Proposal to auction the land of the village cultural house after the merger to have funds for new construction

(Baonghean.vn) - This is a reflection of voters' opinions by delegates of the Nghe An Provincial People's Council during the discussion session at the hall at the second session of the 18th Provincial People's Council on the afternoon of August 12.

Regarding the handling of cultural houses of blocks and hamlets after the merger, delegate Ha Xuan Quang - Delegate Group of Dien Chau district said: After the merger, cultural houses of hamlets are both redundant and lacking because the number of hamlets has decreased but the area and facilities are lacking due to the increase in the number of households.

“Voters are wondering, now if we want to build new ones, where will we get the money?”, delegate Ha Xuan Quang expressed and said that voters proposed that the Provincial People’s Committee and departments, branches and sectors should allow the policy of opening up new areas for further construction; and where it is not possible to open up new areas but the land for the cultural house is suitable for residential land use planning, then allow the policy of auctioning off residential land. The entire auction fee will be used to support 100% of the blocks and hamlets to build new cultural houses.

According to the direction of the Chairman of the Session, answering this issue, Deputy Director of the Department of Finance Nguyen Thanh Tung said: In 2019, after the policy of merging communes, hamlets, villages, and hamlets, the Department of Finance issued a document guiding units to review and develop a plan to arrange house and land assets after the merger.

The representative of the Department of Finance said that since then, this unit has had 4 more guiding documents to implement this content. Up to now, in Nghe An province, 18/21 district-level units have reported to the Department of Finance.

On June 28, 2021, the Ministry of Finance issued an official dispatch on guidelines for arranging and managing assets after the merger. The Provincial People's Committee continued to hold a meeting last July on this issue.

Deputy Director of the Department of Finance Nguyen Thanh Tung said: The records and documents reporting to district-level units are almost all just reporting data, while the accompanying records and documents are very lacking. This is one of the difficulties in handling the arrangement of real estate assets after the merger. Along with that, in the districts, there are some real estate assets under the management of the Central Government, so the arrangement process needs to seek the Central Government's opinion.

The Department of Finance has reported these difficulties to the leaders of the Provincial People's Committee; and at the most recent meeting, the leaders of the Provincial People's Committee assigned tasks; accordingly, the complete documents will be submitted for arrangement this August, and the districts with missing documents will continue to be urged to supplement and complete them as a basis for the Department of Finance to advise the Provincial People's Committee.

Regarding the headquarters of the hamlet cultural house after the merger, in response to voters' suggestions on organizing an auction of hamlet cultural houses to build new cultural houses suitable for the population size after the merger, the Deputy Director of the Department of Finance said that the Department would accept it to advise the Provincial People's Committee on the general handling of house and land assets after the merger of communes, hamlets, villages, and hamlets.
