For example, two hot pot restaurants owned by an owner on Phong Dinh Cang Street and Cao Xuan Duc Street, Ben Thuy Ward, on the evening of October 29, almost 100% of the tables were full of customers. Diners sat close together, with more than 10 people gathered at one table, without implementing any epidemic prevention measures. In addition, the beginning of Cao Xuan Duc Street was also completely occupied as an illegal parking spot but no authorities handled it.

In addition, shops on streets such as An Duong Vuong, Nguyen Sy Sach, Le Mao extension, Le Loi, Lenin Avenue... are also very crowded during the weekend. Most shops do not strictly follow the recommended regulations on epidemic prevention and control.

It can be seen that a subjective and negligent mentality towards the Covid-19 epidemic has appeared among a part of the people in Vinh City. This is very dangerous, especially at a time when the city has continuously had Covid-19 infections in recent times.

It is known that, before that, Vinh City had very clear regulations for restaurants and eateries when they reopened, including: Absolutely no business, selling food and drinks on sidewalks and public areas, including the regulating lake, the road along Lam River (restaurants, beer shops, refreshment shops...); Use no more than 50% of seats and ensure the prescribed distance; The owner of the establishment directly manages and the staff and workers of the establishment must organize rapid testing or PCR every 7 days/1 time; Strictly implement the 5K principle (arrange adequate means and supplies for hand washing, disinfection at the establishment and ensure safe distance when in contact; clean and disinfect the surface of tables and chairs immediately after each customer leaves...); Operate no later than 22:00 every day...

However, according to the reporter's records, most of the shops did not fully implement the epidemic prevention measures as prescribed. This poses a great risk of spreading the disease. It is worth mentioning that many wards and communes in Vinh City did not assign forces to inspect and strictly handle these shops according to the city's regulations.

From October 15 to October 29, Vinh City recorded 89 F0 cases in 10 wards and communes, including: Hung Loc: 41 cases, Ha Huy Tap: 16 cases, Trung Do: 16 cases, Ben Thuy: 04 cases, Hung Binh: 04 cases... including 34 community cases, 28 cases in quarantine areas and 27 cases in blockade areas. The Covid-19 epidemic is still complicated in Vinh City.
