Dear comrades, distinguished guests and friends!

On behalf of the Party, State, Government and People of Vietnam, I warmly welcome comrades, distinguished guests and friends from all over the world to attend the Anniversary Ceremony.76th National Day of the Socialist Republic of Vietnam.

76 years ago, on September 2, 1945, at a rally at the historic Ba Dinh Square, President Ho Chi Minh read the Declaration of Independence, announcing to the people and the world the birth of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam. Firmly following the path chosen by the Communist Party of Vietnam and President Ho Chi Minh - National Liberation Hero, World Cultural Celebrity, over the past 76 years, the Party, State and People of Vietnam have continuously fought to protect the independence, sovereignty, unity, territorial integrity, the right to self-determination of the nation and the right to freedom and happiness of the People with the spirit of "Nothing is more precious than independence and freedom".

Vietnam always actively supports and strives for responsibility for peace, equal relations and prosperity in the region and the world according to President Ho Chi Minh's thought: "We must link national independence with international solidarity; use the spirit of goodwill and peace to resolve disagreements, on the basis of linking national interests with the interests of countries in the region and the common interests of progressive humanity".

In particular, after more than 35 years of implementing the policy of Innovation, openness and integration, overcoming many difficulties and challenges, with the valuable and effective support and assistance of international friends, Vietnam has achieved great and historic achievements in all fields:

The scale and potential of the economy have increased rapidly; from a poor, underdeveloped country, Vietnam has become a middle-income developing country. The United Nations has recognized Vietnam as one of the leading countries in realizing the Millennium Development Goals, especially in poverty reduction, gender equality, health care, and education. The material and spiritual life of the people has been constantly improved. The Communist Party is increasingly clean and strong. The leadership capacity and fighting strength of the Party organization and Party members have been increasingly enhanced. Socialist democracy has been strengthened. The socialist rule of law state "of the people, by the people, and for the people" has been increasingly consolidated. The socialist-oriented market economy has developed in the right direction and effectively.

The investment and business environment is increasingly favorable. Politics and society are stable. National defense and security are maintained. Foreign relations and international integration are increasingly extensive. Up to now, Vietnam has become a country with a population of nearly 100 million people and a GDP per capita of more than 3,500 USD. With the great achievements that have been made, General Secretary Nguyen Phu Trong affirmed: The country has never had such a foundation, potential, position and prestige as today.

These historic achievements are a testament to the spirit of solidarity, indomitable will and aspiration for development of the entire nation under the leadership of the glorious Communist Party of Vietnam. At the same time, it affirms that Vietnam is always a friend, a reliable partner and an active and responsible member of the international community, as the United Nations Secretary-General Antonio Guterres stated on June 19, 2021: “Vietnam has made positive and responsible contributions to the United Nations and to global issues, especially at the United Nations Security Council; Vietnam is an important factor contributing to peace and stability in the region”.

The Party, State and People of Vietnam always remember, respect and are grateful for the effective and practical companionship and support of countries, friends, organizations and the international community for Vietnam in the past struggle for national liberation and reunification, as well as the cause of national construction and defense today.

Dear comrades and ladies!

We are living in an era of globalization with rapid and unpredictable changes. In particular, the Covid-19 pandemic that has emerged and broken out in the past two years has caused severe damage to countries in many areas, especially the health, lives and livelihoods of people, causing a global economic recession; increasing unemployment, poverty, inequality, lack of security and safety for people...

In addition, there are traditional and non-traditional security risks such as conflicts in many regions, terrorism, climate change, rising sea levels, population aging, etc. We are facing great opportunities, but along with them are intertwined and increasingly complex and unpredictable challenges.

Under the leadership of the Communist Party of Vietnam, the participation of the entire political system and with the will and indomitable spirit of the entire nation, Vietnam has been joining hands and making efforts to carry out two key tasks: effectively preventing and fighting the epidemic and recovering and developing the socio-economy, ensuring social security and safety for the people. Preventing and fighting the epidemic is identified as an important and urgent task at this time, with the spirit of protecting the health and lives of the people first and foremost, including foreigners working, studying and living in Vietnam.

We are determined to prevent and repel the epidemic by all measures, especially to quickly have enough vaccines and vaccinate as quickly, as much as possible, as soon as possible, ensuring science, safety, effectiveness, and free of charge for all people. Vietnam also always accompanies, shares, and cares about solving difficulties for the business community, investors, and foreign partners, not to disrupt the global production and supply chain.

On this occasion, on behalf of the leaders of the Party, State and people of Vietnam, I would like to express my understanding, sympathy and sharing with the difficulties and losses that the Governments and peoples of other countries are facing due to the pandemic. Vietnam sincerely thanks the countries, friends and international organizations that have cooperated closely and provided active and effective support to Vietnam, especially in the prevention and control of the epidemic in recent times; including the large amount of vaccines, medicines and medical equipment that Vietnam has received.

