Provincial People's Committee answers questions from Business Association and Entrepreneurs

According to the report of the leaders of the Department of Planning and Investment, in the third quarter of 2021, the Department received 15 petitions, of which 11 petitions were related toCovid-19 epidemicsuch as blockade, zoning when there is an epidemic, issuing guidance documents and regulations during the period of social isolation; circulation of goods, organization of traditional markets; Covid-19 vaccination for small traders and workers; unifying the price of Covid-19 Test and Test products for the business community and people; supporting employees of enterprises according to Resolution 68/NQ-CP...

Some other recommendations are related to the issue of reducing land rent, electricity and water bills; exempting and reducing value added tax and corporate income tax; supporting preferential loans; allowing late payment of social insurance, health insurance and unemployment insurance.

For most of the above recommendations, the Provincial People's Committee and related departments basically responded specifically to businesses.

Faced with the impact of the Covid-19 pandemic, representatives of the Business Association continued to recommend that the province should have a policy of prioritizing vaccination.Covid-19 vaccine; allow businesses to proactively hire medical facilities to periodically test Covid-19 for staff, employees and workers; facilitate businesses to circulate goods, avoid disruption of production and business chains...

At the meeting, representatives of the State Bank and Nghe An Tax Department also answered questions from businesses related to the issue of supporting businesses with preferential loans.

Regarding the recommendations of businesses regarding support for workers affected by the Covid-19 epidemic, Ms. Ho Thi Chau Loan - Deputy Director of the Department of Labor, Invalids and Social Affairs said: In accordance with Resolution 68 of the Government, up to now, 11/12 policies have been implemented in the province. Support has been approved for 12,967 subjects, of which 10,924 are direct beneficiaries and 2,043 are pregnant women and children.

Currently, all dossiers that localities and appraisal units have completed and sent to the Department of Labor, Invalids and Social Affairs have been reviewed, compiled and promptly sent to the Department of Finance to submit to the Provincial People's Committee to issue a Decision on funding allocation for localities and units to make payments to beneficiaries. Although localities and units have been very urgent and made many efforts in propagating, implementing the review and appraisal of dossiers for beneficiaries according to regulations, the progress of support for employees and employers facing difficulties due to the Covid-19 pandemic is still slow compared to requirements. Because these are newly issued policies, there is no precedent, the groups of subjects requesting support are diverse, localities need to consider and approve them specifically.

At the conference, the Vinh City Veterans Business Association proposed not to collect land tax arrears from Hung Hung Joint Stock Company in Trung Do Ward from 2013 to March 2017; Van Minh Company Limited proposed not to collect land rent for the project to build a commercial center, apartments, and high-end townhouses in Nghi Phu Commune during the time the 72m road has not been opened and there is no road to the project for construction.

Regarding the above issues, Mr. Tran Quang Lam - Vice Chairman of Vinh City People's Committee said that the inspection team of the Provincial People's Committee has coordinated with the city to review documents related to the petitions of enterprises. Currently, the Provincial Tax Department is reviewing records, documents and current regulations to agree on a handling plan.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Le Ngoc Hoa requested departments and branches to continue reviewing policies to promptly respond to recommendations from the Business Association and entrepreneurs, especially issues related to recommendations on exemption and reduction, and not collecting land rent arrears from some businesses.

The Vice Chairman also asked the Department of Health to pay attention to the issue of vaccination for employees in enterprises; hoping that enterprises and businessmen will continue to accompany the province in the context of complicated epidemic developments.

Also at the meeting, the Provincial People's Committee also gave opinions on the Project on Enterprise Development in Nghe An Province to 2025, preparing to submit to the Provincial People's Committee for approval in the coming time.
