In the public investment plan for the period 2021-2025, it is necessary to review national target programs to have key and focal investments. However, this should not slow down the progress of implementing Resolution No. 120/2020/QH14, dated June 19, 2020 of the National Assembly approving the investment policy of the National Target Program on socio-economic development of ethnic minority and mountainous areas, period 2021-2030.

Also in the meeting agenda this afternoon, the National Assembly Delegation of Nghe An province agreed on the expected personnel to elect the President.

Previously, on July 23, the National Assembly Delegation of Nghe An province participated in a group discussion on the results of the implementation of the socio-economic development plan and the State budget in the first 6 months of the year and solutions to implement the socio-economic development plan and the State budget in the last 6 months of 2021; the 5-year socio-economic development plan (2021-2025).

In particular, the National Assembly Delegation of Nghe An province proposed that the National Assembly and the Government promptly issue investment policies and approve the National Target Program on New Rural Development; the National Target Program on Sustainable Poverty Reduction, period 2021-2025 and the system of poverty reduction policies and projects for the coming period so that localities have a basis to develop implementation plans; promptly issue documents guiding the process of investigation, review, and identification of poor and near-poor households according to the new poverty standards so that localities have a basis to develop plans and plans to organize the investigation and timely classification of poor and near-poor households according to Decree 07/2021-ND/CP of the Government regulating multidimensional poverty standards, period 2021-2025.

Research and promulgate principles, criteria, and norms for capital allocation to implement National Target Programs, in which the local counterpart capital ratio is not specified to create conditions for localities with difficulties in budget revenue to receive support from the central budget based on reviewing and compiling statistics associated with related criteria.

Regarding new rural construction, there should be specific solutions to support resources for ethnic minority areas and areas with special difficulties; promote digital transformation technology, build a national database to both call for social resources and integrate and synchronously build investment programs and projects; synthesize, publicize and make transparent social resources... issue ordinances to have a legal corridor to socialize resources in new rural construction.
