SOLVING EMPLOYMENT FOR WORKERS
Speaking at the discussion session of the 2nd Session of the 18th Provincial People's Council, delegate Lo Thi Kim Ngan (Thanh Chuong district) expressed her opinion: In the situation of severe impact of the Covid-19 pandemic, the large number of Nghe An workers returning home from localities across the country will seriously affect the socio-economic development and stabilize the lives of localities, especially mountainous areas with many difficulties.
"The province should supplement the plan for the last 6 months of 2021 with policies on employment and livelihood creation for repatriated workers, especially those from ethnic minority areas, to ensure the "dual" goal of both preventing the epidemic and ensuring economic growth," delegate Lo Thi Kim Ngan proposed.

Explaining the opinions of delegates and voters concerned about solutions to solve employment and create livelihoods for workers affected by the Covid-19 pandemic and workers in ethnic minority areas, Director of the Department of Labor, War Invalids and Social Affairs Doan Hong Vu affirmed: In recent times, the province has always paid special attention to job creation for workers.
After the National Assembly issued Resolution 88 on overall socio-economic development of ethnic minority and mountainous areas, the province proactively researched and issued a project for the 2021-2025 period, including proposing policies on livelihoods, creating conditions for loans, supporting employment, and exporting labor...
According to the statistical review of districts from April 27 to August 5, the number of people who freely returned to their hometowns was 72,000 people, of which the number of workers was over 9,000 people.
According to statistics in the first 6 months of the year, the whole province had nearly 10,000 people who lost their jobs and received unemployment benefits worth 140 billion VND; the number of people affected by having to stop working, lack of jobs, or have reduced jobs increased.
To solve the employment problem for workers, the industry has advised the Provincial People's Committee to strengthen solutions to increase the number of workers in the province. According to the project for the next 5 years, the province will increase the number of workers in the province from 37% to 66%, reduce the number of workers from other provinces; reduce the number of workers exported, and increase the number of jobs created on the spot.

One is,Information enhances the connection between labor supply and demand.
Monday,Improve labor quality, thereby increasing labor productivity and income for workers, including rural and mountainous workers. It is expected to increase labor productivity by about 15%.
Tuesday,support business development, youth and students to start a business
Wednesday,Pay attention to livelihood models, especially state projects with economic development orientation.
Thursday, capital support, policies, and regimes such as vocational training and labor export costs.
Friday, strengthen leadership solutions.

TIMELY IMPLEMENTATION OF SUPPORT POLICIES
Implementing Resolution 68 and Decision 63 on supporting employees and employers facing difficulties due to the impact of the Covid-19 epidemic, after the Prime Minister's Decision 23 dated July 7, 2021, the Provincial People's Committee issued Plan 386 dated July 15, 2021; Decision 22 dated August 9, 2021 on resolving 9 groups of workers entitled to support due to the impact of the Covid-19 epidemic. Accordingly, the province has clearly assigned and decentralized tasks and responsibilities from the province to villages, hamlets and communes.
The Director of the Department of Labor, Invalids and Social Affairs expressed his hope that in the coming time, all levels and sectors need to increase dissemination and propaganda to people, businesses, and beneficiaries.
At the same time, the declaration and approval must be quick and payment must be made promptly. Along with that, it is necessary to strengthen the inspection and supervision of the implementation process to ensure publicity, transparency, accuracy, timeliness, and correctness to the subjects; and timely reporting of the implementation./.
