Directive of the Secretariat on strengthening leadership in family work

"After more than 15 years of implementing Directive No. 49-CT/TW of the 9th Party Central Committee's Secretariat on family building in the period of national industrialization and modernization, family building work has achieved many important results. Party committees at all levels, authorities, the Vietnam Fatherland Front and mass organizations have identified family building work as one of the important contents in the work program. Many families have access to basic social services, and the quality of life has been increasingly improved.

The family economy has played an important role in national income; many households have strived to become rich legitimately. Protection, care, education of children and care for the elderly in the family are respected and have made much progress. Gender equality, children's rights, the role of women in the family and society are increasingly promoted. Caring for, nurturing, building and preserving family happiness are noble values ​​that every Vietnamese person always cares about and strives for. The values ​​of fidelity, love, sharing and equality in marriage are always respected... The achievements of family building have contributed positively to the process of socio-economic development, building and developing Vietnamese culture and people; successfully implementing the Millennium Goal on maternal and newborn health care.

However, some Party committees, authorities and organizations have not fully recognized the role and importance of family and family building. The implementation of Directive No. 49-CT/TW of the Secretariat, policies and laws of the State on family are still inconsistent in some places. Family spending on basic social services still accounts for a large proportion, especially for health and education services. There is no attention paid to promoting the role of the community and investing resources in family building. There are no timely and synchronous solutions to prevent and stop the negative impacts of the market mechanism, pragmatic lifestyle, negative information on the Internet and social networks on families. Domestic violence, trafficking of women, sexual abuse, and child labor have not been thoroughly handled; coordination between families, schools and society in guiding values, educating ethics and lifestyles for young people is still limited. The evaluation and recognition of cultural families in many places is still a formality...

The family is the cell of society, the place to maintain the race, the environment to preserve, educate, and transmit national cultural values ​​to family members. Building a happy family is the foundation for building a happy society, a very important issue for our nation. Family building is both the goal and the driving force for sustainable national development.

In order to promote family building in the new situation, building a prosperous, progressive, happy and civilized family according to the Resolution of the 13th National Party Congress, the Secretariat requests Party committees at all levels, Party organizations, authorities, the Fatherland Front and mass organizations to well implement the following key tasks and solutions:

1. Continue to study and thoroughly grasp the Party's guidelines and policies, the State's policies and laws on family building; correctly perceive the role and importance of family and family building in the new situation. Identify family as one of the important factors determining the sustainable development of the country. Family is the subject of impact, implementation and enjoyment of socio-economic development policies. Building a prosperous, progressive, happy and civilized family is one of the important contents and consistent requirements of the cause of national innovation and development.

Party committees and organizations at all levels must regularly lead and direct family building work; promote the role and responsibility of leaders at all levels in family building work. Cadres and party members must set an example and mobilize people to actively participate in building happy families. Continue to build and replicate typical cultural family models, with order, exemplary grandparents and parents, filial children, harmonious couples, and united and loving siblings. Promote the role of the family in nurturing, orienting values, and educating the younger generation. Resolutely fight against pragmatic lifestyles, social evils, domestic violence, and eliminate backward customs and practices in marriage and family. Overcome the disease of achievements and formalities in family building work.

2. Continue to improve the system of policies and laws on family in the direction of focusing on family activities, ensuring social cohesion and the role of the family. Family policies must aim at building a prosperous, progressive, happy, civilized family, focusing on children, the sick and the elderly. Develop a list of public services in the family sector. Develop a system of providing basic social services for families, supporting families to develop sustainably, happily and achieve gender equality. Mobilize individuals, social organizations and communities to participate in providing family services and caring for, helping and supporting poor and disadvantaged families; ensure that families have access to basic social services in a fair, equal and convenient manner. Link the implementation of family building work with the overall project on socio-economic development in ethnic minority and mountainous areas; the national target program on sustainable poverty reduction; National target program on new rural construction.

3. Improve state management capacity on family building. Build and develop the Vietnamese family value system in the new era. Develop the Vietnam Family Development Strategy for the period 2021 - 2030, with a vision to 2045; a national family education program; a program on family ethics and lifestyle education and programs and projects to support the building of happy families. Develop national digital data on families as a basis for policy making, socio-economic development planning programs. Improve the quality of activities to support families in accessing social resources. Prioritize investment in scientific research on families; plan, organize the implementation and evaluation of family policies; create literary and artistic works on the topic of families.

Innovate and perfect the organization of the state management apparatus on family to ensure streamlining, efficiency, unity, and connection with the fields of population, gender equality, and children. Focus on training and fostering human resources for family work in the direction of multi-sectoral integration, clearly distinguishing between professional training and family work management staff.

4. Promote and innovate the dissemination, propaganda and education of policies and laws on marriage and family; family cultural norms and values; knowledge and skills in family building; risks to families, helping people proactively prevent negative impacts on families. Strengthen education on ethics and lifestyle in families. Promote the role of families, communities and society in building a cultural environment, Vietnamese people who are compassionate, tolerant, sincere, trustworthy, ethical, diligent, thrifty, creative, aspirational and modern. Improve the effectiveness and practicality of building cultural families, associated with the movement "All people unite to build a cultural life" and the campaign "All people unite to build new rural areas and civilized urban areas".

5. Implementation

- Party committees, party organizations, authorities, the Vietnam Fatherland Front and mass organizations shall disseminate, thoroughly understand and develop programs and plans to implement this Directive.

- Strengthen coordination between departments, ministries, branches and organizations; promote the role and responsibility of supervision and criticism of the Fatherland Front and organizations in family building work.

- The Party Delegation of the National Assembly directs the development, amendment, supplementation and completion of the system of legal documents related to family. Strengthens inspection and supervision of the implementation of family laws and policies.

- The Government Party Committee directs the building and development of the Vietnamese family value system in the new period and directs and organizes the implementation of the above tasks and solutions.

- The Central Propaganda Department shall preside over and coordinate with the Party Committee of the Ministry of Culture, Sports and Tourism and relevant agencies to guide, monitor, inspect, and evaluate the implementation of this Directive and periodically report to the Secretariat.
