(Baonghean.vn) - On the evening of September 12, Vinh City People's Committee issued Plan No. 207/KH-UBND on implementing Decision No. 3327/QD-UBND, dated September 12, 2021 of Nghe An Provincial People's Committee on adjusting measures to prevent and control COVID-19 epidemic in Vinh city.

For the remaining establishments and services that are allowed to operate, however, the following conditions must be met: Encouraging the implementation of "3 on-site"; organizing reasonable work to minimize traffic on the road while the city is implementing measures to prevent and control the Covid-19 epidemic. Organizing random SARS-CoV-2 testing for employees in agencies, units, establishments... periodically every 7 days (For establishments with more than 20 employees: test 20% of employees; for establishments with 3 - 20 employees: Test at least 30% of employees).

Implement the signing of a commitment between the employee and the leader, head of the agency, unit, organization; the head is responsible for the work of epidemic prevention and control. Provide documents and papers proving that SARS-CoV-2 testing has been organized to the People's Committees of the local wards and communes for supervision and management.

The city continuespauseritual, religious and belief activities; stop all cultural, artistic, physical education, sports and entertainment activities. For weddings and funerals: Only organize within the family and really necessary relationships but no more than 20 people.

For traditional markets, Vinh Cityallow markets to reopen, including: Hung Dung market, Quang Trung market, Ben Thuy market, Vinh market, Vinh Railway Station market, Chua market, Nghi Lien commune, Hung Phuc temporary market and Coi market, Hung Loc commune. Hung Dung market is only allowed to reopen after September 17, 2021. The remaining markets continue to be closed.

Reopened markets are only allowed to sell essential business items such as: food, groceries, vegetables, fruits, dried goods, and essential goods. Food service establishments at the markets are not allowed to operate.

The city assigned the People's Committees of wards and communes, Vinh Market Management Board, Vinh Railway Station Market, cooperatives, enterprises managing, operating and exploiting markets in the area to strictly implement epidemic prevention and control measures according to regulations.

Shopping malls, supermarkets, and business establishments managed by enterprises must establish a Management Team to carry out epidemic prevention and control tasks; at the same time, sign a commitment with the People's Committees of wards and communes in the area to ensure the prevention and control of Covid-19. At the entrance area, arrange forces to measure body temperature, require employees/workers, vendors, and customers to make medical declarations, disinfect hands, wear masks, and keep a distance according to regulations, absolutely not allowing crowds to gather in front of and inside the store. In front of the entrance, there must be a queuing area with lines marking the distance between customers according to regulations, avoiding crowds. Booths must have partitions/dividers; arrange signs on epidemic prevention and control regulations for customers, and provide enough hand sanitizer...

Essential goods businesses managed by individual households must sign a commitment with the People's Committees of wards and communes where they operate to ensure Covid-19 prevention and control work according to regulations. Stalls must arrange partitions/screens; provide enough hand sanitizer at the entrance and exit, maintain distance according to regulations, and absolutely not allow crowds to gather in front of and inside the store. For goods businesses that do not carry out epidemic prevention and control work according to regulations and the above contents, the People's Committees of wards and communes will request them to close and stop operations./.
