Nghe An: 6 months of building nearly 100 bright spots of government civil mobilisation

(Baonghean.vn) - In the first 6 months of 2021, the whole province registered and built 83 bright spots, models of implementing the Democracy Charter (QCDC) at the grassroots level and 97 bright spots of government mass mobilization (DVCQ).

Authorities at all levels have focused on directing drastic, synchronous and effective solutions to direct and manage socio-economic development, proactively and promptly removing difficulties for businesses and policies for new rural development.

GRDP growth rate in the first 6 months of 2021 reached 7.58%, ranking 14th in the country, 2nd in the North Central region; budget revenue was more than 9,504 billion VND, up 30.4% over the same period in 2020. Social security work was well implemented, policies and regimes for people with revolutionary contributions were fully ensured; socialization work in supporting the poor was widely launched and continued to bring practical results.

In the first 6 months of 2021, jobs were created for 7,875 workers; vocational training was provided for 3,086 people. Investment promotion and attraction activities, and improvement of the investment environment have many innovations, practicality, and effectiveness.

Up to now, the whole province has 281/411 communes recognized as meeting new rural standards, accounting for 68.3% of the total number of communes.;There are 6 district-level units that meet the new rural construction standards (Thai Hoa town, Vinh city, Nam Dan, Yen Thanh, Nghi Loc and Hoang Mai town) and 160 villages (hamlets) are recognized as meeting the new rural standards according to the province's criteria.

Administrative reform (AR) work continues to be led, directed resolutely, and implemented synchronously. In 2021, the Provincial People's Committee continues to choose administrative reform as a breakthrough, in which, promoting the responsibility of leaders in AR work.

Up to now, the whole province has provided 2,096 online public services, including 1,136 level 2 public services; 646 level 3 online public services and 314 level 4 online public services. Thanks to that, it has created favorable conditions and satisfaction for people, businesses and organizations when participating in administrative transactions, which has been recognized by the people.

The Provincial People's Committee has established inspection teams to inspect the implementation of discipline and administrative discipline at 15 units. Through inspections, violations have been detected and corrected. Therefore, the quality, awareness and ethics of public servants have been improved. The situation of cadres and civil servants coming to work late, leaving early, using administrative hours for personal matters, and not drinking alcohol during working hours has been strictly implemented by cadres and civil servants.

Nghe An province's PAR Index in 2020 ranked 18/63 provinces and cities nationwide, up 6 places compared to 2019.

Attention has been paid to the work of receiving citizens, dialogue, resolving petitions, complaints and denunciations of citizens. In the first 6 months of 2020, State administrative agencies at all levels in the province received 2,289 citizens coming to make complaints, denunciations and petitions, reflecting, down 4.2% over the same period; received 3,161 petitions, down 16.9% over the same period; of which, the total number of cases handled by State administrative agencies at all levels was 250, of which 226/250 cases were resolved, reaching a rate of 90.4%.

In the first 6 months of 2021, the Provincial Party Secretary received citizens 6 times/6 months on the 5th of every month, the Provincial People's Committee Chairman received citizens 6 times/6 months on the 15th of every month. 21/21 district, city and town Party Committees have seriously implemented the regular reception of citizens by Party Committee heads. 372/460 communes, wards and towns organized meetings and dialogues with people, contributing to solving problems that people reflect, propose and urgent problems from the grassroots, limiting petitions and complaints beyond the level and in large numbers.

The government's mass mobilization work in Nghe An continues to thoroughly grasp and seriously implement Conclusion No. 114-KL/TW of the Secretariat and Plan No. 209 KH/TU dated September 22, 2015 of the Standing Committee of the Nghe An Provincial Party Committee on "Improving the effectiveness of mass mobilization work of State agencies at all levels"; Directive No. 16/CT-TTg dated May 16, 2016 of the Prime Minister, Directive No. 13/CT-UBND "On strengthening and innovating mass mobilization work in State administrative agencies and authorities at all levels in the new situation"; continue to promote administrative reform.

Increase direct contact and dialogue with the people; focus on resolving complaints and denunciations right at the grassroots level, not allowing hot spots to arise. Improve the quality and capacity of performing public duties of cadres, civil servants and public employees; promptly and seriously handle cadres, civil servants and public employees who have violated the law. Strengthen inspection and supervision of the implementation of socio-economic development programs and projects in conjunction with the inspection of the implementation of mass mobilization work by the government. Advise the Provincial Party Standing Committee to promulgate and implement the Project "On strengthening and innovating mass mobilization work in State administrative agencies and authorities at all levels in the new situation". Summarize the "Year of Grassroots Democracy" 2021 in State agencies and authorities at all levels. Synchronously implement measures to prevent and control the Covid-19 epidemic; strive to fulfill at the highest level the socio-economic targets set for 2021.
