- Markets managed by Enterprises and Cooperatives: Enterprises and Cooperatives make a list of small traders selling essential goods and send it to the People's Committees of wards and communes where the market operates to confirm the Travel Permit for small traders.

Group 7: Individuals doing individual business in essential fields must have a negative test result certificate using PCR method or rapid antigen test within 72 hours from the date of test result issued by a competent testing agency.
