(Baonghean.vn) - Through discussion, the majority of National Assembly deputies agreed on the necessity of issuing resolutions to pilot specific mechanisms and policies for Nghe An, Hai Phong, Thanh Hoa, and Thua Thien Hue, and at the same time stated that this is a driving force for localities to develop more strongly.
On the morning of October 27, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly discussed online the draft resolutions on piloting a number of specific mechanisms and policies for the development of Hai Phong city and the provinces of Nghe An, Thanh Hoa, and Thua Thien Hue.

The mechanisms and policies of the four localities submitted to the National Assembly were all carefully researched and evaluated to ensure their correlation with the mechanisms and policies that the National Assembly has applied in the three major cities: Hanoi, Ho Chi Minh City and Da Nang City.
Specifically, the Government submitted to the National Assembly a draft Resolution on piloting a number of specific mechanisms and policies for the development of Hai Phong city with 6 mechanisms and policies; Thua Thien Hue province with 6 mechanisms and policies; Nghe An province with 6 mechanisms and policies and Thanh Hoa province with 8 mechanisms and policies.
Accordingly, for the draft Resolution submitted to the National Assembly, if approved, Nghe An will be allowed to pilot the application of a number of specific mechanisms and policies on: Outstanding loan balance; targeted supplementation from increased revenue from import and export activities of imported and exported goods compared to the estimate assigned by the Prime Minister; regular expenditure allocation norms; land management; local adjustment of general planning for construction of functional areas, local adjustment of general urban planning; forest management and use.

From the Northern mountainous region, in an online discussion, delegate Nguyen Quoc Luan and the Yen Bai delegation highly agreed on specific mechanisms and policies, thereby creating mechanisms, adding resources, promoting decentralization to increase the initiative of localities in implementing socio-economic development tasks, attracting investment, creating new growth poles, creating momentum, creating spillovers, development for key economic regions and leading other localities in the region to develop together. In addition, delegates also discussed and proposed some specific contents on specific mechanisms and policies for localities to be submitted to the National Assembly.
Delegate Bui Xuan Thong - Deputy Head of the National Assembly Delegation of Dong Nai province expressed his agreement on submitting draft resolutions to the National Assembly for consideration and approval.
Because according to the delegates, the documents submitted to the National Assembly have sufficient political and legal basis. If the draft resolutions are passed, the policies will be implemented and there will be more basis for the National Assembly to study and promulgate new policies in the coming time.
Delegates from the Southeast region also assessed that the provisions in the draft resolutions demonstrated the strong spirit of decentralization and delegation of power to localities, creating initiative in implementing socio-economic development strategies; at the same time, it also created resources for localities to develop strongly in the coming time, contributing to the development of the country.

From the Central Highlands region, Ms. Tran Thi Thu Hang - National Assembly delegate of Dak Nong Delegation highly agreed with the necessity of issuing resolutions for localities. In particular, Nghe An, Thanh Hoa, Thua Thien Hue are all located in the North Central region, have many similarities, can support each other to develop together. These are all large provinces, with large populations, many administrative units at all levels, large and complex areas, with all regions, including plains, midlands, mountains, sea and islands, and have a border with Laos.
In particular, according to the female delegate of Dak Nong Delegation, Thanh Hoa and Nghe An provinces are not far from Hanoi, near the development triangle of Hanoi, Hai Phong, Quang Ninh, which is a great advantage for economic development, tourism, services, trade, and industry.
Therefore, granting these policies will help the above provinces and cities promote their internal strength, mobilize resources to the maximum, unleash potential and advantages, turn potential into capabilities in development investment and become new growth poles, proactively contributing to promoting regional and national economies.
Besides, according to delegate Tran Thi Thu Hang, in reality, only Hai Phong has balanced budget revenue and expenditure and can regulate to the Central Government, so there needs to be more supportive policies for the remaining three localities, Nghe An, Thanh Hoa and Thua Thien Hue, to meet the requirements and development goals of the localities.

Speaking at the discussion on some draft resolutions, delegate Le Van Dung - Standing Deputy Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Quang Nam province proposed adding a mechanism allowing Nghe An and Thanh Hoa provinces to increase the number of deputy heads of departments and branches on the condition that they do not increase the payroll, because these are two provinces with large areas and large populations, among the top in the country.
At the discussion session, delegates also suggested that if the National Assembly passes the proposal, the Government should promptly issue decrees, detailed regulations and instructions to ensure the effectiveness of the National Assembly's resolutions; effectively carry out inspection, supervision and monitoring of the implementation of specific mechanisms and policies of localities; direct ministries and branches to work specifically with relevant provinces and cities to promptly remove difficulties and obstacles within their authority and report to the Prime Minister and the Government on issues within their authority.
The delegates also requested the City Party Committee, Provincial Party Committee, People's Council, and People's Committee of the four provinces and cities to promote the spirit of self-reliance and self-improvement, promptly issue documents to deploy and direct the implementation in a synchronous and effective manner, taking advantage of the specific mechanisms and policies applied to mobilize resources as a lever for rapid and sustainable socio-economic development.

However, some delegates also suggested analyzing the impact of financial and budgetary mechanisms and policies on the State budget and national public debt; at the same time, along with decentralization and delegation of power, it is necessary to combine inspection and supervision to ensure that the conversion of land use purposes of special-use forests, protective forests, and production forests of localities is only done when absolutely necessary, when there are no other options, and with attention to the livelihoods of affected people. Delegates also said that it is necessary to further define the responsibilities of local leaders and individualize the responsibility in implementing resolutions.
Some opinions of National Assembly deputies also suggested that it is necessary to consider selecting some more localities representing regions to pilot by region; after piloting in the above 4 localities, it is necessary to evaluate the results to have a basis for implementation and replication in the next phase;...

Vice Chairman of the National Assembly Nguyen Duc Hai gave a concluding speech, assessing that through discussion, the majority of opinions agreed on the necessity of issuing a resolution to pilot a number of specific mechanisms and policies for Hai Phong city and the provinces of Nghe An, Thanh Hoa, and Thua Thien Hue to institutionalize the Politburo's resolutions and exploit the strengths and potentials of localities, creating more resources for localities and developing the regional economy. The approval of this resolution is within the authority prescribed by regulations.
There are some opinions that, currently, there are many policies being piloted in some localities, so it is necessary to summarize the good and bad aspects, and base on which to issue resolutions to apply to localities and expand to other localities to ensure representativeness and regional connectivity, while at the same time having a mechanism to develop key economic regions in the South, Central Highlands, and Northwest.
The Vice Chairman of the National Assembly also emphasized: The majority of opinions agreed to apply 11 specific policy groups as proposed by the Government. However, for each policy, there were opinions suggesting further evaluation on a number of aspects.
On that basis, the National Assembly Standing Committee will direct the drafting agency, the verification agency and relevant agencies to study and absorb the opinions expressed in the hall and discuss in groups to develop a report on absorbing and explaining the opinions of National Assembly deputies, and complete the resolutions to submit to the National Assembly for consideration and approval.
The online discussion session was held after the draft resolution was discussed by National Assembly deputies in groups on the morning of October 22. Through discussions in 72 groups, 269 opinions were expressed, of which the majority agreed on the necessity of issuing a resolution to pilot a number of specific mechanisms and policies for the above 4 localities to institutionalize the Politburo's resolutions, creating more resources for local development.
