Abolish the content related to the regime of allowances and non-salary expenses of cadres, civil servants and public employees originating from the State budget.

The Government issued Directive 21 dated August 5, 2021 on improving the effectiveness of implementation and innovating financial and income management mechanisms associated with the characteristics of management agencies.State administrationThe Prime Minister requested ministries and branches that are allowed to apply financial mechanisms associated with specific characteristics and ministries and branches with affiliated administrative agencies that are allowed to apply financial mechanisms associated with specific characteristics of their units to prepare necessary work to implement according to the above roadmap.

In particular, units are required to focus on performing the following tasks: Reviewing documents issued by ministries and central agencies, submitting them to competent authorities for amendment or amending them according to their authority to abolish content related toregimeallowances, expenses other than salaries of cadres, civil servants and public employees originating from the State budget (such as: meeting allowances, allowances for drafting legal documents, projects, seminars...) in which the completion time is clearly determined to ensure that they come into effect at the same time as the regime is implemented.salarynew according to Resolution 27-NQ/TW.

Evaluate and propose solutions and mechanisms to ensure the operational efficiency of agencies and units after implementing the new salary policy according to Resolution 27-NQ/TW (including solutions and mechanisms to ensure resources for implementing tasks of spending on investment in equipment, technical facilities and other necessary expenses, in addition to salaries and income) on the basis of legal provisions onState budget, fees and charges and relevant legal regulations.

In addition, the Prime Minister also requested ministries, branches and agencies to closely coordinate with the Ministry of Home Affairs to perfect regulations on civil servant and public service regimes, determine job positions and civil servant structure of management units associated with titles, positions, and professional and technical tasks.
