On the afternoon of October 11, the Central Propaganda Department held a Central Reporters Conference to quickly announce the results.Central Conference 4, course XIII.

The conference was connected online to 2,774 points across the country. Chairing the Hanoi point were comrades: Lai Xuan Mon - Member of the Party Central Committee, Deputy Head of the Central Propaganda Department; comrades Deputy Heads of the Central Propaganda Department.

In Nghe An, there were representatives of the Provincial Party Committee's Propaganda Department; District-level Propaganda Department and reporters with 221 connecting points and 3,690 delegates.

Highlights and new points of the 13th Central Conference 4

Announcing at the conference, Comrade Lai Xuan Mon said that the 4th Conference of the 13th Central Executive Committee had many innovations, that is, sending documents according to regulations and rules for delegates to study in advance, so reports and submissions were not read at the conference but time was spent discussing issues at the conference. Therefore, after the opening of the conference by General Secretary Nguyen Phu Trong, the conference was divided into discussion groups.

The conference discussed and gave opinions on 5 contents: report on the implementation of the socio-economic development plan in 2021, the expected socio-economic development plan in 20222; assessment of the implementation of the state budget in 2021 and the state budget estimate in 2022; the 3-year state budget and financial plan for 2022-2024; on postponing the implementation of salary policy reform according to Resolution No. 27-NQ/TW of the 7th Central Conference, term XII.

The conference also heard reports on the results of the work of preventing and fighting the Covid-19 pandemic in the past time; viewpoints, policies, tasks and solutions in the coming time. Report on the results of 5 years of implementing Resolution No. 04-NQ/TW of the 12th Party Central Committee on strengthening Party building and rectification; preventing and repelling the degradation of political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party. Regulations on what Party members are not allowed to do. Report on important tasks that the Politburo has resolved from the 3rd Central Conference to the 4th Central Conference and key tasks from the 4th Central Conference to the 5th Central Conference.

After assessing the general situation in the remaining 3 months of 2021, the Central Committee resolutely directed to focus on socio-economic development, national defense and security, supplement and perfect institutions, remove difficulties, and effectively handle economic bottlenecks; Focus on promoting decentralization, especially at the top to develop...

The conference also focused on discussing two main viewpoints out of the four viewpoints raised at the 4th Central Conference. These are Party building and socio-economic development. The key task is Party building.

The Central Committee has also deeply reviewed the limitations and difficulties that have been and will be encountered. Of which, it is expected that 4/12 targets will not be achieved due to the serious impact of the epidemic, especially in the third quarter. The macro economy has some potential difficulties, the progress of disbursement of public investment capital is slow. Some types of crimes are still potentially complicated.

The Central Executive Committee identified 6 tasks, goals and solutions for the last 3 months of 2021 and 2022. The goal is to effectively prevent and control the epidemic to soon reopen for socio-economic development. Support to remove difficulties for businesses and workers. Maintain macroeconomic stability, control inflation, improve adaptability...

Effectiveness of Party building and rectification work

The Party Central Committee highly agreed to carry out the four groups of tasks and solutions set out in Resolution 4 of the 12th Party Central Committee more synchronously and drastically. At the same time, it added and emphasized two more groups of tasks and solutions: Building a contingent of cadres at all levels, especially at the strategic level and leaders with sufficient qualities, capacity and prestige, equal to the tasks; Resolutely and persistently fighting against corruption and negativity, strictly handling cadres who violate the law. The content of the above groups of tasks and solutions needs to be updated, supplemented more fully and deeply with new issues raised by practice, in conjunction with the Resolution of the 13th National Party Congress, meeting the requirements of promoting and improving the quality of Party building and rectification work in the new situation.

The work of Party building and rectification, repelling self-evolution and self-transformation among cadres and Party members, and in general, the fight to prevent and repel moral and lifestyle degradation and ideological evolution... has had clearer and more effective results than in the previous term.

Awareness of Party committees, cadres and Party members has been raised, solidarity and unity have been strengthened. Discipline and order have been tightened, cadre work has been innovated, and inspection and supervision have been stepped up. Disciplinary action has been taken against 87,212 Party members, including 113 cadres under the Central management, both incumbent and retired.

The work of building the Party in terms of political ideology and ethics is focused on; studying and following Uncle Ho is increasingly becoming more substantive. The protection of the Party's ideological foundation is strengthened. The role of the Party is affirmed and the Party's fighting and governing capacity is enhanced.

In addition, there are still shortcomings such as some Party committees and leaders are not resolute and strict in their direction. Some managers are not fully aware and have not set an example in implementing the resolution. There are also cadres and party members who are confused in implementation, still evasive, vague, and have words and actions that show "self-transformation" and "self-transformation"... The responsibility of setting an example of a part of cadres and party members is not good. The situation of being respectful, evasive, and afraid of collision still occurs in some places.

The conference also drew some lessons and proposed radical solutions, contributing to building and protecting the Fatherland, enhancing people's trust in the socialist regime with 6 tasks and solutions.

Orientation of some propaganda content

Comrade Lai Xuan Mon said that he will launch a wide-ranging political activity to study and implement the Resolution of the 4th Central Conference of the 13th tenure. In particular, he will increase the dissemination of the contents of the opening and closing speeches of General Secretary Nguyen Phu Trong. Comrade Lai Xuan Mon suggested that the reporters at the central and local levels quickly disseminate the results of the 4th conference of the 13th Party Central Committee and some anniversaries as prescribed to the subjects as prescribed. The Central Propaganda Department will soon have a plan to deploy the study and dissemination of the Conference Resolution, focusing on 2 major groups of issues: some socio-economic issues in 2021 and 2022. Propaganda creates action in society on unifying the will to act, consensus in implementing the resolution, especially policies, tasks, and solutions.

Strengthening propaganda to create positive changes in awareness and action in implementing Directive No. 05-CT/TW on "Promoting studying and following Ho Chi Minh's ideology, morality and lifestyle" in conjunction with implementing Resolution 4 of the Central Committee; focusing on setting an example and "following" Uncle Ho through specific, practical actions, appropriate to assigned responsibilities and tasks, contributing to creating a strong spread in society...
