In addition, focus on reviewing and organizing the state administrative apparatus to be streamlined and operate effectively and efficiently according to Plan No. 111-KH/TU, dated January 2, 2018 of the Provincial Party Standing Committee. Strengthen the application of digital signatures and digital certificates, especially for department leaders and affiliated units, to use digital signatures and digital certificates to authenticate electronic documents on document management software, work management software and electronic one-stop software to handle administrative records for people.

Looking back at the breakthroughs in administrative reform of the Education sector in recent years, it can be seen that there have been many positive changes in the settlement of administrative procedures. Administrative reform work has also been closely linked to professional tasks such as timely innovation and quality improvement, consulting on the development of legal documents to contribute to creating a new look for the cause of education and training development, creating consensus and excitement among the majority of people and the whole society. Thereby, contributing to increasing the rate of mobilizing children to go to school, improving the efficiency and quality of education, training, and fostering human resources to serve the cause of industrialization and modernization of the province and the whole country.

The promulgation of legal documents is also the legal basis to ensure strict implementation of the Central Government's direction, and at the same time demonstrates flexible application, with policies issued in accordance with local conditions.

To modernize administration, the sector has promoted the application of IT in the operations of agencies and units. Currently, the organization of preliminary and final meetings, conferences, seminars, etc. online has been regularly carried out by the sector, connecting to the bridge points of 21 districts, cities, towns and all high schools in the area. This form is especially promoted this year when the Covid-19 epidemic in the whole province is complicated. However, thanks to the flexible implementation of online meetings, the direction and management work from the department to the units is still maintained and fully implemented.

In addition, the industry has also organized dozens of professional training sessions through the application of information and accelerated the organization of online teaching in schools. This school year, in the context of the epidemic, the industry has also been flexible in implementing tasks such as organizing online admissions, approving admissions online, and being flexible to support Nghe An students returning from epidemic areas or being "stuck" in localities, ensuring that all students can go to school in many different forms.

Improve the quality of educational services

Regarding administrative reform, the Department of Education and Training has also taken a "measure" through a survey of people's satisfaction with public education services. This is a method used to scientifically and objectively evaluate the quality of service provision of public education institutions through understanding the feelings of those who directly benefit from these services.

Previously, in 2019, the Education sector also conducted a survey to measure people's satisfaction in 3 localities with different socio-economic development conditions, including: Vinh City, Dien Chau District, Quy Chau District. The survey was conducted with preschool, primary, secondary and high school students; parents of high school students and continuing education students in preschools, primary schools, secondary schools, high schools and vocational education and training centers.

Through many survey contents from facilities, teaching equipment, educational environment, educational activities, progressive development of learners... have shown many positive results. The result of the highest overall satisfaction rate of preschool level is 97.67%, primary school is 90.88%, junior high school is 86.91%, high school is 87.74%. Particularly, the overall satisfaction rate of parents of high school level is 92.06%.

Through the survey, some shortcomings were also clearly shown such as the field of facilities and equipment not being highly appreciated, the satisfaction rate of the GDTX level is still lower than other levels of education...

However, the survey results are the basis for management agencies and educational institutions to identify the needs and aspirations of the people in order to take measures to improve and enhance the quality of services, increasingly better meet the needs of the people and ensure people's satisfaction with the quality of public education services. This is also one of the bases for educational institutions and educational management agencies to take measures to improve the quality of services and provision of public education services.

Currently, the Education sector is conducting a survey on people's satisfaction with public services for 2020 and has developed a plan for 2021. At the same time, to improve the efficiency and quality of public services, many solutions have been proposed to make access to services more effective and closer to reality, focusing on investing in facilities, teaching equipment, and organizing educational activities in schools.
