Prosecution of former local police officer and accomplices for forging many temporary residence books

Vinh asked Long to forge temporary residence books and temporary residence certificates with confirmation from the ward police for people who did not live there to sell to Vinh for 800,000 VND per temporary residence book and 200,000 VND per temporary residence certificate.

The Hanoi People's Procuracy has just completed the indictment to prosecute the accused Do Quang Vinh (born in 1989, residing in Ta Thanh Oai commune, Thanh Tri district, Hanoi) and the accused Vu Hai Long (born in 1992, former Regional Police Officer of La Khe Ward Police and Phu Luong Ward Police, Ha Dong district, Hanoi) for the crime of falsifying documents of agencies and organizations, according to the provisions of Article 342 of the Penal Code.
Falsifying temporary residence books is a violation of the law.

According to the indictment, in 2018, Vinh knew Long, a police officer of La Khe Ward Police, who later transferred to work as a police officer of Phu Luong Ward Police. From this acquaintance, Vinh asked Long to forgetemporary residence book, temporary residence certificates certified by La Khe Ward Police and Phu Luong Ward Police for people who do not live in La Khe Ward and Phu Luong Ward to sell to Vinh for 800,000 VND per temporary residence book, 200,000 VND per temporary residence certificate.

From October 2018 to March 2019, Long forged 5 temporary residence books with confirmation stamps from La Khe Ward Police and sold them to Vinh for 800,000 VND each. Long forged 5 temporary residence certificates with confirmation stamps from La Khe Ward Police and Phu Luong Ward Police and sold them to Vinh for 200,000 VND each. Vinh sold 5 temporary residence books for 1.1 million VND each to an acquaintance in society (identity unknown), and sold 4 temporary residence certificates for prices ranging from 700,000 VND to 1 million VND each. When Vinh was selling the 5th temporary residence certificate to a customer, he was discovered and confiscated by the police.

In addition, Vinh also forged a temporary residence certificate certified by the Cu Khe Commune Police (Thanh Oai District, Hanoi) to sell for 700,000 VND.

Because the original copies of the 3 fake temporary residence certificates that Vinh had sold to customers could not be seized, the investigation agency determined that Long had forged 7 documents, earning a profit of 5 million VND; Vinh had forged 8 documents, earning a profit of 3.6 million VND. During the investigation, Vinh voluntarily returned the 3.6 million VND of illegal profits.

Regarding the signatures of some leaders of La Khe Ward Police and Phu Luong Ward Police in the temporary residence book and temporary residence certificate, the investigation agency determined that those signatures and seals were made by Long. Therefore, there is no basis to prosecute these officials as accomplices with Long for the crime of falsifying documents of agencies and organizations.
