(Baonghean.vn) - According to the regulations of the Ministry of Construction on National Technical Regulations on Construction Planning, the Eternal Ecological Park Project being implemented in Hung Tay Commune (Hung Nguyen District, Nghe An) ensures a safe distance for the environment.

This project is also consistent with the general planning of Vinh city to 2030, with a vision to 2050, approved by the Prime Minister in Decision No. 52/QD-TTg dated January 14, 2015.

Project construction location is consistent with planning

ProjectEternal Ecological Parkin Hung Tay commune (Hung Nguyen district) invested by Phuc Lac Vien Company Limited - Nghe An Universal Transformation Station, approved by Nghe An Provincial People's Committee in Decision No. 3762/QD-UBND dated August 17, 2017.

The project was approved by the Provincial People's Committee for the 1/500 scale detailed construction planning in Decision No. 2566/QD-UBND dated June 4, 2016; approved the first planning adjustment in Decision No. 445/QD-UBND dated February 19, 2019; the second in Decision No. 992/QD-UBND dated April 14, 2021; the third in Decision No. 3404/QD-UBND dated September 18, 2021. These adjustments have adjusted the traffic system, moved the cremation area and administrative area deeper into the valley, reduced the area of ​​some main items, increased the area of ​​traffic land and parking lots.

The Eternal Ecological Cemetery project is being implemented in Hung Tay commune, Hung Nguyen district, located in a valley, surrounded by cliffs.

According to the adjusted detailed construction planning in Decision No. 3404/QD-UBND dated September 18, 2021, the total land area for project construction is 78.47 hectares, including the following land use components: Spiritual area with an area of ​​1.04 hectares; burial area with an area of ​​3.04 hectares; sand burial area with an area of ​​20.49 hectares; one-time burial area with an area of ​​1.75 hectares; cremation area with an area of ​​0.27 hectares; administrative area, common services with an area of ​​0.3 hectares; technical processing area with an area of ​​0.52 hectares; landscape, isolation, water surface and existing grave area with an area of ​​32.33 hectares; traffic land, parking lot with an area of ​​15.13 hectares.

In this adjustment, to ensure that it does not affect the people in the area, the Provincial People's Committee has adjusted the scale of the project, moving the residential road from National Highway 46B through Dai Hue hamlet to Provincial Road 524E outside the project planning boundary. Adding a 1.6km-long connecting road from National Highway 46 to the project fence to the project boundary, this is an independent road that does not affect the people.

Previously, the construction location of the Eternal Ecological Cemetery Park project in Hung Tay commune was approved by the Prime Minister in Decision No. 52/QD-TTg dated January 14, 2015 on approving the adjustment of the master plan of Vinh city, Nghe An province to 2030, with a vision to 2050. In Article 1, Clause 9 on Priority Investment Programs and Projects, Point d, of Decision No. 52/QD-TTg, it is stated: "Invest in completing the Hung Tay Eternal Ecological Cemetery, scale of 111 hectares".

Location of the Eternal Ecological Park project according to the general planning of Vinh city to 2030, vision to 2050

In fact, the project of the Eternal Ecological Cemetery Park is currently being implemented in Hung Tay commune, Hung Nguyen district, located in a valley, surrounded by cliffs. The east side of the project borders Luoi Hai mountain and the 30m planning road. The west side of the project borders the border of Hung Yen commune, Hung Nguyen district. The south side of the project borders the border of Nam Giang commune, Nam Dan district. The north side of the project borders Luoi Hai mountain, Hung Tay commune.

In addition, the area where the eternal ecological cemetery project is being implemented and the residential area of ​​Phuc Dien hamlet, Hung Tay commune are also separated by the North-South expressway (under construction) and the high-speed railway (according to the plan).

The project is structured into functional zones:

Spiritual area:Located in 4 locations, total area 1.04ha. Construction works include: Spiritual statue; Statue of Bodhisattva Ksitigarbha; Presentation temple, house for storing ashes, bell tower, drum tower and Heavenly temple. Construction density from 5 - 40%, 1 floor high.

Burial area:Arranged to the west of the planned land. Total land area is 3.04ha, arranged for about 4,000 graves.

Burial area:Including new burial at the cemetery and moving and gathering. New burial area at the cemetery, land area: 20.49 ha, arranging about 36,900 graves. Moving and gathering area, land area 3.60 ha, arranging about 4,700 graves.

One-time burial area:Located to the north of the planning area. Land area 1.75ha, about 2,300 graves.

