Thus, constructive criticism expands democracy, takes advantage of the ideas and intelligence of other organizations, other people, and the majority. Criticism is completely different from opposition, and even more completely different from reaction. Organizations and people who are cautious and open-minded always respect and need genuine criticism. Yet sometimes criticism is not respected and expanded, and is even "scrutinized" and ignored.

Criticism is an extension of democracy.

People not only have the right but also the responsibility to participate in planning and implementing the policies of the Party and the State. Social criticism is to promote democracy and expand the people's mastery, the people's sense of responsibility in participating in state management,... Social criticism is a necessary need and mandatory requirement of the process of leading and governing the country, overcoming bureaucracy, subjectivity, imposition, authoritarianism, arbitrariness, lack of democracy,...

Our Party has a close, tight, vital relationship with the People. Our government is a government of the People, by the People, for the People. We have not yet conducted a referendum. We cannot get the opinions of each person but through the Front, organizations, advisory groups, even on social networks,... For programs and projects that affect the lives of the People, but only one group has the authority to decide, without getting the opinions of the people, it is not truly democratic, cannot be called a government of the People, by the People and for the People, and is not necessarily in line with the aspirations of the People. Genuine criticism is a demonstration of the rights, responsibilities, and trust of the People towards the Party, the State and the regime. Listening to and respecting criticism is practical to create social consensus, strengthening the people's trust in the Party and the State.

Society needs criticism

Remember, there was a story about Thua Thien - Hue province planning to let foreign investors build a hotel on Vong Canh hill. There were ideas to set up projects and build structures on Son Tra peninsula - one of the key points of national security,... Many people and intellectuals continuously spoke out against it. In the end, the opposing voice won. That is a good thing.

However, there are projects, perhaps considered “sensitive”, “important”, where criticism is only carried out in a narrow scope, in a “cold room”, “internal” manner, and then “quietly” implemented. People, including those directly involved in the project, do not have the opportunity to speak up. How many golf courses, hydroelectric projects, how many projects to fill rivers, fill lakes, destroy forests, etc. are put in a “fait accompli” situation, “learning from experience”. The people are like outsiders, and their hearts are not at peace.

The more society develops, the more diverse and rich the media is, the more the people's intellectual level is raised, creating favorable conditions for critical activities. In the past time, when the Covid-19 epidemic was raging, causing disasters in our country and many other countries, on social networks there were many dedicated, frank, and correct articles from many perspectives by scientists, many patriotic intellectuals and personalities, which were very useful for managers and the people's prevention and control of the epidemic.

Criticism must be cultured.

Simply put, in criticism there is debate. Debate to reach consensus. To have a healthy and successful criticism, the public authority or the person inviting the criticism and the person invited must have a sincere attitude and a constructive spirit. The reception and contribution of opinions must come from scientific reasoning and real life, and must be convincing. In criticism, it is necessary to be calm, equal, regardless of qualifications, age, social status; not to be arrogant, conceited, meritorious, extreme, or stubborn. Avoid the phenomenon of listening to criticism just for the sake of formality, "rationalization" or only liking to praise, allergic to comments and opposing opinions.
