Nghe An: Fined business owner for insulting honor and dignity of public servants

On May 31, 2021, in Chau Tien commune (Quy Chau), an incident occurred.Tung Cuong Company LimitedA blast from a quarry at Na Bang quarry hit a house in Lau village, causing property damage. Here,Chau Tien Commune People's CommitteeReport on the handling of the feedback from households in Lau village about the incident of Tung Cuong Company Limited exploding rocks into the houses of households; in addition, recommend the People's Committee of Quy Chau district to direct the district police to investigate and clarify the acts of insulting, insulting, challenging, degrading the reputation and opposing the officers on duty of the Director and his wife of Tung Cuong Company Limited.

Considering the proposal of Chau Tien Commune People's Committee, on June 8, 2021, Quy Chau District People's Committee issued Document No. 666/UBND-VP assigning the District Police to clarify the act of the enterprise insulting the person performing official duties.

During the investigation and verification process, Quy Chau District Police determined that the Director and his wife of Tung Cuong Company Limited had inappropriate words, insulted and offended the honor and dignity of the Chairman of Chau Tien Commune People's Committee.

However, this behavior stemmed from personal frustration with the Chairman of the Chau Tien Commune People's Committee, did not affect the work of the inspection team, so it did not constitute the crime of "Resisting a person on official duty". At the Quy Chau District Police, the Director and his wife of Tung Cuong Company Limited admitted their actions.

Based on the results of the investigation and verification, Quy Chau District Police issued a decision to administratively sanction the Director and his wife of Tung Cuong Company Limited for the act of "Words insulting the honor and dignity of a person performing official duties" by fining each person 2.5 million VND.

Also related to the incident of Tung Cuong Company Limited blasting rocks at Na Bang quarry into the houses of residents of Lau village, on June 29, 2021, the Provincial People's Committee issued Document No. 4328/UBND-NN on inspecting and handling existing problems related to the construction stone mining activities of Tung Cuong Company Limited.

In Document No. 4328/UBND-NN, the Provincial People's Committee directed the Department of Natural Resources and Environment to preside over and coordinate with the People's Committee of Quy Chau district and relevant agencies and units to urgently inspect and handle existing problems related to construction stone exploitation activities in Chau Tien commune, Quy Chau district of Tung Cuong Company Limited; report the results and advise the Provincial People's Committee to consider and decide on related issues beyond its authority.

According to the representative of the People's Committee of Quy Chau district, recently the Covid-19 epidemic situation has been complicated, Vinh city area has had to be isolated according to Directive No. 16 of the Prime Minister, so the Department of Natural Resources and Environment has not yet carried out inspection and handling of existing problems with the construction stone exploitation activities of Tung Cuong Company Limited as directed by the Provincial People's Committee in Document No. 4328/UBND-NN.
