alone is estimated to increase by 20.44%); the service sector is estimated to increase by 5.74%; product tax minus product subsidy is estimated to increase by 4.62%. Notably, industrial production has achieved a fairly high growth rate in the context of being affected by the Covid-19 pandemic because some sectors and products still achieved a fairly high growth rate. The Industrial Production Index (IIP) increased by double digits, estimated at 25.15% over the same period in 2020. The State budget revenue is estimated at VND 9,504 billion, reaching 67.7% of the estimate assigned by the Provincial People's Council (VND 14,032.3 billion), up 30.4% over the same period in 2020, the highest compared to the same period in previous years; it is expected to reach VND 10,000 billion by the end of June.
Investment attraction has seen many changes. As of June 18, 2021, the province has granted 44 new projects and adjusted 60 projects; the total newly granted and increased investment capital is VND 9,278.71 billion. Compared to the same period in 2020, the number of projects increased by 33% and the registered capital increased by 2.5 times.

The province continues to direct and focus on supporting investors to speed up the progress of key projects such as: Goertek VN Project, Everwin USA Project, Hoang Mai I and Hoang Mai II Industrial Park Projects, Ben No. 7 and No. 8 Cua Lo Project, Juteng Group Project, Tho Loc Industrial Park; successfully organized an online conference to promote investment with Taiwanese enterprises in Nghe An province.
Along with that, Nghe An has terminated 7 projects/70,019 hectares of land. The Provincial People's Committee has directed sectors and localities to review and classify 239 slow-progressing projects to have a solution in 2021.
It is estimated that in the first 6 months of 2021, Nghe An created jobs for 17,325 workers, reaching 45% of the plan, equal to 55% compared to the same period in 2020.

In addition to the above outstanding results and advantages, the province's socio-economic development in the first 6 months of 2021 still faces difficulties due to the resurgence of the Covid-19 pandemic, which has greatly affected production and business activities and people's lives.
Some sectors are heavily affected, such as the service sector (not meeting the set growth scenario). On the other hand, the disbursement rate of the 2021 capital plan of the whole province is higher than the national average, but still much lower than the same period in 2020 (the same period in 2020 was 35.2%).

In addition, some opinions also discussed some issues that need attention. Comrade Ngoc Kim Nam - Member of the Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Commission proposed to strengthen management in the following areas: natural resources, environmental treatment, especially rural environment; forestry land of forestry farms, forest fire prevention and fighting; handling post-merger issues of communes, blocks, hamlets, such as headquarters, cultural houses; handling long-standing backlogs.
Comrade Phan Duc Dong - Member of the Provincial Party Standing Committee, Secretary of Vinh City Party Committee also discussed some contents on Covid-19 epidemic prevention and control in the area related to leadership and direction solutions; testing, screening, tracing, epidemic suppression; arranging centralized quarantine locations.
Member of the Provincial Party Standing Committee, Secretary of Cua Lo Town Party Committee Nguyen Thi Kim Chi said: The town's viewpoint at this time in the work of preventing and fighting the Covid-19 epidemic is "defense, prevention", and at the same time hopes that the authorities of neighboring localities will share.
The impact of the Covid-19 pandemic has also had a heavy impact on tourism in the coastal town. In that context, based on the local reality, the Secretary of the Cua Lo Town Party Committee proposed strong solutions to help people stay at sea, not only in Cua Lo but also in other coastal localities.
Through the opinions of comrades in the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee Hoang Nghia Hieu discussed and clarified a number of contents in the field of responsibility; at the same time, he recommended that the comrades of the Standing Committee focus on directly directing localities in the work of preventing and fighting the Covid-19 epidemic; as well as socio-economic development in the coming time.

Clarifying some contents on socio-economic development in the first 6 months of the year, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Duc Trung further analyzed the structure and contribution of economic sectors to growth results in the first 6 months of the year.
Specifically, agriculture still grew steadily, supporting the economy. Along with that, it is encouraging that the industrial and construction sector had a high growth rate, contributing 3.76 percentage points to the province's growth in the first 6 months of the year. In particular, the effectiveness of investment attraction is increasingly evident, in line with the goals and orientations of the province's investment attraction sectors.
The Chairman of the Provincial People's Committee affirmed: This result comes from the unified, clear, consistent and timely leadership and direction of the Provincial Party Committee, creating conditions for the provincial government to perform more effectively in its management work.
Regarding the tasks for the last 6 months of the year, comrade Nguyen Duc Trung said that the Provincial People's Committee will continue to focus strongly and resolutely from the beginning in the work of preventing and fighting the Covid-19 epidemic; at the same time, it is determined not to adjust the socio-economic development goals of this year.

Referring to a number of key solutions, the head of the provincial government said: The management and leadership viewpoint is to disburse 100% of public investment capital in 2021; focus on investment attraction, especially continuing to pay attention to projects in the electronics sector; provide maximum support to investors in terms of procedures and site clearance; create further breakthroughs in administrative procedure reform associated with promoting the responsibility of leaders, especially promoting the accompaniment and support of investors by establishments and sectors.

Pointing out the challenges in the last 6 months of the year, especially the impact of the Covid-19 epidemic, the Provincial Party Secretary pointed out: The work of preventing and fighting the Covid-19 epidemic must be drastic, clear-sighted, and synchronous; Party committees, authorities, and the entire political system must take part in the spirit of: "Timely, drastic, synchronous, and relying on people's strength".

Especially in the current context, the province must focus on implementing tasks and solutions, such as: effectively implementing the target of disbursing 100% of public investment capital this year; thereby developing infrastructure and promoting economic sectors.
