Provincial People's Council and responsibilities in the new situation

Initial movement

New term 2021 - 2026,Nghe An Provincial People's Council elected 83 delegates(9 delegates less than the 2016 - 2021 term). The Provincial People's Council delegates in this term are assessed to be broad in structure, diverse in composition and improved in quality. In particular, according to the project approved by the Provincial Party Standing Committee, the apparatus of the Provincial People's Council is innovated, including the heads of the Provincial People's Council committees not being held concurrently by the Standing Committee members but being arranged as full-time delegates and members of the Provincial People's Council committees not being members of the Provincial People's Committee.

This was affirmed by comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council, which will increase independence, initiative, objectivity and promote the highest level of the specialized agency of the Provincial People's Council in the activities of examining reports and draft resolutions submitted by the Provincial People's Committee at meetings; in supervising and surveying the implementation of policies, guidelines and law enforcement of the Provincial People's Committee and all levels.

Along with the apparatus, the methods and ways of organizing the work of the Provincial People's Council have also been innovated, promoting the role and combined strength of the Provincial People's Council delegates, delegation groups, and Provincial People's Council committees; being flexible and creative in each specific situation. This is most clearly demonstrated in the organization of the Second Session - the first regular session, term 2021 - 2026 of the Provincial People's Council, held in mid-August.

From the stage of reviewing reports, submissions, and draft resolutions submitted to the meeting, each comrade in the Standing Committee and members of the Provincial People's Council committees carefully studied, gave independent opinions, and were synthesized and presented at the review meeting. On that basis, representatives of the Provincial People's Committee, relevant departments, branches and sectors received them to adjust, supplement or explain right at that review meeting (departments and branches did not re-read reports, submissions, and draft resolutions previously sent to the Standing Committee and the Provincial People's Council committees at the meeting).

With the goal of administrative reform, moving towards a "paperless" session, at the second session, the session documents are sent via email and document management software for delegates to study in advance, ensuring more depth and quality, instead of having to study at the session. The Standing Committee of the Provincial People's Council also sets out the responsibility requirements for the Provincial People's Council delegation groups to synthesize local voters' opinions; organize discussions, synthesize comments of Provincial People's Council delegates in the group related to reports and draft resolutions submitted to the session, including thosethoughts, opinions, suggestionsof delegates on current mechanisms and policies, sent to the Provincial People's Council Office.

On that basis, the Provincial People's Council synthesizes and sends it to the delegates and the Provincial People's Committee, departments and branches for research and response, without waiting for the session to conduct discussions and questions, reducing pressure on the session. Therefore, although the second session just passed, the organization time was reduced by 1 day compared to previous regular sessions (no group discussion session or question session), the quality and content of the session were still guaranteed.

Improve the professionalism of delegates

To improve the quality and effectiveness of the Provincial People's Council's operations in the new term, contributing to the good performance of the position and role of the State power agency in the locality, representing the will, aspirations and mastery of the people, the most important factor is the awareness, responsibility and operational capacity of each Provincial People's Council delegate.

Each delegate, in the process of performing their duties, also needs to increase their research.monitor implementationplans, policies and activities of governments at all levels, especially local governments where elected, so that plans and policies can be put into practice; at the same time, through supervision, urge governments at all levels to shift from explanation and explanation to solutions and ways to solve practical problems as well as legitimate recommendations of voters as directed by Chairman of the Provincial People's Committee Nguyen Duc Trung for governments at all levels.

Each People's Council delegate must regularly study and improve their professional capacity and skills to meet the requirements of their tasks in the new situation.

Overcoming difficulties and problems

In addition to the quality of the delegates' activities, in this new term, the Provincial People's Council also pays attention to solving difficult and complicated problems that arise in practice. For example, in resolving voters' petitions, in practice, there are still many petitions that voters have repeatedly reported but have not been resolved completely. This affects the trust of voters and people in the elected body. The problem is that the Provincial People's Council needs to have a clear mechanism for resolving and responding to voters' petitions; any petitions that are stuck due to mechanisms and policies must be clearly answered; any petitions that are due to lack of resources for implementation must have a clear plan and roadmap to prioritize resources for implementation, limiting the situation of "blaming" resources so that there is no specific solution.

Along with that, there are solutions to improve the effectiveness and efficiency after supervision, after questioning and explaining of the People's Council, the Standing Committee and the People's Council committees of the province in some contents and topics that are not high and not thorough...

The innovation of the Provincial People's Council in the preparation and organization of the second session was affirmed by Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council: That is an important premise to continue improving the quality of the upcoming sessions of the Provincial People's Council; in which, focusing on innovating the method of organizing and conducting discussions at the session; selecting discussion and questioning contents that are close to reality, issues that are of interest to the majority of voters, associated with the responsibility of quick - concise - thorough explanation of relevant functional agencies.

Strengthening the application of information technology, moving towards effectively applying the model of "paperless meetings", managing data and documents of the Provincial People's Council using software. Diversifying forms of contact with voters, in the direction of increasing thematic contact, direct contact with people, workers, by profession, by gender... Innovating information work, propagating the activities of the People's Council, creating a "bridge" between delegates, voters and people in the whole province...