At the same time, we thank the countries and international organizations that have paid attention and created favorable conditions for the Vietnamese community living and working abroad. We express our gratitude and appreciation for these extremely noble gestures, showing sympathy, sharing, and helping each other in difficult times, which are evidence of the deep friendship and lasting solidarity between Vietnam and friends around the world.

The pandemic will continue to last, with complex and unpredictable developments. The most important thing is that we have cooperated closely and must continue to cooperate even more closely! We have been united, we must be even more united! We must join hands and contribute to repelling the pandemic. The efforts of each country are the key and decisive factor, but international cooperation is important and groundbreaking.

I believe and respectfully request that in the coming time, countries and international organizations continue to pay attention to and promote more strongly international cooperation, share technology transfer, experience, finance, materials, equipment, medical biological products, treatment drugs, and especially support us with vaccines as quickly, as much as possible and as soon as possible because for us, "the best vaccine is the one that is injected earliest". At the same time, I hope that you will create conditions for investment, international trade, cooperation in transportation, transportation of people and goods between countries, and prevent disruption of global production and supply chains.

Dear comrades and ladies!

The 13th National Congress of the Communist Party of Vietnam has set goals for each period from now until 2025, 2030 and especially until 2045 for Vietnam to become a developed, high-income country with a socialist orientation. To achieve that great goal, Vietnam will continue to ensure the highest national interests on the basis of the fundamental principles of the United Nations Charter and international law, equality, cooperation and mutual benefit. Continue to inherit the glorious tradition and achievements to develop the country quickly and sustainably, for the goal of a rich people, a strong country, democracy, fairness and civilization. Closely link and synchronously implement tasks, in which economic development is the center, Party building is the key, culture is the spiritual foundation of society, strengthening national defense and security is an important and regular task.

In particular, we identify people as the center, subject, main resource and goal of development; comprehensive development, closely linking and harmonizing traditional values ​​and modern values.

Vietnam's stability and development are always closely linked to the peaceful, cooperative and developing environment of the region and the world. The Vietnamese Government always advocates implementing an independent, self-reliant, multilateral, diversified foreign policy, proactively and actively integrating comprehensively, deeply and effectively into the international community; being a good friend, a reliable partner and a responsible member of the international community. Persistently resolving disputes over territorial sovereignty, seas and islands by peaceful means, on the basis of international law; maintaining a peaceful and stable environment for the country's rapid and sustainable development.

At the same time, Vietnam wishes to join hands to resolve traditional and non-traditional security issues; promote globalization, connectivity, and international integration, for a greener, cleaner, more sustainable, inclusive, and humane world.

Vietnam continues to promote foreign affairs and international integration activities in many flexible, creative and appropriate forms. Since the beginning of the year, leaders of the Party and State of Vietnam have attended and spoken at over 50 online summits and phone calls with leaders of many countries and international and regional organizations. Exchanges of delegations at all levels, especially high-level delegations, continue to be focused on, focusing on discussions and consensus on important issues related to peace, security and development in the world and in the region, including cooperation in dealing with the Covid-19 pandemic and climate change. These are global issues, so we need to have a global, equal and mutually supportive approach in the current period.

Dear Ambassadors, Chargé d'Affaires and representatives of international organizations!

Dear comrades and ladies!

In the current period, the Vietnamese Government is very understanding of the difficulties and disruptions in your work and life in our country. I appreciate and thank you for your sharing, solidarity and important role in promoting connections and cooperation between Vietnam and the governments of other countries and international organizations. Through you, I would like to send to the leaders of countries and international organizations my respectful greetings, sincere thanks, warm greetings and best wishes. I hope to soon have the opportunity to work and discuss issues of mutual concern; for peace, cooperation and development, for the benefit and prosperity of peoples around the world.

The Vietnamese have a saying: “Fire tests gold, hardship tests strength”; this challenge will train our mettle. History has proven that in times of difficulty, challenge and hardship, the spirit of solidarity, mutual support and sharing is a precious medicine for us to overcome the pandemic together and further strengthen our relationships.

Promoting the spirit of patriotism, historical and cultural traditions of the nation under the leadership of the Communist Party of Vietnam, Vietnam pledges to continue to make efforts with the highest determination together with the international community to repel the epidemic. We firmly believe that together we will defeat the Covid-19 pandemic; the dawn of a peaceful life will soon return.

In a solemn and friendly atmosphere, sharing the joy of "Independence Day" with the Vietnamese people celebrating the 76th anniversary of National Day, I propose that we together once again affirm our efforts:

For a peaceful, stable, safe and prosperous world!

For peace, happiness and prosperity of the country and people of Vietnam!

For the good friendship and cooperation between Vietnam and countries, international organizations and friends!
