At a press conference on COVID-19 prevention and control in Binh Duong province on the morning of September 1, Colonel Tran Van Chinh - Deputy Director of Binh Duong Provincial Police said that he had identified violations by medical facilities that refused to provide emergency care, leading to the death of one victim.
Previously, at around 8:00 p.m. on August 13, Mr. Ngo Duong (born in 1964, from Tra Vinh; temporarily residing in Tan Dong Hiep ward, Di An city, Binh Duong) vomited. His family called an ambulance but failed, so they asked an acquaintance to take a truck to many emergency medical facilities, but none of them accepted him. At 4:00 a.m. on August 14, Mr. Duong died in his rented room.
During the investigation, the Investigation Police Agency of Binh Duong Province Police determined that: Di An City Medical Center (Binh Duong) has not properly implemented the instructions of the Department of Health on receiving, admitting, examining, providing emergency care, and treating patients during the epidemic situation.COVID-19.

Nam Anh General Clinic, Phuc Tam 2 and An Phu Hospital do not strictly follow the 24/7 duty to receive information and organize emergency instructions, examination and treatment of patients, which is not in accordance with the procedures and regulations of the law.
Ngoc Hong General Clinic received the case but thought it was beyond the scope of its expertise, so it asked the patient's family to transfer the patient to a higher level but did not create a medical record, did not issue a referral form, did not transfer the patient to a higher level by a specialized ambulance. Explaining this, the clinic said that the ambulance had been requisitioned for COVID-19 prevention and control activities.

Military Hospital 4, after receiving an emergency case, did not organize emergency treatment, did not create a medical record, did not have a referral letter or transfer letter according to regulations, but asked the patient's family to transfer the patient themselves, and did not transfer the patient to a higher level by a specialized ambulance, which is a violation of regulations.
The investigation agency determined that the actions of the above medical facilities and doctors violated the Law on Medical Examination and Treatment. In particular, Ngoc Hong General Clinic and Military Hospital 4 showed signs of the crime of "failing to rescue people in life-threatening situations".
Provincial police are coordinating with relevant agencies to review and handle Hong Ngoc General Clinic.
As Military Hospital 4 is a medical facility of the Army, Binh Duong Provincial Police will transfer the case to the Military Investigation Agency for further investigation and handling.
