Vinh City People's Council decides on investment policy for 28 key projects and works

Chairing and directing the meeting were comrade Phan Duc Dong - Member of the Provincial Party Standing Committee, Secretary of the City Party Committee, Chairman of the Vinh City People's Council and comrade Nguyen Tat Son - Member of the City Party Standing Committee, Vice Chairman of the City People's Council.

Based on the Report of the People's CommitteeVinh cityand the audit report of the Economic - Budget Committee of the City People's Council, at the meeting, the City People's Council delegates and representatives of wards and communes focused on discussing the draft resolution to give opinions on the medium-term public investment plan, period 2021 - 2025.

Accordingly, the delegates agreed on the plan.public investmentIn the medium term, from 2021 to 2025, the city will prioritize investment in a number of key areas, such as schools and public works.flood protection, expanding urban space, developing the city's economy.

Some opinions suggested that the City People's Committee should overcome the situation of multiple adjustments to public investment plans; at the same time, improve the quality of construction investment management, from investment policies, design surveys, technical appraisal of estimates, selection of construction units, and post-investment inspection to ensure the progress and quality of implemented projects.

Besides, it is necessary to pay attention to site clearance and ensure capital sources during the investment process of projects.

Some opinions also proposed that the City People's Committee clarify 197 projects with delayed investment and proposed to be transferred to the 2021-2025 period.

After discussion, the City People's Council delegates decided to pass a Resolution on giving opinions on the Medium-term Public Investment Plan from the State budget, period 2021 - 2025.

Accordingly, the City People's Council agreed on a total state budget capital source for the 2021 - 2025 period of more than VND 9,724 billion to implement 332 new projects and works (97 works implemented in 2021 and 235 works and projects in the 2022 - 2025 period).

Specifically, the capital from the central budget is more than 2,923 billion VND; the provincial budget is more than 180 billion VND and the city budget is 6,620 billion VND.

At the meeting, the City People's Council also considered and passed a Resolution on investment policies for 28 key projects and works of the city. These are projects under the city's medium-term public investment plan using the State budget for the period 2021 - 2025.

Notable projects include Le Mao Street (phase 2); Nguyen Sy Sach Street extension connecting Lam River Road (phase 2); Tran Hung Dao Street extension; 24m wide planned road in Nghi Phu Commune; 24m wide Hai Thuong Lan Ong Street; planned road connecting Vinh River embankment; 24m wide planned road connecting Ly Tu Trong Street and 72m Street; Kim Dong Street expansion...

Also at the meeting, the City People's Council reviewed and passed a Resolution on the orientation of the program of activities of the 22nd City People's Council, term 2021 - 2026.

Speaking at the closing session, comrade Phan Duc Dong - Member of the Provincial Party Standing Committee, Secretary of the City Party Committee, Chairman of the City People's Council requested the City People's Committee to focus on directing and implementing investment preparation work to ensure that works and projects are soon deployed on schedule, with quality and efficiency.

The Chairman of the City People's Council also requested that the city's sectors, units and wards and communes focus on reviewing the targets and tasks for 2021, especially the targets expected to be difficult to achieve and the remaining tasks to have more drastic solutions and measures, striving to achieve and exceed the set plan.

Along with that is preparing to build a 2022 plan with a scientific basis, close to the city's reality for effective implementation.

At the same time, mobilize the entire political system to participate, focusing on the work of preventing and fighting the Covid-19 epidemic with the spirit of "safe and flexible adaptation, effective control of the epidemic" in parallel with the task of restoring and developing production and business.
