3,035 prisoners were granted amnesty on National Day.
In addition to the 3,026 prisoners currently serving their sentences, 3 individuals whose sentences have been temporarily suspended and 6 cases of deferred sentences are eligible for amnesty.
The 2021 amnesty decision was signed by President Nguyen Xuan Phuc on August 30th and took effect on September 1st. This is the first amnesty implemented under this policy.Amnesty Law 2018.
According to the Ministry of Public Security, the announcement ceremony for the 2021 amnesty decision at various locations will be "simple" to ensure compliance with COVID-19 prevention and control requirements, avoiding the spread of the virus to detention facilities.
Those granted amnesty and returning to their place of residence will have their personal documents reissued and be issued Citizen Identity Cards by the police and local authorities in the receiving area. They will also be registered for vocational training, career guidance, and job placement to facilitate their reintegration into the community.

The 2021 National Day amnesty program did not consider pardons for prisoners convicted of treason, espionage, activities aimed at overthrowing the people's government, or disrupting security. Those who had previously received amnesty, had two or more prior convictions, were convicted of organized murder, rape, incestuous child rape, or armed robbery were also ineligible.
The most recent amnesty was in 2016, granting amnesty to 4,200 prisoners, and nearly 200 others were granted deferrals or temporary suspensions of their prison sentences.
From 2009 to 2016, Vietnam granted six rounds of amnesty, releasing nearly 90,000 prisoners early. The majority of those granted amnesty returned to their residences, settled down, and engaged in honest work, resulting in a low recidivism rate, according to the Ministry of Public Security.
