Provincial Party Secretary Thai Thanh Quy receives citizens at regular session in August 2021
(Baonghean.vn) - On the morning of August 5, at the provincial citizen reception office, comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation, Chairman of the People's Council of Nghe An province received citizens at the regular session in August 2021.
Also attending were comrade Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; comrades of the Standing Committee of the Provincial Party Committee: Le Hong Vinh - Standing Vice Chairman of the Provincial People's Committee; Le Duc Cuong - Head of the Provincial Party Committee's Organization Committee; Ho Le Ngoc - Head of the Provincial Party Committee's Internal Affairs Committee, Bui Thanh An - Head of the Provincial Party Committee's Inspection Committee; and representatives of leaders of relevant departments, branches and localities.

At the citizen reception session, Ms. Hoang Thi Mai requested to implement the planning of an 18m road passing through her land in Block 7, Le Loi Ward (Vinh City) since 2002. If it cannot be implemented, the planning should be deleted so that citizens can exercise their rights as land users. Because currently, most of the area is about 379 m2Her family's planning affects family life in many aspects.
However, according to the authorities, deleting the planning in the Land Use Rights Certificate when the planning is still in effect is not in accordance with the law.
On the other hand, the State has not yet allocated the budget to implement the project of expanding the road passing through Ms. Mai's land plot, so there is no basis for carrying out land recovery, compensation and site clearance.

When reporting on the planning of the 18m road above, Vinh City leaders and the Department of Construction both said that from a scientific perspective, planning this road is necessary.
After listening to opinions from citizens, localities and relevant sectors, Provincial Party Secretary Thai Thanh Quy said that it is necessary to carry out planning work based on a scientific perspective, especially in newly planned areas.
However, in areas with long-standing and dense populations, new planning needs to be carefully considered based on the application of planning science, but must be closely linked to reality, locality, people's opinions, and social life in that area.

Therefore, the head of the Provincial Party Committee requested the Provincial People's Committee to assign the Department of Construction to preside over the analysis of traffic volume, number of people, total investment, total compensation costs in the area within the planning scope of this 18m road. Within 1 month from the date of receiving citizens, report the results to the Provincial Party Secretary. On that basis, there will be a direction to direct the adjustment of the road planning.
Through this incident, comrade Thai Thanh Quy requested that the planning of roads in the core urban area of Vinh in wards such as Le Mao, Hong Son, Cua Nam, Doi Cung, Le Loi... must be carefully studied and calculated to avoid repeating cases such as the planning of the 18m road in Le Loi ward, only 230m long but has lasted for 20 years, affecting 12 households.

Next, Provincial Party Secretary Thai Thanh Quy received Ms. Nguyen Thi Hien and her son, who are currently living in Hamlet 21, Nghi Phu Commune (Vinh City). According to the family's opinion, to build the Vinh - Cua Lo road (phase 1), a piece of land with a total area of 656 m2The family's property has been confiscated over 550 m2To serve the construction of the road, the remaining part is more than 105 m.2A church was built to worship ancestors.
On Ms. Hien's land plot, there are 4 households living, including Ms. Nguyen Thi Hien and her 3 children. Based on the provisions of the law, Vinh City People's Committee has approved the plan to allocate land to 3 households of Ms. Hien's children, each household 1 plot of land with a total area of 3 plots of land of 450 m2.2.

However, her family has not agreed to receive the land, but requested to be given an additional plot of land for Ms. Hien to live on, ensuring that the total area of new residential land given to the family is equal to the recovered land area of more than 550 m2.2.
At the meeting, based on the State's regulations on land, as well as considering that Ms. Hien's family is a family with revolutionary contributions, Provincial Party Secretary Thai Thanh Quy concluded and agreed with the solution proposed by the leaders of Vinh city, the Department of Natural Resources and Environment, and the Provincial People's Committee.

Accordingly, the Vinh City People's Committee is assigned to prioritize land allocation for valuation in the city's residential land planning with specific prices according to general regulations. The area of the allocated land plot is equivalent to the difference between the recovered land area and the total area of 450 m2of the 3 plots of land previously approved the land allocation plan for the 3 children of Ms. Hien's family. This plot of land is not considered resettlement land because it is contrary to Regulation 58 of the Provincial People's Committee.
