(Baonghean.vn) - Based on the draft resolution developed by the Provincial People's Committee, the Economic - Budget Committee of the Provincial People's Council agreed to submit to the Provincial People's Council for consideration and approval of a number of policies to attract investment in the province for the period 2021 - 2025.

On the morning of August 2, the Economic - Budget Committee of the Provincial People's Council held a meeting to review a number of draft resolutions in the economic - budget field submitted to the second session of the Provincial People's Council for the 2021 - 2026 term.

Attending the meeting were Vice Chairmen of the Provincial People's Council: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee and Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee; Also attending were Vice Chairman of the Provincial People's Committee Le Ngoc Hoa; representatives of the Provincial People's Committee Office and a number of provincial departments and branches.

Draft resolution promulgating a number of regulationsinvestment support policyin Nghe An province, the period 2021 - 2025 was developed and submitted by the Provincial People's Committee to replace Resolution No. 26/2016/NQ-HDND, dated August 4, 2016 of the Provincial People's Council on a number of investment support policies in the province due to some contents not being suitable with the province's investment attraction practices as well as some current regulations.

For example, in the 4 years of implementing Resolution No. 26/2016/NQ-HDND, there were no investment projects outside ofeconomic zone, industrial parks that meet all 3 factors of investment capital scale from 6,000 billion VND or more, attract and employ 500 or more workers with a contract term of 12 months, have a provincial budget contribution of over 100 billion VND in the first year when officially operating or regularly employ over 2,500 local workers to enjoy the policy of supporting site leveling, supporting investment in technical infrastructure outside the project fence to enjoy the policy.

ProjectsRecently attracted projects are small in scale, with total registered investment of less than 100 billion VND, accounting for 80.1% of total projects in the period 2016 - 2020.

During the review, the participants focused on clarifying the purpose of issuing the policy, which is to promote investment attraction in the area and on the basis of considering the essential contents that investors need as well as the province's budget balance conditions.

Some opinions also suggest that, in addition to input support policies, it is necessary to pay attention to adding output support policies such as trade promotion, advertising, and product consumption policies; policies to support attracting highly skilled and technical workers, etc.

After discussion by the meeting members, the Economic - Budget Committee of the Provincial People's Council basically agreed with the contents of the draft resolution.

Specifically, the draft resolution changes the condition of the project's investment capital scale from 2,300 billion VND or more; with a minimum provincial budget payment of 50 billion VND in the first year (excluding the trial operation period).

The policy is applied to all investment projects in the province, including support for labor training costs increased from 1.5 million VND/worker to 2 million VND/worker; support for investment preparation costs, the provincial budget supports 50% of the costs of implementing investment procedures in the investment preparation step according to contracts, invoices, and valid documents, but not exceeding 200 million VND/project after the project comes into operation; support for investment in building technical infrastructure outside the project fence, the provincial budget supports investment in roads and drainage systems to the project fence.

In addition to the general policy for all investment projects, the draft resolution also mentions a number of investment support policies for groups of investment and business projects inside and outside economic zones and industrial parks.

Specifically, investment and business projects in economic zones and industrial parks are supported in terms of prices, land and water surface rental prices. The provincial budget supports 50% of the cost of site clearance, but not exceeding 30 billion VND/100 hectares for investment and business projects in industrial park infrastructure and not exceeding 20 billion VND/1 project for projects to build and operate seaports.

For projects with an investment capital of VND 200 billion or more, investing in economic zones and industrial parks established by the Government but without an investor to build and operate infrastructure, after the project is completed and put into operation, and investment projects outside economic zones and industrial parks, the provincial budget will support 50% of the cost of site clearance, but not exceeding VND 5 billion for projects with investment capital from VND 200 billion to less than VND 1,000 billion and not exceeding VND 10 billion for projects with investment capital from VND 1,000 billion to less than VND 3,000 billion, not exceeding VND 15 billion for projects with investment capital from VND 3,000 billion or more.

In addition, investment projects outside economic zones and industrial parks are supported by the provincial budget to invest in building main traffic routes and low-voltage power lines to the center of raw material areas for long-term industrial crops, fruit trees, medicinal herbs, and animal feed plants with a scale of 100 hectares or more; 300 hectares or more for raw material forests; a scale of 20 million juveniles/year or 50 hectares or more for intensive shrimp farming.

After the review, the Economic - Budget Committee of the Provincial People's Council will report to the Standing Committee of the Provincial People's Council for consideration and submission to the Provincial People's Council for approval at the second session, term 2021 - 2026.

The Economic - Budget Committee of the Provincial People's Council also reviewed the draft resolution approving the overall adjustment project for the general planning of the Southeast Economic Zone until 2040; the draft resolution approving the list of works and projects requiring land acquisition in the province; the draft resolution on converting the purpose of using rice-growing land and protective forest land according to the provisions of Clause 1, Article 58 of the Land Law to implement works and projects in the province; the draft resolution on the policy of converting the purpose of using forests to other purposes.
