(Baonghean.vn) - In the coming time, Nam Dan's development solutions need to closely follow the "axis" of striving to become a model new rural district focusing on Culture associated with Tourism.

On the morning of August 6, continuing the regular meeting program of July, the Standing Committee of Nghe An Provincial Party Committee listened to the report on the results of 4 years of implementing Resolution No. 07-NQ/TU, dated June 16, 2017 of the Standing Committee of the Provincial Party Committee on the direction and tasks of developing Nam Dan district to 2025, with a vision to 2030 (Resolution No. 07-NQ/TU) and 2 years of implementing Decision No. 17/QD-TTg, dated January 4, 2019 of the Prime Minister on approving the Pilot Project to build Nam Dan district, Nghe An province to become a model new rural district in the direction of cultural development associated with tourism, period 2018-2025 (Decision No. 17/QD-TTg).

Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Nghe An province, Chairman of the People's Council of Nghe An province chaired the meeting. Also attending were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades of the Standing Committee of the Provincial Party Committee; leaders of a number of departments, branches and Nam Dan district.

4 COMMUNES MEET 15/15 ADVANCED NEW RURAL CRITERIA

Implementing Resolution No. 07-NQ/TU, Nam Dan has identified the development, implementation and management of planning as one of the three breakthroughs in development in the period 2020-2025. Up to now, the Nam Dan District Construction Planning has been approved by the Provincial People's Committee; the adjustment and expansion of the Town's General Planning has been basically completed and is currently being submitted to the Department of Construction for appraisal.

Nam Dan town and Kim Lien commune are focused on directing and investing in key areas, gradually building the town to soon meet civilized urban standards and Kim Lien to meet model new-style rural commune standards in 2021.

The district has focused on building infrastructure for tourism; unique, branded products that meet OCOP product standards; new tourism models; as well as tourism promotion and development.

Implementing Decision No. 17/QD-TTg, Nam Dan has focused on reviewing criteria to improve quality, especially low-achieving criteria, focusing on criteria on infrastructure construction, agricultural products, landscape, environment, culture... Up to now, on average, communes in the whole district have achieved 10.2/15 advanced new rural criteria, 4 communes have achieved 15/15 criteria, and 6 communes have achieved 9 criteria or more.

However, in addition to the achieved results, the implementation of Resolution No. 07-NQ/TU and Decision No. 17/QD-TTg of the district still has shortcomings and limitations, such as: Average income per capita only reaches 55 million VND/person/year; economic restructuring is still slow. Tourism promotion and advertising work is still limited; Targets for building advanced new rural communes and model new rural areas are not achieved...

The Standing Committee of Nam Dan District Party Committee also proposed that the Standing Committee of the Provincial Party Committee pay attention to leadership, and the Provincial People's Committee direct and create favorable conditions to help Nam Dan continue to implement the contents on mechanisms, policies, works and projects according to Resolution No. 07-NQ/TU and Decision No. 17/QD-TTg; as well as a number of other recommendations.

At the meeting, opinions were assessed on the achievements of Nam Dan, as well as some shortcomings, limitations and orientations for the coming time.

Speaking at the meeting, referring to the upcoming tasks of Nam Dan, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that, together with the Nam Dan District Construction Plan approved by the Provincial People's Committee, this is the basis for implementing the district's socio-economic development.

Along with that, the Plan for conservation, restoration and promotion of the value of the special national relic of President Ho Chi Minh Memorial Site in Kim Lien Commune, Nam Dan District, approved by the Prime Minister in Decision 1943/QD-TTg dated November 27, 2020, is also a very important condition for Nam Dan to develop towards a model new rural district in the direction of cultural development associated with tourism.

Resolution 21/2020/NQ-HDND Stipulating a number of specific mechanisms and policies to support Nam Dan district in socio-economic development in the 2021-2025 period, creating favorable conditions for Nam Dan to develop.

However, the Chairman of the Provincial People's Committee also noted that in allocating resources, the district needs to select, arrange, and allocate appropriately, with priority; at the same time, in attracting investment, it is also necessary to select with focus and key points.

Speaking, Standing Deputy Secretary of the Provincial Party Committee Nguyen Van Thong basically agreed with the contents reported by the Standing Committee of the District Party Committee. At the same time, he also noted that although there have been changes, Nam Dan needs to continue to innovate its thinking in development, effectively arouse internal and external resources; and not let the mindset of waiting and relying, especially among cadres, become an obstacle in the development process.

Assessing that the construction and implementation of new rural planning has not been deeply rooted and clearly demonstrated in each commune, village, and hamlet, the Standing Deputy Secretary of the Provincial Party Committee suggested that the district should evaluate and review the quality of planning and implementation of new rural planning in the communes.

ABSOLUTELY PROTECT PLANNING, EFFICIENT USE OF RESOURCES

Concluding this content, Provincial Party Secretary Thai Thanh Quy assessed that in recent years, Nam Dan's political system has had relatively good movements from the district to the grassroots; gradually eliminating the mindset of waiting and relying, as evidenced by the district achieving new rural status; the appearance of the whole district has changed a lot, especially the appearance in rural areas, cultural values ​​have been preserved, there are many typical products...

However, some targets have not met the expectations of the province as well as the Central Government for Nam Dan. The efforts and striving to break through and rise up of the Party Committee and the People of the district, the participation of provincial departments and branches with Nam Dan in the spirit of Resolution No. 07-NQ/TU can be said to have not achieved as expected.

In the coming time, emphasizing the goal of building Nam Dan into a model new rural district in the direction of developing culture associated with tourism as a consistent orientation, the Provincial Party Secretary noted that the solutions set out must closely follow this development axis, especially in building new rural areas, it is necessary to preserve the soul, culture, and traditions of the village; have effective models; become a memorable destination for the people of the province, domestic and international tourists.

Along with building a new model rural area, in agricultural development, there must be specific products because Nam Dan has the advantage of many traditional craft villages, many products, and products with a long history.

Regarding planning work, the Provincial Party Secretary requested the district to absolutely protect planning associated with environmental protection to create a good environment for cultural and tourism development. On the other hand, in the context of limited resources, along with promoting internal resources, the district needs to exploit and use them reasonably, effectively, and appropriately to the context and work.

In particular, the Provincial Party Secretary suggested that Nam Dan should continue to maintain and promote the spirit of solidarity, unity, sharing and mutual support, especially in the Standing Committee and the Standing Committee of the District Party Committee for the common development goal of the district. The heads of Party committees and authorities must pay close attention to this content.