Cremation area:Located in the south of the planning area. Land area is 0.27ha, construction density is about 75%, 2 floors high. Construction works in the area include: Crematorium and internal road system.

Administrative and common service area:Located near the crematorium. Land area 0.30ha, construction density about 40%, 1-2 floors high. Construction works in the area include: Management house, service house, transformer station and internal road system.

Technical treatment area (collection and treatment of wastewater and solid waste):Arranged into 02 locations, total area 0.52ha, of which: arranged to the North of the single burial area, land area 0.26ha; arranged to the North of the Hung burial area, land area 0.26ha.

Existing landscape, isolation, water surface and grave areas:Total area 32.33ha,

Parking:Consists of 02 areas and is located in the South of the planning area, adjacent to the administrative area and the crematorium area. Area 0.47ha. Construction works in the area include the duty house + service and yard system, construction density is about 15%, 1 floor high.

Ensure distance and environmental safety

After planning adjustments, up to now, the distance of items in the Eternal Ecological Park project in Hung Tay commune, Hung Nguyen district has ensured environmental safety according to the National Technical Regulations on Construction Planning issued by the Ministry of Construction in Circular 01/202/TT-BXD dated May 19, 2021. Specifically: Actual distance from the crematorium to the residential area: 1,600m(minimum 500m).Actual distance from burial area to residential area: 1,380m(minimum 1,000m).Actual distance from the burial site to the residential area: 1,000m(minimum 500m).Actual distance from the burial area to the residential area: 460m(minimum 100m).

According to Circular 01/202/TT-BXD, dated May 19, 2021 of the Ministry of Construction promulgating QCVN 01:2021/BXD National technical regulation on Construction planning, at point 2.13.2, technical regulations for cemeteries and crematoriums stipulate the environmental safety distance of cemeteries, for housing projects in urban areas and concentrated rural residential areas, the minimum distance from the grave area of ​​a cemetery for first burial is 1,000m; the minimum distance from the grave area of ​​a cemetery for one burial is 500m; the minimum distance from the grave area of ​​a cemetery for sand burial is 100m; the minimum distance from a house or building containing a crematorium and storing corpses before cremation is 500m.

Reports from the Nghe An Department of Natural Resources and Environment assessing this project also affirmed: “For surface water sources, far from the project to the East is the Ke Gai River with the main function of irrigation for agriculture, currently there is no water intake for domestic use. For groundwater sources, the project area has 2 aquifers: the aquifer in Holocene sediments (qh) and the aquifer in Plistocene sediments (qp). The qh layer is contaminated with iron, the qp layer is contaminated with salt and is in an area where groundwater exploitation is restricted.”

According to Decision No. 1646/QD-UBND dated May 21, 2021 of the People's Committee of Nghe An province on approving the list, map of restricted zoning and registered areas for underground water exploitation in Nghe An province, the area where the Eternal Park construction project is implemented has no underground exploitation points, the vast majority of people have used domestic water supplied from the clean water plant.

The environmental impacts of the project and the corresponding mitigation measures of the Eternal Ecological Cemetery Park project in Hung Tay commune have been appraised by the Appraisal Council under Decision No. 590/QD-STNMT dated October 2, 2019 of the Department of Natural Resources and Environment and the Environmental Impact Assessment Report has been approved by the Provincial People's Committee in Decision No. 5416/QD-UBND dated September 26, 2019. This content is also detailed in the appendix attached to Decision No. 5416/QD-UBND. In particular, rainwater overflowing from the burial area and wastewater from the cremation area are collected and centrally treated at the wastewater treatment system with a capacity of 788m3/day, meeting QCVN 28:2010/BTNMT National technical regulation on medical wastewater before being discharged into the environment. The treated exhaust gas meets QCVN 02:2012/BTNMT - National technical regulation on medical solid waste incinerators.

"From the above mentioned bases, it is affirmed that the implementation of the project will not affect the environment of Phuc Dien hamlet in particular and Hung Tay commune in general," said a representative of Hung Nguyen district People's Committee.

Thus, through the decisions approving and adjusting the project by the competent authority, the technical and construction assessment reports of the competent authority, and the commitment to the actual implementation of the project by the investor, it can be said that: The above-mentioned Eternal Ecological Cemetery Park Project fully meets the environmental conditions and minimum geographical distance to the concentrated residential area according to the National Technical Regulations. At the same time, the project is also consistent with the general planning of Vinh city until 2030, with a vision to 2050 approved by the Prime Minister.
