Instructions for evaluating party cells according to new regulations of the Provincial Party Committee

Official dispatch No. 677-CV/BTCTU of the Provincial Party Committee's Organizing Committee, dated September 22, 2021, has the following main contents:

The firstDistrict, city, town party committees, and subordinate party committees (hereinafter referred to as district level) organize propaganda and thoroughly implement the regulations to party organizations, departments, branches, and socio-political organizations. This is determined to be an important content in improving the quality of party cell activities in the coming time.

Direct and effectively implement the assessment of the quality of Party cell activities according to regulations to ensure objectivity and accuracy. Assign Party committee members; cadres of Party building committees and socio-political organizations at the same level to be in charge of, monitor and attend Party cell activities.

Every year, when developing inspection and supervision programs on Party building work at Party organizations, Party committees and inspection committees at all levels need to incorporate the content of assessing the quality of Party cell activities into the inspection and supervision plan for implementation.

Grassroots party organizations thoroughly grasp, lead, and organize the implementation of this regulation to the party cells and party members; assign committee members to attend meetings at party cells to jointly evaluate the quality of party cell activities. Every 6 months and 1 year, report the results of evaluating the quality of party cell activities to the organization board of the grassroots party committee.

Provide documents and criteria for evaluating the quality of Party cell activities to Party cells. On the first meeting day of the first month (first meeting period) of the year, the Party cell thoroughly disseminates the regulations for evaluating the quality of activities to all Party members in the Party cell.

Every year, the superior Party Committee directly organizing the Party will base on the results of self-classification of the Party cell and the results of the assessment of the quality of regular Party cell activities and thematic activities (this is one of the important criteria) to evaluate and classify the Party cell, Party members and consider rewarding collectives and individuals at the end of the year according to regulations.

MondayOrganize model activities associated with scoring and drawing experience, deploy from district level to grassroots level. In which, district level directs the organizing committee of the same level Party Committee to select a number of Party cells (in clusters or according to types of Party cells) to develop model activity plans.

The Party Committee's Organizing Committee at the same level coordinates with the Provincial Party Committee's Organizing Committee's staff to monitor the unit and directly guide the Party Committees and Party Cell Secretaries selected as pilot units to proficiently carry out the steps to conduct quality scoring of Party Cell activities, completing them before organizing the model activities (to be carried out from the end of September and the beginning of October 2021).

Organize a Party cell meeting according to Regulation No. 08-QD/TU to guide the scoring method and the method of assessing the quality of Party cell activities (implemented at the beginning of the month starting from October 2021). After organizing a model meeting, a meeting will be held to evaluate and draw on-site experiences. The composition, location, and time of the model meeting will be considered and decided by the unit and completed in November 2021. The district level guides grassroots Party organizations to develop a model meeting plan at their unit and widely deploy it in all Party cells under their management authority.

The superior Party Committee at the grassroots level directs the grassroots Party Committees to select 1 to 2 Party cells to guide the Party cell committees and Party cell secretaries on how to score, then organize Party cell activities and invite Party cell secretaries directly under the grassroots level to attend the model meeting. After the model meeting, the grassroots level organizes a meeting to evaluate experiences and directs all Party cells to conduct monthly and quarterly quality assessments of Party cell activities according to regulations from December 2021 onwards.

* Note:In case the Covid-19 epidemic situation is complicated and social distancing must be implemented according to the Government's Directives and the Provincial People's Committee's Decisions, the district and grassroots levels will organize model activities or organize online training and other forms suitable to the actual situation of the unit.
