1.2 km left to be cleared
Projectcoastal roadThe section through Cua Lo and Nghi Loc was approved by the Provincial People's Committee in Decision No. 4429/QD.UBND dated October 29, 2019 with a length of 7.442 km, of which the section through Nghi Loc is 1.09 km and Cua Lo Town is 6.352 km. The total investment of the project is 521 billion VND, of which construction and installation: 170.11 billion VND; Project management, consulting, other CP, contingency: 61.52 billion VND; Site clearance: 289.37 billion VND).
The project has currently allocated 460 billion VND (of which: Central budget 340 billion VND and provincial budget 120 billion VND), disbursed 365,620 billion VND, reaching 79.5%.
Expected disbursement plan achieved100% before 10/30/2021.
Regarding progress, the Department of Transport has directed contractors to complete the roadbed, foundation and asphalt concrete layer on the sections that have been handed over (6.14 km) and is expected to complete the remaining section through residential land (1.22 km) before the third quarter of 2021. However, progress is being delayed due to problems, especially residential land.
According to the report, in Nghi Loc district, 5.21 km/6.36 km of residential land has been handed over, reaching 80%. There is 1 family in Laos who has not returned, there is a vacant plot of land whose owner has not been identified, there are 2 households whose assets have not been determined... In Cua Lo town, there are currently 2 households who have not drawn lots for resettlement land. In addition, there are 3 clusters of households still in dispute over land use rights and property division, some households said that the compensation price is not close to the market.
In Cua Lo town, there is still 1.15 km of residential land (52 households). Regarding the construction of resettlement areas, districts and towns have completed the leveling and internal roads (currently there are still electricity and water supplies), and have set up markers in the field to hand over land to households.

Strive to complete site clearance in July 2021
At the meeting, after listening to reports from localities and the Department of Transport, comradeLe Hong Vinh- Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee requested the Department of Transport to closely follow the progress, ensure the quality and aesthetics of the project, and strive to complete the disbursement of capital for the project before October 30, 2021.
The Standing Vice Chairman of the Provincial People's Committee said that there are not many problems, it is necessary to drastically clear the land to ensure the disbursement progress and prepare for phase 2. He requested the Nghi Loc District People's Committee to handle the problems, organize to mobilize 3 households on the main route to demolish their houses and 1 household on vacant land to hand over the land to the project before July 20, 2021; Complete the procedures, organize the on-site land handover to 6 households at the intersection before July 20, 2021.
Determine the origin, inventory, price, and develop a resettlement plan for the remaining 7 households at the intersection to establish and approve a compensation plan before July 20, 2021, and mobilize households to hand over the site before July 30, 2021.
Focus on directing and urging to speed up the construction progress of resettlement areas (sidewalks, electricity and water systems) to be completed before July 20, 2021, and complete the construction of the entire resettlement area before July 30, 2021.
Timely complete land allocation procedures and issue land use right certificates to households in resettlement areas.
For the People's Committee of Cua Lo town, pleaseApprove land compensation plan according to adjusted land price before July 13, 2021.Approve resettlement plans, pay money and hand over resettlement land to households before July 15, 2021, and mobilize people to hand over land before July 30, 2021.Focus on checking and resolving the boundary dispute between 2 households (Nguyen Khac Hau and Nguyen Thi Huong) to determine the origin, establish and approve the compensation plan, and mobilize households to receive the handover money in July 2021.Focus on completing the construction of resettlement areas within the scope of resettlement land allocation (sidewalks, electricity and water systems), handing over land in the field to households to build houses before July 15, 2021, and completing the construction of the resettlement service area before July 20, 2021.
Develop a plan to enforce land recovery or protect construction in cases of non-compliance (if any). Timely complete procedures for granting Land Use Rights Certificates to households in resettlement areas.
