The Standing Committee of Nghe An Provincial People's Council held a session to explain the issuance of land use right certificates.
(Baonghean.vn) - The Standing Committee of the Provincial People's Council requested the Provincial People's Committee to develop a master plan clearly assigning the presiding unit, advisory and coordinating agencies, and estimated time to resolve backlogs related to the issuance of land use right certificates, house ownership rights and assets attached to land in the province.
On the afternoon of September 28, the Standing Committee of Nghe An Provincial People's Council held a meeting to explain the situation of granting certificates of land use rights (LURC), house ownership rights and assets attached to land in Nghe An province.

Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation, Chairman of the Provincial People's Council chaired the meeting. Attending the meeting were members of the Provincial Party Standing Committee: Nguyen Nam Dinh - Permanent Vice Chairman of the Provincial People's Council; Hoang Nghia Hieu - Vice Chairman of the Provincial People's Committee; Phan Duc Dong - Secretary of the Vinh City Party Committee.
Also attending were members of the Provincial Party Executive Committee: Thai Thi An Chung - Deputy Head of the Provincial National Assembly Delegation; Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council, Hoang Quoc Viet - Director of the Department of Natural Resources and Environment; leaders of departments, the Office of the National Assembly, the Provincial People's Council and a number of departments, branches and localities.
MANY PROBLEMS IN ISSUING LAND USE CERTIFICATES
The explanation session was held in response to the recent situation in which the issuance of land use right certificates, house ownership rights and assets attached to land in the province still revealed shortcomings and limitations, such as: The issuance of first-time land use right certificates and the issuance of renewal certificates for forestry and agricultural land is still slow.
Currently, in the province, there are still 19 apartment buildings that have not been granted land use right certificates; at the same time, there are 3,285/11,767 apartments that have been transferred to people but have not been granted house ownership right certificates.

In addition, there are 4,320 plots of land for villas and townhouses, accounting for 47.62% of the total number of plots of land transferred that have not been granted land use right certificates to households and individuals; handling of thousands of cases of land allocation without proper authority;...
At the meeting, the Standing Committee of the Provincial People's Council listened to leaders of the Department of Natural Resources and Environment, the Provincial People's Committee, and a number of districts, cities, and towns such as Dien Chau, Cua Lo, Quy Hop, Vinh City, etc. discuss the practical work of granting land use right certificates in the area, as well as a number of recommendations and solutions in the coming time.
From January 1, 2020 to present, the whole province has initially issued 26,959 land use right certificates corresponding to an area of 34,990.25 hectares to households and individuals. Of which, 5,698 certificates were issued for an area of 1,695.30 hectares of agricultural land; 6,999 certificates were issued for an area of 32,482.31 hectares of forestry land; 12,149 certificates were issued for an area of 751.177 hectares of rural residential land; and 2,113 certificates were issued for an area of 61.47 hectares of urban residential land.
The province has granted land use right certificates to 125 apartment buildings; 15,693 land use right certificates for townhouses and villas with an area of 284.28 hectares to investors of the projects. The number of land use right certificates that have been granted and exchanged is 64,759 certificates with an area of 10,243.31 hectares in eligible cases.

Director of Nghe An Department of Natural Resources and Environment Hoang Quoc Viet affirmed that with the determination of the Provincial People's Committee, in the current period, the Department of Natural Resources and Environment is focusing on innovation, making the highest efforts to remove and handle difficulties and obstacles. With that viewpoint, the head of Nghe An Department of Natural Resources and Environment directly explained and clarified, especially providing solutions to handle the backlog in the coming time.
In that effort, on September 17, 2021, the Provincial People's Committee issued Decision No. 28/2021/QD-UBND on the initial issuance, renewal, and re-issuance of land use right certificates, house ownership rights, and other assets attached to land for households and individuals using land in the province. With this new decision, the Department of Natural Resources and Environment is expecting to focus on fundamentally solving the problems raised.

At the meeting, Vice Chairman of the Provincial People's Committee Hoang Nghia Hieu also clarified related issues, especially the province's efforts in developing Decision No. 28/2021/QD-UBND to handle issues related to granting land use right certificates. After the explanation session, the Provincial People's Committee will also assign specialized agencies to continue reviewing the questions and provide more detailed and specific responses to the Standing Committee of the Provincial People's Council.
BUILD A GENERAL BACKWARD PROCESSING PLAN
Concluding the explanation session, Secretary of the Provincial Party Committee, Chairman of the People's Council of Nghe An province Thai Thanh Quy highly appreciated the efforts of the Provincial People's Committee and the specialized agency, the Department of Natural Resources and Environment, during the recent transitional period when merging the district-level land use right registration office into the Nghe An Provincial Land Use Right Registration Office under the Department of Natural Resources and Environment, but also made efforts to resolve outstanding issues in the issuance and re-issuance of land use right certificates.
Emphasizing that this is an issue of concern to the people and voters, the Chairman of the Provincial People's Council requested the Provincial People's Committee and the Department of Natural Resources and Environment to continue to consider and intervene to handle it.

Regarding the specific explanation, comrade Thai Thanh Quy requested to continue promoting the role of the Provincial Land Use Registration Office in the work of issuing new and reissuing land use right certificates. In particular, the Chairman of the Provincial People's Council requested the Department of Natural Resources and Environment to coordinate with district-level units to promote the application of information technology; implement and soon complete the digitization of land data in the whole province. This is a big and very important issue to facilitate management work.
The Chairman of the Provincial People's Council proposed that, after the explanation session, the Provincial People's Committee develop a master plan to clearly assign the presiding unit, advisory and coordinating agencies, and estimate the time to resolve the backlog related to the issuance of land use right certificates, house ownership rights and assets attached to land in Nghe An province. Thereby assigning tasks and urging relevant sectors and levels to participate in the resolution; at the same time, this plan is also the basis for the Standing Committee of the Provincial People's Council to monitor and supervise the implementation.
Comrade Thai Thanh Quy also requested that district-level units focus on solutions to improve the qualifications and capacity of land officials at the commune level, as well as based on the practical situation of their locality to develop a roadmap and plan to arrange and assign a suitable number of land officials at the commune level within the total assigned payroll to meet the requirements.
Another very important content that the Chairman of the Provincial People's Council noted is the need to pay attention to land conversion in the agricultural and forestry sectors; soon have solutions to implement land allocation to people, avoid disputes between people and farms and forestry farms; at the same time promote administrative reform, strengthen coordination between relevant sectors and units in the process of granting new certificates and exchanging land use right certificates.
