LawCinemaThis proposed amendment includes 8 chapters and 50 articles, regulating cinematographic activities; rights, obligations and responsibilities of agencies, organizations and individuals participating in cinematographic activities; and state management of cinema.
Compared with the current law, this draft law has 25 articles adjusted, amended, supplemented and 25 new provisions.

Participating in giving comments on the draft law, delegates basically agreed on the structure and content of the Draft Law on Cinema (amended); at the same time, they gave comments and proposed that the law should go in the direction of meeting the public's need to access cinema and expanding the creative space of filmmakers to create more excellent cinema products and compete in the region and the world.
Besides the above general view, many opinions also raised concerns when the draft law is still heavily subsidized, using the State budget.

Therefore, the draft law needs to have regulations to encourage and promote socialization in film production, transfer, dissemination, film distribution, construction of modern studios or training of human resources for the film industry...
The State budget should only focus on prioritizing the ordering or supporting the production of films that serve the State's needs.

Another issue that has also been analyzed and discussed in depth by many opinions is related to the regulations on film classification, distribution, and distribution. Regarding film classification, instead of 6 groups, there should be 3 groups: widely distributed films; unpopular films; films not distributed to people under 18 years old.
In addition, it is necessary to strictly regulate the censorship and release of films, ensuring that there is no conflict with the law.Cyber Security Law, especially to ensure fairness in censorship between television and cinema.

Many delegates also expressed their opinions on the regulations on prohibited content and behaviors in cinema activities, which are still inadequate and rigid, making it difficult for cinema activities; therefore, it is necessary to have clear, specific, strict and easy-to-implement regulations, avoiding the use of confusing words when applying. It is necessary to clarify prohibited content related to elements of child abuse, violence, sex, ghosts, fantasy, etc.
Some comments were also made regarding regulations on State management responsibilities for cinema; regulations on promotion and development of cinema; cinema development fund; and the issue of "importing" foreign-produced films.
