The National Assembly and People's Councils at all levels must have new vision, new courage and new creativity.

On the morning of July 15, the National Election Council held a national online conference to summarize the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term.

Comrade Vuong Dinh Hue - Politburo member, Chairman of the National Assembly, Chairman of the National Election Council and Vice Chairmen of the National Election Council chaired the Conference at the Hanoi bridge.

At the Nghe An province bridge, there were the participation of comrades in the Steering Committee and the Provincial Election Committee under the chairmanship of comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Election Steering Committee; Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee, Deputy Head of the Provincial Election Steering Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Deputy Head of the Election Steering Committee, Vice Chairman of the Provincial Election Committee.

DEMOCRACY, EQUALITY, LEGALITY, GOOD SUCCESS

The election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term is an important political event of the country, which took place democratically, equally, legally, safely, economically and successfully, truly a great festival for all people.

The election always receives the unified, close, comprehensive, and synchronous leadership and direction of the Politburo and the Secretariat, and the joint efforts, consensus, solidarity, and unity of the entire political system; and the unanimous support of compatriots and voters nationwide.

Election preparation and organization are carefully, thoroughly and professionally prepared from the central to local levels, flexibly and creatively on the basis of promoting the people's mastery; ensuring favorable conditions for all citizens to fully exercise their rights to run for election and vote in accordance with the law.

This election was the largest ever, reflected in the number of voters participating in the vote with nearly 70 million ballots in 84,767 polling stations. Voters chose from nearly 450,000 candidates for the National Assembly and People's Councils at all levels to elect truly representative people worthy of both quality, morality, capacity and intelligence to represent them in State power agencies at the central and local levels.

Exercising the people's right to mastery, voters nationwide participated very actively and responsibly in the election. In the difficult context of the impact and influence of the epidemic, many voters in remote areas, with difficult means of transportation or being treated and quarantined to prevent and fight the Covid-19 epidemic still enthusiastically and actively participated in voting with their will and national spirit. Therefore, the voter turnout rate was very high, reaching 99.6% of the total number of voters nationwide.

The results have elected 499 National Assembly deputies, basically enough People's Council deputies at provincial, district and communal levels; thereby affirming that personnel work has been carefully prepared, democratic, and in accordance with the law.

Such a large-scale election was successfully organized in the context of the complicated developments of the Covid-19 pandemic, further affirming the people's firm belief in the socialist regime, in our Party and State in building a socialist rule-of-law state of the people, by the people and for the people.

This result is due to the consensus, synergy, solidarity, support of the entire people, and high awareness and responsibility in exercising the rights and obligations of citizens. The great national solidarity is the source of the endogenous strength of the Vietnamese people - this valuable lesson has been drawn from the history of the nation and continued to be promoted and aroused in the recent election.

At the Conference, reports and discussions also comprehensively assessed the results achieved, the limitations and shortcomings in the leadership, direction and organization of the election, pointed out the causes to draw valuable experiences and lessons for the next elections.

NATIONAL ASSEMBLY AND PEOPLE'S COUNCILS NEED TO FULLY PROMOTEPOSITIVERESPONSIBILITY

In his closing speech at the conference, National Assembly Chairman Vuong Dinh Hue - Chairman of the National Election Council acknowledged the results of the election in all aspects, while pointing out a number of shortcomings, limitations, and lessons learned.

Delighted with the election results, the Chairman of the National Election Council emphasized that this is only an initial success to build more confidence in building and consolidating socialist democracy.

Therefore, in the coming time, the tasks set for the 15th National Assembly and People's Councils at all levels are very large and important, requiring early implementation.

After the election results were announced, the National Assembly Standing Committee promptly issued guidelines on organizing the first session of People's Councils at all levels for the 2021-2026 term, creating conditions for localities to quickly complete the apparatus and key personnel of local governments. With an atmosphere of excitement and trust, the elected and approved positions all achieved very high trust.

Comrade Vuong Dinh Hue suggested that the focus should be on successfully organizing the first session of the 15th National Assembly. This is an extremely important session with the core task of reviewing and deciding on high-level personnel organization, electing the State apparatus for the 2021-2026 term; and major programs and plans of our country in the next 5 years.

2021 is also the first year of implementing the Resolution of the 13th National Party Congress. The Resolution has identified one of the key tasks in the coming time as building a socialist rule-of-law State of Vietnam of the people, by the people and for the people under the leadership of the Party.

“The quality and effectiveness of the activities of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term will therefore have a direct impact and mark a qualitative change in the innovation of the organization and operation of the State apparatus, contributing to perfecting our country's legal system,” the National Assembly Chairman emphasized.

Therefore, entering the new term, each National Assembly delegate and People's Council delegate at all levels needs to play a central role in the activities of the elected body; fully and actively promote their responsibilities according to the Constitution and laws, always put the national interest above all and first; be determined to protect the legitimate and legal rights and interests of the people; strive to study and follow Ho Chi Minh's ideology, morality and style, making our State apparatus increasingly clean and strong.
