Nghe An: Focus on clearing land for North-South expressway in July 2021

National key project

North-South Expresswayis a national key project, closely directed by the National Assembly, the Government, and the Ministry of Transport. The route passes through many areas of Nghe An province with a total length of 87.84 km, and contractors are currently focusing on construction.

However, there are still problems with land, especially technical infrastructure and residential land.

The Chairman of Quynh Trang Commune, Hoang Mai Town said: The commune has approved 7 households for residential land, 3 households have received money, 4 households have not received money and requested to receive resettlement land, Quynh Trang is currently considering allocating land with land use fees. Thus, in this commune, site clearance for residential land is being delayed.

According to the report of Committee 6 of the Ministry of Transport, Nghe An province currently has 219/4,859 households that have not received compensation, including: Hoang Mai 133 households; Quynh Luu 16 households; Yen Thanh 24 households and Dien Chau 46 households.

Relocating graves in Nghe An province: 181/385 graves have not been relocated; 1/3 of the grave resettlement area has not been built.

Construction of resettlement areas: 3/11 areas under construction have not been completed, including: 1 area in Hoang Mai town, 2 areas in Dien Chau district. Relocation of technical infrastructure: 69/70 power line locations have not been relocated.

Hoang Mai town has a highway passing through two communes, Quynh Vinh and Quynh Trang, of which Quynh Vinh must resettle 150 households.

Mr. Nguyen Huu An, Chairman of the Town People's Committee, said: The town has requested the town's compensation council and communes to follow the province's progress to implement. Request communes to confirm the origin of land use of the remaining plots, land recovery rate, and population. Organize the review and synthesis of resettlement cases, cases of land allocation with land use fee collection, focus on mobilizing households to receive compensation and support according to the approved plan. Proactively contact households working far away who have not received compensation and support to have a payment plan to ensure compliance with regulations (to be completed before July 20, 2021).

Application progress is 7/30/2021

Due to Covid-19 and many other factors, progress is currently slow.Nghe Anhas sent an Official Dispatch to districts, cities and sectors regarding site clearance for the North-South Expressway section through Nghe An, requiring localities to complete a number of specific tasks:

Hoang Mai has completed the agricultural land. Coordinated with the Department of Agriculture and Rural Development to speed up procedures for converting forest use to other purposes and handing over the site to ensure the required progress. For residential land and garden land (1.2 km): Complete before July 30, 2021 for 62 households (Quynh Vinh 50 households, Quynh Trang 12 households) that have not been approved.

Complete the resettlement area, approve specific land prices and hand over land to households no later than July 30, 2021, especially in Quynh Trang area and mobilize people to build houses and constructions soon to hand over the old residential area for project construction. In addition, relocate graves.

Quynh Luu District: Complete agricultural and residential land before July 30, 2021 for 10 households that have not yet approved; 5 households that have not yet received money. Organize land allocation for the remaining households, mobilize people to soon build houses and works to hand over the old residential area to complete before July 30, 2021.

It is recommended to relocate medium and low voltage electrical infrastructure works and telecommunication cables before July 30, 2021. For high voltage power lines of 110Kv and 220Kv, relocate them in parallel with the construction process, but not affecting the construction progress of the project; Take the lead in working with Vinh Railway Signal Company and Project Management Board 6 to have a specific plan to relocate the Railway Signal line to be completed in July 2021.

For Dien Chau, the current requirement is to complete before July 15, 2021 for the remaining 06 households, assets on public land of 02 households in Dien Thap commune; 20 households have not received money. Coordinate with the Department of Agriculture and Rural Development to speed up procedures for converting forest use to other purposes and hand over the site to ensure the required progress.

Regarding residential land and garden land (1.6km): Complete before July 25, 2021 for 4 households in Dien Phu commune, the area of ​​the connecting road for people has a small area of ​​133 m²; 6 Dien Dong households have approved but have not received money.

Dien Chau is the district with the most resettlement areas (7 areas). The district must complete the resettlement areas, approve specific land prices and hand over land to households no later than July 30, 2021, especially the two Dien Doai and Dien Phuc areas where construction has not yet ensured progress and mobilize people to soon build houses and works to hand over the old residential area for project construction.

Complete the relocation of medium and low voltage power systems and telecommunication cables before July 30, 2021. For high voltage power lines of 110Kv and 220Kv, relocate them in parallel with the construction process, but without affecting the construction progress of the project; For water lines, coordinate with the managing unit to check the specific affected volume and relocate them promptly in July 2021. Complete the relocation of 162 graves before July 30, 2021.

Timely relocate affected technical infrastructure works out of the project scope (electricity, water, telecommunications, railway signals, especially high voltage power lines). Complete relocation of remaining graves (304 graves) out of the project scope.

The Provincial People's Committee requests departments and branches to take the lead in coordinating with the District People's Committees to organize the tasks of compensation and site clearance and relevant agencies to promptly resolve difficulties and problems in accordance with regulations according to the functions and tasks of the branches or advise the Provincial People's Committee to consider and resolve. The Department of Industry and Trade regularly urges and inspects the progress of power line relocation in localities, the Department of Construction inspects the quality of resettlement areas, Electricity, VNPT, Viettel, and Water Supply Company take drastic actions to coordinate with localities to relocate technical infrastructure works in July 2021.

The North-South Expressway project, the section through Nghe An, has 87.84 km passing through Hoang Mai Town and the districts of Quynh Luu, Yen Thanh, Dien Chau, Nghi Loc and Hung Nguyen. Of which, 79.31 km passes through agricultural land, 8.53 km through residential land, and the number of resettled households is about 642 km. The total estimated cost of site clearance is 2,762 billion VND, of which the Nghi Son - Dien Chau section is 1,261 billion VND and the Dien Chau - Bai Vot section is 1,501 billion VND; the project approval is 2,191 billion VND.
