Nghe An: Strictly handle schools that illegally collect fees upon admission
(Baonghean.vn) - This is the latest directive of the Nghe An Department of Education and Training to rectify some units that have not properly collected revenues in the new school year.
Previously, some units in the area collected money at the beginning of the school year from new students entering grade 10, which was not in accordance with the direction of the Department of Education and Training and made parents upset, affecting the reputation of the education sector.
To rectify this situation, today (July 23), the Department of Education and Training sent a document to the People's Committees of districts, cities, towns, high schools and affiliated units to strictly implement the 2021 collection in educational institutions in the province.
Accordingly, the Department of Education and Training requested the People's Committees of districts, cities, and towns (collectively referred to as the District People's Committees) to direct affiliated educational institutions according to the management hierarchy; request the Principals of high schools and heads of affiliated units not to collect fees at the present time until the beginning of the 2021-2022 school year. At the same time, commit not to collect fees that are contrary to regulations; not to arbitrarily set up fees, voluntary contributions, and funds that are contrary to regulations in schools. Publicize the hotline phone number to receive negative feedback on collection and expenditure work.

In addition, it is necessary to publicly disclose revenues and expenditures in accordance with the provisions of the State Budget Law and Circular No. 36/2017/TT-BGDDT dated December 28, 2017 of the Ministry of Education and Training; Circular No. 21/2005/TT-BTC dated March 22, 2005 of the Ministry of Finance; Circular No. 19/2005/TT-BTC dated March 11, 2005 of the Ministry of Finance guiding the financial disclosure of funds from the state budget and funds from people's contributions. The implementation of cash revenue and expenditure management through the State Treasury system is stipulated in Circular No. 13/2017/TT-BTC dated February 15, 2017 of the Ministry of Finance. During the implementation process, the District People's Committee directed relevant units to coordinate to inspect and examine revenues and expenditures in educational institutions in the area according to management decentralization.
Regarding this issue, speaking with Nghe An Newspaper, Mr. Nguyen Trong Hoan - Chief of OfficeDepartment of Education and Trainingsaid: In order to be proactive in developing school education plans, effectively implementing the enrollment work for the first grade of the 2021-2022 school year, as well as strictly implementing the collection of fees in educational institutions in 2021, the Department of Education and Training has issued documents directing and guiding educational institutions to implement the enrollment of first grade classes in the 2021-2022 school year, the implementation of enrollment in grade 10 of high school in the 2021-2022 school year and Official Dispatch No. 844/SGD&DT-KHTC dated May 6, 2021 on strictly implementing the collection of fees in the field of education and training and the direction and management of prices in 2021 in Nghe An province.

However, in the process of implementing the workadmissionAt the beginning of the year, some high schools in the area did not comply with the regulations. Following the direction of the Director of the Department of Education and Training, the Department promptly reminded schools and requested them to return the improperly collected fees when there was no specific guidance document from the Department. In case parents and students do not come to receive them, the school must be responsible for returning them to the family.
A spokesperson for the Department of Education and Training also said: During the complicated developments of the Covid-19 epidemic, the Department has directed schools to be flexible in the admission procedures for students, including online admission. At present, schools have not made any payments but are focusing on preparing for the new school year.
If any school collects or spends money in violation of regulations, the Department of Education and Training and the District People's Committee will strictly handle the violating collective or individual (especially the head of the unit). In particular, it is strictly forbidden to take advantage of the name of the Parents' Representative Board to collect fees outside the regulations of Circular No. 55/2011/TT-BGDDT dated November 22, 2011 of the Ministry of Education and Training.
