His family called an ambulance but failed, so they asked an acquaintance to take a truck to many emergency medical facilities, but none of them accepted him. At 4:00 a.m. on August 14, Mr. Duong died in his rented room.

Explaining this, the clinic said that the ambulance had been requisitioned for COVID-19 prevention and control activities.

Military Hospital 4, after receiving an emergency case, did not organize emergency treatment, did not create a medical record, did not have a referral letter or transfer letter according to regulations, but asked the patient's family to transfer the patient themselves, and did not transfer the patient to a higher level by a specialized ambulance, which is a violation of regulations.

The investigation agency determined that the actions of the above medical facilities and doctors violated the Law on Medical Examination and Treatment. In particular, Ngoc Hong General Clinic and Military Hospital 4 showed signs of the crime of "failing to rescue people in life-threatening situations".

Provincial police are coordinating with relevant agencies to review and handle Hong Ngoc General Clinic.

As Military Hospital 4 is a medical facility of the Army, Binh Duong Provincial Police will transfer the case to the Military Investigation Agency for further investigation and handling.
