The 19th Provincial Party Executive Committee of Nghe An held its 6th Conference

On the morning of September 29, in Vinh City, the Nghe An Provincial Party Committee held its 6th Conference. Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council chaired the meeting. INCONSISTENT QUALITY OF COMPREHENSIVE EDUCATION

At the 6th Conference, the Provincial Party Executive Committee listened to and commented on the draft Resolution on improving the quality of comprehensive education and education in ethnic minority and mountainous areas in Nghe An province, period 2021-2025, orientation to 2030.

In recent years, the Party and State's policies on education development in general and ethnic minority and mountainous areas in particular have been effective, creating motivation for local education development, especially creating conditions to support learning for students in ethnic minority and mountainous areas.

However, according to the assessment, the comprehensive education quality of the province is not high, uneven between regions, there is still a large difference between advantaged areas and ethnic minority and mountainous areas;...

Contributing to the goals and solutions of the draft Resolution, comrades in the Provincial Party Executive Committee cited and raised the basic challenges that the education sector, especially in ethnic and mountainous areas, is currently facing.

Comrade Nguyen Van Hai - Secretary of Tuong Duong District Party Committee, along with many leaders of midland and mountainous districts of the province, all proposed solutions to solve the current situation that localities are facing, which is the difficulty in recruiting foreign language and information technology teachers; at the same time, retraining teachers.

On the other hand, it is necessary to resolve the situation of local surplus and shortage of teachers between levels of education, and the work of streamlining the payroll also needs a roadmap suitable to the characteristics of the industry;...

Many opinions also suggested that it is necessary to focus on building a more sustainable educational model for students in terms of "morality - intelligence - physical fitness - aesthetics". Comrade Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council expressed that, in addition to knowledge education, it is necessary to pay attention to education on culture, life skills, health care, community activities, especially for students in the semi-boarding model.

Comrade Duong Dinh Chinh - Director of the Department of Health proposed to unify data on the rate of malnutrition and stunting; on the other hand, it is necessary to pay attention to the socialization of education, this is also an issue that many opinions contributed. Along with that, some opinions also suggested that the Resolution clarify resources so that districts have a basis to develop implementation plans; research to separate the Resolution into two contents including improving the quality of comprehensive education and education in ethnic minority and mountainous areas...

THE STANDING COMMITTEE OF THE PROVINCIAL PARTY WILL PROMULGATE A PROJECT ON EDUCATION IN ETHNIC MINORITY AND MOUNTAINOUS AREAS

After listening to the discussion opinions, as well as clarifying the content of the draft Resolution of the Director of the Department of Education and Training of Nghe An, Secretary of the Provincial Party Committee Thai Thanh Quy concluded this content.

Accordingly, the Provincial Party Secretary agreed that this Resolution only mentions the content of improving the quality of comprehensive education throughout the province; at the same time, the Resolution should include the content of assigning the Provincial Party Standing Committee to issue a Project on education in ethnic minority and mountainous areas to have a basis for concentrating resources for implementation.

The head of the Provincial Party Committee also noted that the solution to implement the Resolution needs to deeply reflect the policy of comprehensive education for students. It is not only about equipping students with knowledge, but also educating students in life skills, qualities, ideology, etc. with the participation of the "triangle" of school, family and society.

On the other hand, the drafting committee also needs to review, discuss, and agree on the contents of data and indicators for reducing malnutrition and stunting rates, and vocational training and career guidance to ensure the strictness of the Resolution's content.

The Resolution also needs to emphasize the socialization of education with broad socialization content, for all levels from preschool, primary, secondary to high school; encourage socialization in places with favorable conditions and dense population.

However, the approach in the process of implementing socialization work in the field of education is not only limited to calling for investment in private schools; but also needs to mobilize the support and companionship of organizations, individuals, units, and enterprises to contribute to building facilities, as well as other activities for education in general. The content of the Resolution also needs to be studied and mentioned more clearly the resources for implementation so that the Provincial People's Committee has a basis for concretization.

Regarding the content of the Project on education for ethnic minorities and mountainous areas issued by the Provincial Party Standing Committee, this is a necessary task to promote education in 11 districts and towns in Western Nghe An.

Currently, the total annual expenditure on education accounts for a large proportion of the province's total regular expenditure. In 2020 alone, the total expenditure on education in the province was VND 8,560 billion, accounting for 43% of the province's total regular expenditure; of which the expenditure on education in 11 districts and towns in the West was about VND 3,700 billion, accounting for 42.8% of the total expenditure on education, but still did not meet the people's desire and learning needs.

Regarding the content of this Project, the Provincial Party Secretary directed: During the meeting between the provincial leaders and the Ministry of Education and Training in October 2020, the Ministry of Education and Training agreed to choose Nghe An to pilot the model of a national boarding secondary school. This is the most suitable and best solution for education in the Western region of Nghe An.

However, in addition to the participation of the Ministry of Education and Training and the province, the Provincial Party Secretary suggested that 11 districts and towns in Western Nghe An need to prepare their mindset and plan the location of school construction to ensure space for studying, training, and comprehensively cultivating skills for students; at the same time, proactively call for and mobilize more resources for implementation.

The head of the Provincial Party Committee also suggested that, in order to resolve the shortage and surplus of local teachers in mountainous districts, along with the province's policy, districts need to proactively develop a system of criteria and a roadmap to resolve the problem under the leadership of the Standing Committees of district and town Party Committees.

At the same time, the Provincial Party Secretary also suggested that these localities need to boldly review high school students who are good at foreign languages ​​and information technology in the area to develop a roadmap for orientation and commit to a priority policy for them to work in the area after graduation, thus fundamentally solving the current shortage of teachers in these subjects.

Also in the working program, the Provincial Party Executive Committee listened to and gave opinions on the draft Resolution on strengthening the Party's leadership in protecting national security and ensuring social order and safety in Nghe An province for the period 2021 - 2025; adjusting the Action Program to implement the Resolution of the 19th Provincial Party Congress.
