Robbed phone and used victim's social media account to commit fraud

Seeing a drunk man sleeping on the side of the road on his motorbike, Do Huu Luong snatched the motorbike keys and stole his mobile phone. He then used the victim’s social media account to send fraudulent messages asking his friends to borrow 20 million VND.

On October 4, Nam Tu Liem District Police, Hanoi, are detaining Dang Huu Luong (born in 1983, registered residence in Nghi Loc village, Son Cong commune, Ung Hoa district, Hanoi city).
Previously, Nam Tu Liem District Police received two criminal complaints from Vu Van Biet (born in 1988) and Mai Van Tinh (born in 1990), both with permanent residence in village 8, Ha Lai, Ha Trung district, Thanh Hoa, about beingrobberyand was defrauded of property.

According to the victim's report, at around 4:00 a.m. on July 13, Mr. Vu Van Biet drove a Honda Ariblale motorbike with license plate 29E1-298.14 alone from Do Duc Duc Street to Alley 32 Do Duc Duc, Me Tri Ward. When he reached the entrance of Alley 32/48 Do Duc Duc, due to being drunk, Mr. Biet stopped his motorbike on the side of the road to sleep.

About 10 minutes later, a male subject snatched the motorbike keys that were on the bike and the phone that Mr. Biet was holding and ran away. After that, the subject used Mr. Biet's phone to access his online account, then texted the victim's friends and relatives to borrow money.
Specifically, this subject borrowed 20 million VND from Mr. Mai Van Tinh and requested to transfer it to account number 19034458177018 under the name Dang Huu Luong.
Because he did not know that Mr. Biet's phone had been stolen, when he saw Mr. Biet's social media account texting him to borrow 20 million VND, he thought it was Mr. Biet asking for a loan, so Mr. Tinh transferred the above amount to Dang Huu Luong's account. After Mr. Biet informed him that his phone had been stolen, Mr. Tinh realized that he had been scammed. Afterwards, Mr. Biet and Mr. Tinh went to Me Tri Ward Police Station, Nam Tu Liem District to report.
During the investigation, Nam Tu Liem District Police identified the suspect who robbed Mr. Biet's phone and defrauded Mr. Tinh of 20 million VND as Dang Huu Luong.
On September 29, the Investigation Police Agency of Nam Tu Liem District summoned Dang Huu Luong to clarify the case. At the investigation agency, Luong confessed to all his crimes. The phone he had stolen from Mr. Biet was later sold by Luong for 1.2 million VND and the 20 million VND he had appropriated was withdrawn by Luong for personal use.
