(Baonghean.vn) - Freelance workers working as porters, motorbike taxi drivers, bricklayers, construction workers, etc. will be supported by Nghe An province if they lose their jobs during the period of isolation, social distancing or temporary suspension of essential services according to the decision of the Provincial People's Committee and District People's Committee.

On the afternoon of August 4, at the regular meeting of July, the Standing Committee of Nghe An Provincial People's Council agreed in principle to allow the Provincial People's Committee to issue a Decision "regulating policies to support workers without labor contracts and some other special subjects facing difficulties due to the Covid-19 pandemic in Nghe An province".

According to the draft Decision of the Provincial People's Committee, the scope of application is for employees without labor contracts (freelance workers) and some other specific subjects facing difficulties due to the Covid-19 pandemic as prescribed in Point 12, Section II, Resolution No. 68/NQ-CP dated July 1, 2021 of the Government on a number of policies to support employees and employers facing difficulties due to the Covid-19 pandemic doing the following jobs:

- Collect garbage and scrap.

- Loading and unloading; transporting goods by rudimentary vehicles, 2-wheeled motorbikes, cyclos, three-wheeled vehicles, and carts at markets, train stations, river ports, seaports, airports, and bus stations.

- Driving a motorbike to carry passengers (motorbike taxi), a cyclo to carry passengers.

- Mobile lottery retail; mobile newspaper sales, shoe shining.

- Self-employed or working at businesses in the fields of food, accommodation, tourism, health care (medical massage, acupuncture), beauty salons (haircuts, shampoos, nails).

- Street vendors, small businesses without a fixed location.

- Passenger car assistant.

- Bricklayer, construction worker.

- Doing work in some non-essential services must temporarily stop operating according to the direction of Nghe An Provincial People's Committee, including: Bars, karaoke, dance clubs, saunas, massage parlors, spas, gyms, yoga, billiards, electronic game services, Internet access points.

Workers doing one of the above jobs will be supported when they lose their jobs during the period of isolation, social distancing or temporary suspension of essential services according to the decision of the People's Committee of Nghe An province, the People's Committee at the district level and are legally residing according to the provisions of the Law on Residence in the isolation and social distancing areas according to the decision of the competent State agency in Nghe An province. In particular, those working in some non-essential services will be considered for support within the whole province according to the decision of the People's Committee of the province.

The draft also stipulates that the support level is 50,000 VND/day/person calculated based on the actual number of days of job loss or temporary suspension of operations, but not exceeding 1.5 million VND/person/time of support. The support period is from May 1, 2021 to December 31, 2021.

At the meeting, the Provincial People's Council's Committee on Culture and Society agreed with the proposal of the Provincial People's Committee to issue this Decision. Based on the assessment of the necessity and legal basis, the Standing Committee of the Provincial People's Council agreed in principle to allow the Provincial People's Committee to issue this Decision.

Also at the working session, the Standing Committee of the Provincial People's Council approved the Submission and draft resolution on the proposal to extend the implementation period of tuition fees for the 2021-2022 school year to remain stable as in the 2020-2021 school year.
